A motion by Estes, secpnd by Beck to deny the special use application
of Kurt Krueger, dated June 8, 1978 on West Loon Lake, No. 56-523, RD,
Sec. 3 of Dora Twp. as the requested commercial use is incompatabile
with adjacent residential area, limited auto parking facilities and
no turn around area, and lot is a substandard lot even for residential
use (should be 40,000 square feet and is actually only 20,473 or
roughly one-half the required size for a residential lot. Tom Donoho,
Duane Sonnenberg, William Dunhouse, Mr. & Mrs. Charles Lillibridge,
Bill Enfield, Erik Anderson and Dave Hoffman spoke to the commission.

Voting; All members in favor.
No action was taken on the special use ppplication of Ron Tobkin on Marion Lake
and it will be rescheduled for the July 19, 1978 meeting of the commission. Fred
Bohmker and Henry Everts spoke to the commission.
Passed;A motion by Portmann, second by Beck to deny the special use application
of Burnell Bakke, dated June 14, 1978 on Sewell Lake, No. 56-408, RD,
Sec. 14 & 23 of St. Olaf Twp. because it would cause further pollution
of lake and slough. Twp. Board, Glen Risbrudt, Arnold Olson and Richard
Herness spoke to the commissi on.
Voting; All members in favor except Lindquist.
Passed;A motion by Estes, second by Lindquist to approve the preliminary plat
plans of Hill and Vale Development on Ten Mile Lake, No. 56-613, RD,
Sec. 27 of Tumuli Twp. Develppiar:.is V.C. Demmer, Dalton, MN.
Voting; All members in favor.
Jim Alberts and Mark Molvold spoke to the planning commission regarding platting
lots on Ethel Lake. No action was taken.
Passed;A motion by Lindquist, second by Estes to adjourn the meeting at 11:lu
P.M. and to set Wednesday, July 19, 1978 as the date for the next
regular meeting of the Planning Commission.

to approve the application of Warren A. Rosenow for license to sell non-intoxicating
oalt liquor at Deer Lake Lodge in Everts Township.
Upon motion made by Sydney Nelson, seconded by Hub Nordgren and carried,

Motion was made by Sydney Nelson, seconded by John Snowberg and carried,
to approve the application of Don Fimhaber of Country Inn, Dora Township for a wine
license.
Motion was made by Sydney Nelson, seconded by Hub Nordgren and carried,
to appoint Frank Lachowitzer of Perham to the Otter Tail County Planning Advisory
Commission to fill the unexpired term of Ed Lenius, who has resigned.
Motion was made by John Snowberg to uphold the decision of the Otter
Tail County Planning Advisory Commission and deny the application of Kurt Krueger
for a special use permit to operate a commercial airplane ride concession on West
Tne motion was seconded by Sydney Nelson and carried, with Andy Leitch
and Hub Nordgren voting '*no".

carried. Hub Nordgren voting "no", to deny approval of an application for special
use permit by James S. Moline to construct approximate 3,200 feet of road to
serve dwelling and future subdivision, located in Section 32 of Aurdal Township.
Motion was made by Andy Leitch, seconded by Sydney Nelson and unani
mously carried, to approve an application by Bemell Bakke to construct a tile line
to drain a slough in Sections 14 and 23 of Saint Olaf Township.
Motion was made by Andy Leitch, seconded by John Snowberg and carried,
to i:phold the decision of the Otter Tail County Planning Advisory Commission and
deny the application of Edward J. Walsh for fill on tract in rear of Lots 25 5 24,
Okeson Beach, Eagle Lake Township.
Motion was made by Hub Nordgren, seconded by Andy Leitch and unani-

July n, 1978 . The grounds for this appeal as stated in the
notice thereof is/are as follows:
1. That the denial is contrary to the evidence.____________________________
2. That the denial is contrary to law.
3. That the denial is arbitrary and capricious.
4. That the ordinance under which the denial is based is unconstitutional in
___that no proper standards are established for the grant or denial of such permits.
5. That the said denial attempts to regulate aviation activities of applicants, and
that the regulation of such activities has, heretofore, been preempted by the United States and the State of Minnesota, and applicants' activities have been
duly approved and licensed by the United States and the State of Minnesota.
