Harry J. and Anna P. Jackim - Approved
Harry J. and Anna P. Jackim, Moorhead, MN, requested a variance of 2’ from the required 50’ separation of a well
from a holding tank for the location of a holding tank 48’ from the well. The property is described as Lot 7, Nedberge -
Nye Survey Lots of Government Lots 1, 2, and 3, Section 1 of Edna Township on Devils Lake. As this was a
previously tabled request the audience was not polled at this hearing. Wally Senyk, County Attorney, provided
information to the Board concerning the letter written by the Minnesota Department of Health. After additional
discussion and consideration, motion was made by Craig Anderson, seconded by Randall Mann and unanimously
carried, to approve a variance of 2’ from the required 50’ separation of a well from a holding tank for the location of a
holding tank 48’ from the well subject to a determination, by the Land and Resource Management Department, that
the tanks are sealed and with the condition that the well and holding tanks must be brought into compliance with code
when the property is conveyed.
Shelda A. Warren - Approved
Shelda A. Warren, Moorhead, MN, requested a variance to subdivide a parcel of less than 5 acres (approximately 2.5
acres) from an existing 93.62 acre parcel. The property is described as the Northeast Quarter of the Northeast
Quarter, except tract, the Southwest Quarter of the Northeast Quarter and part of Government Lot 1, Section 10 of
Dunn Township on Pelican Lake. The audience was polled with no one speaking for or against the request. After
consideration, motion was made by Craig Anderson, seconded by Randall Mann and unanimously carried, to approve
a variance to subdivide a 2.5 acre parcel from an existing 93.62 acre parcel with the condition that a registered
surveyor’s drawing meeting the requirements of the current ordinance must be provided at the time of recording.
Robert and Dolores Blake - Withdrawn
Robert and Dolores Blake, Verges, MN, requested a variance to allow cabin number 1 to remain a few feet within the
required side lot line setback of 50’. The applicants have filed an application to convert their existing resort to a
condominium cluster development. The required side lot line setback for cluster developments is 50’. The property is
described as part of Government Lot 2, Section 32 of Hobart Township by Sybil Lake. Prior to the public hearing the
applicants requested that they be allowed to withdraw their request. By general consent of the Board the application
for varaince is considered withdrawn.
James Eugene Bjork - Approved
James Eugene Bjork, Fergus Falls, MN, requested a variance of 8’ from the required maximum height of a non
dwelling structure of 18’ for the construction of a 32’ by 60’ shop having a height of 26’. The property is described as
part of Sub Lots F and G of Government Lots 3 and 4, Section 30 of Aurdal Township on Hoot Lake. As this was a
previously tabled request the audience was not polled at this public hearing. After consideration, motion was made by
John Everts, seconded by Craig Anderson and carried with Randall Mann voting no, to approve a variance of 4’ from
the required maximum height of a non-dwelling stnjcture of 18’ for the constnjction of a 28’ by 48’ shop having a
height of 22’.
Martelle B. Sherman - Approved for Reconsideration
Martelle B. Sherman, Richville, MN, requested a variance of 4’ from the required side lot line setback of 10’ for the
placement of a 12’ by 20’ garage 6’ from the side lot line. The property is described as Lot 7, Beauty Beach, Otter
Tail Lake in Amor Township. At the April 4th, 1996, meeting this request was denied due to failure of the applicant to
appear at any of the scheduled meetings since last November 2nd, 1995. Due to a misunderstanding in
communications between the applicant and the County Auditor the Board is now being asked to reconsider their
action of April 4th, 1996, and to schedule a hearing on this request for June 6th, 1996. After consideration of the
request, motion was made by John Everts, seconded by Craig Anderson and unanimously carried, to reconsider the
April 4th, 1996, action and to reschedule this variance request for the June 6th, 1996 meeting.

Paul M. and Virginia h, Grabarkewitz, Sunset Bay' Resort, request permission to construct six
10- 12 ft. by 20-24 ft. screened patio/decks on the west (lake ) side of the six cottages at
Sunset ay Resort and one 12 by 40 ft. screened patio/deck on the west side of the house/lodge on
the south 550' of G.L. 4, in Section 16, Dead lake Township on Dead Lake. Distance from waters
edge is approximately 125 ft. in the absence of the applicant, motion was made by Daniel
Oehler, seconded by Victor Petterson and carried, to table until the April Meeting.
JOHN A. JOHNSON-APPROVED
Andrew Klinnert, Supervisor and Leo Doll. Clerk of Rush Lake Township represented John A.
Johnson. John A. Johnson, Otter tail. Mn, requested permission to sell 1.18 acres of an existing
7.8 acre parcel being part of the East 1 /2 of the Northwest 1 /4, Section 22, Rush Lake
Township. The purpose of the subdivision is to create a site for the Rush Lake Town Hall. After
consideration, motion was made by Victor Petterson, seconded by Cecil B. Femlingand
unanimoulsy carried, to approve the transfer of the 1.18 acre parcel subject to providing a
surveyor's drawing.
ROBERT WALKER-APPROVED
Robert Walker, Plymouth, Mn. requested permission to add a triangular portion of Lot 7 to Lot
6 to more readily accommodate the driveway to the homesite on Lot 6, Frontage on Lot 7 will
remains at 150' and the area of Lot 7 is reduced from 71.000 square feet to 64,000 square
feet. Property Description Lots 6 and 7, Block 1, Swenson Beach, CUtherall Lake in Nidaros
Township. After consideration, motion was made by Cecil B. Femllng, seconded by John Everts
and unanimously carried, to approve the request with no loss of grandfather rights. Hardship
being the features of the terrain that makes the approach to the driveway difficult. Nothing is
being made substandard by the transfer of the triangular portion and it makes improvements to
both lots
WILLIS RYAN-APPROVED
Willis Ryan. Dalton, Mn, requested permission to sell parcels of 1 acre to Our Saviors Church
and i 1 /2 acres to Ray Oil by metes and bounds description, in SW1 /4NE 1 /4, Section 1 1,
Tumuli Township. After consideration, motion was made by Craig Anderson, seconded by Dan
Oehler and unanimously carried, to approve the variance request as long as the description for
each of the new parcels is square and perpendicular to the section lines and that the
measurements will be in even footage. A letter from the Otter Tail County Highway Department
Indicates that no additional approaches will be approved for the cemetery.
OSCAR J. SORLIE-APPROVED
Oscar J, Sorlie, Fergus Falls, Mn, requested permission to split off approximately 2+ acres of
land from the farmstead, being part of Sublot F, G.L. 3 and part of Sublot G, G.L. 4, Section 30,
Aur dal Township. After consideration, motion was made by Dan Oehler, seconded by Victor
Petterson and unanimously carried, to approve the request subject to the submission of a
surve'^’or's drawina. Letters Indicatinq no objections were received from Verlin Menze,
Chairman and Zoning Administrator for Aurdal Township and from Paul and Arisen Nycklemoe,
DONALD AND LAVONNE MARTINSON-APPROVED
Donald and LaVonne Martinson, Plymouth, Mn, requested after the fact permission to construct
an addition to the present residence of a three season porch being approximately 51' from the
ordinary high water mark, the requirement is 100', on Lots 7 and 8, Pleasant View Beach, East
Battle Lake in Girard Township. After consideration, rnotion was made by Cecil B. Femling,
seconded by Victor Petterson and carried, with John Everts voting no, to approve an after the
fact variance of 49' from the ordinary high water mark, subject to the present shed, which is
located on the property line, being either removed and placed behind the building line or
destroyed.
THOMAS PHILIP-APPROVED
Thomas Philip, Frazee, Mn, requested permission to split out less than 2.5 acres around
existing farmhouse, in Government Lots 10 and 1 1, Section 3, Graham Lake in Hobart
Township. After consideration, motion was made by John Everts, seconded by Victor Petterson
and unanimously carried, to approve the split, with all existing building 1 O' or more from the
lot lines and that the minimum size will not be less than 40,000 square feet, excluding the
highway and that a surveyor's drawing will be provided.
VERNON R. AND JOYCE M. STRONG-TABLED
Vernon R. and Joyce M. Strong, Riverside, Ca, request permission to construct a 18' 7 1 /2" by
24" Carriage House 5' from the property line on Lot 7 and part of Lot 6, Liberty Beach, Dunn
Township on Pelican Lake, In the absence of the applicant, motion was made by John Everts,
seconded by Victor Petterson and unanimously carried, to table until the April meeting.
PAUL HAGEN-TABLED
Paul Hagen, Pelican Rapids, Mn , requesting an after the fact permit to allow an 8' variance
from the side property line and to allow a 6' by 24' addition to the lake side of the home. The
addition being in excess of 100 square feet. Property located on Lot 4, Second Addition to Birch
Grove, Franklin Lake in Dunn Township. In the absence of the applicant, motion was made by
Dan Oehler and seconded by Cecil B. Femling and unanimously carried, to table until the April
meeting.
