Meeting of the Otter Tail County Planning Commission was held on April 23, 2003 at 6:30
P.M. in the Commissioner's Room, Courthouse, Fergus Falls, Minnesota.
Roll Call:
Members Present: Linda Bergerud, Rod Boyer, Frank Lachowitzer, Joe Maske, Bert
Olson, Richard Sha, David Trites and Leona Zimmerman.
Members Absent: Les Estes and Robert Schwartz.
Nicole Hansen represented the County Attorney's Office and Bill Kalar represented the
Land & Resource Management Office.
Minutes of April 9, 2003: A motion by Sha, second by Lachowitzer to approve the April
9, 2003 Minutes as presented. Voting: All Members in favor.
Minutes of April 16, 2003: A motion by Bergerud, second by Lachowitzer to approve
the April 23, 2003 Minutes as presented. Voting: All Members in favor.
John Barry - Tabled to June 11, 2003:
A Conditional Use Permit Application stating: “Applicant requests to fill a degraded Type
2 (2,540 sq. ft.) wetland in the middle of a residential lawn and replace the low quality
wetland with a much larger restoration that would provide more and better wetland
functions.” Additional documents available for viewing at Land & Resource Mgt. Office.
The property is described as Lot 23 & vac rd adj ex pt vac rd being 32.26’ x 5.13’ x 33.5T
X 17.14’: parcels #950 & #65-001 not to be split. Section 4 of Dunn Township: Pelican
Lake (56-786), GD.
A letter, dated April 14, 2003, from Robert W. Bigwood (Attorney for the Applicant)
requesting the consideration of this Application be continued to the June 11, 2003
Planning Commission Meeting was read into the record.
Motion: A motion by Lachowitzer, second by Maske to table to June 11, 2003 as
requested by the Applicant. Voting: All Members in favor.
