Motion by Huebsch, second by Lindquist, and unanimously carried to approve a revised plan dated
October 23, 2012, for a three phase project to improve/update the resort. The proposal is located in Pt of
Sublots 5 & 6 of GUs 3 & 4 (resort property) & Pt of Sublot 5 of GL’s 3 & 4, Section 23 of Rush Lake
Township; Rush Lake (56-141), GD.
Conditional Use Permit - Randal W. & Lvnn M. Cave:
Motion by Froemming, second by Huebsch, and unanimously carried to approve a Conditional Use Permit
for a grade and fill project for future construction of a home and attached garage as presented. The
proposal is located on Lot 2 BIk 1 of Thalmann 3'”'^ Addition to South Oak, Section 1, Otter Tail Township:

Conditional Use Permit - Mark Walz:
Motion by Huebsch, second by Johnson, and unanimously earned to approve a Conditional Use Permit for
a grade and fill project as presented. This project is to prepare the site for construction of a home and
driveway. The proposal is located on Lot 8 Block 1 McDonald Shores, Section 17 & 20 of Edna Township:
Big McDonald Lake (56-386), RD.
Conditional Use Permit - Dale Pierce et al:
Motion by Lindquist, second by Johnson, and unanimously carried to approve a Conditional Use Permit for
a road project to service several lots as presented. The proposal is located in Tract A in GL 1 ex tract 140’
X 51.09’, Section 27 of Lida Township; Lake Lida (56-747), GD.
Conditional Use Permit - Wesley Pare’:
Motion by Johnson, second by Froemming, and unanimously carried to approve a Conditional Use Permit
to operate a Landscaping Business titled “Lakes Area Landscaping LLC”, as presented with one change to
expand the office (retail) hours to 8:00 a.m. to 8:00 p.m., seven days a week. The proposal is located in
the SW>4 SWA (40 Acres), Section 15 of Dunn Township; Elbow Lake (56-774), NE.
AIS Task Force Update
Bill Kalar, Land & Resource Administrator, updated the Board regarding the Aquatic Invasive Species Task
Force budget and educational activities. Motion by Huebsch, second by Lindquist, and unanimously
carried to replace vacant positions on the Ctter Tail County AIS Task Force to keep the Committee at or
close to its original membership.
Motion by Huebsch, second by Lindquist and unanimously carried to authorize the Land & Resource
Administrator to apply for a Watercraft Inspector Reimbursement Grant through the Minnesota Department
of Natural Resources for the next boating season.
Emergency Management Performance Grant Agreement
Motion by Johnson, second by Lindquist, and unanimously carried to authorize the appropriate County
Cfficials’ signatures to approve the 2012 EMPG in the amount of $32,171.00. This is a federal grant for
funds to be used at the County level to support costs related and spent on emergency management during
CY2012.
Final Payment - East Lida Lake Road
Motion by Johnson, second by Froemming, and unanimously carried to approve Final Payment, in the
amount of $40,179.72, payable to Mark Sand & Gravel Co. for work completed on S.A.P. 056-600-026.

yards for garage floor and apron. Culvert to allow water that comes off neighbor’s hill and mine
to flow under garage floor and continue on natural path of drainage. Complete culvert would be
on my property only. This culvert would keep water from basement and away from well area.
Culvert - 6” sch 80 PVC with heat tape and 40ft long. Area to be excavated - 231 yds^; apron fill -
20yds^: garage fill - 53yds^; total earthmoving 304yds^. Backfill at foundation - 4ft for distance
10ft. Impervious surface 21.91% Contractor: Bryan Wegscheid PIbg. (Lic.#2741) 17100 155’^

Mark Walz - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant on the Application): Proposing a
topographical alteration to Lot 8 Block 1 of McDonald Shores on Big McDonald Lake consisting of
a grading and fill plan for a proposed home and driveway with projected volumes of 450 cubic
yards of cut and 500 cubic yards of fill. Propose a maximum cut of 2.5 feet and a maximum fill of
2.5 feet. Proposed house is being built on a concrete slab with no crawlspace. The proposal is
located on Lot 8 Block 1 McDonald Shores, Section 17 & 20 of Edna Township; Big McDonald
Lake (56-386), RD.
Mark Walz and Glenn Howe (Anderson Land Surveying) represented the Application.
Motion: A motion by Boyer, second by Kinzler, to approve as presented, allowing a maximum of
700 cubic yard of fill. Voting: All Members in favor.
Dale Pierce et al - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant on the Application): Proposing to create
an easement road to 4 lake lots which were platted in August of 1979. Area A - Need to cut an
area on the existing easement road approximately 280’ long with a maximum cut of 3’. Area B -
Creating 160’ of new easement road with a max. cut of 4’ & using the spoils from the cut area to
fill for new easement road in this area. Area C - Cut & fill 130’ long of the new easement road to
the North with a 2’ - 3’ cut to create a 33’ easement road. The cut area will be 20’ long. Once
the easement road is complete, will need to topdress with 4” of class 5 gravel. Detailed map on
file with Land & Resource Management Office.
Total earthmoving (cut & fill) will be approximately 1400 cubic yards. Erosion control will meet
Land & Resource requirements. The work will be done in the Spring of 2013. The proposal is
located in Tract A in GL 1 ex tract 140’ x 51.09’, Section 27 of Lida Township: Lake Lida (56-
747), GD.
Donald Schroeder (Schroeder Construction) and Dale Pierce represented the Application.
Motion: A motion by Maske, second by Wilson to approve as presented. Voting: All Members
in favor.
