The storage unit will be 150x40, tan and blue metal building, and will house 30 rental units, (26) - 10x20 units and (4) - 10x10 units. There is a total area of 61,695 s.f. We will be using 14,536 s.f. which is 23.56% and will fall under the impervious surface allowance of 25%. We will be installing a 4 x 8 sign that will be lighted and landscaped to have a nice curb appeal. The facility will be lighted by outdoor security lights for safety purposes along with security canrteras. We will also be planting trees to replace trees that will need to be removed. 2. Topographical Alterations: We will need to do some earth work to get a flat area/pad to erect the building and allow for suitable room to move around the units. We will be puttiirg in a 24* wide af^>roach off of County Hwy 1 that will turn into a 14* x 60 foot driveway that will follow the specifications put forth by the County Highway Department. It is believed that no fill will need to be brought in as there is a borrow area that will be used to level the lot and provide enough fill for the driveway arxl pad area. A total of 77 cubic yards will be used to make the 14x60 driveway at an average depth of 2.5 feet. Two drainage swails will be created on both sides of the property to have water drain to the north of the property to help in erosion control. One area that will need to be cut will be 40 feet in length by 130 feet in width at an average depth of 3.5 feet for total cubic yards of 674. This will provide fill and level off an area for the pad. Affected area in which borrow is taken will be covered and seeded for appropriate erosion control. We are aware Uiat there is some wetland on the far north end of the property and we will make sure that we are far enough away rK>t to disturb any of the wetland. The motion failed for lack of a second. Darrel Rotvold expressed concerns on water run-off and spoke against commercial use in a residential area. I recommend that this application of Rick Bleichner be rejected for the following reasons: 1. Incompatibility with the surrounding area; both on land and water — This is a wooded residential/recreation area with many adults and children using the roadw'ay along the river and lake for enjoyment and exercise. Em concerned that lights, traffic, and runoff would impact the natural beauU , wildlife, and non-motorized use. 2. Environmental impact, including soils, topography, vegetation (land and water), fish, and wildlife — Unsightly building, roads, and parking would harm the area and significant planting would take years to mask the effects. 3. Any hazards that ma> be created, both on land and water — Increased traffic noise and use would impact the enjoyment and exercise-use of the roadway to say nothing of the hazards to the man>' pedestrians because of the increased traffic. 4. Density and location of development — there are many more available areas for this type of “industrial” construction that would be less intrusive. 5. Suitability of the area, in its existing state, for the proposed use area is too beautiful and not meant for non-residential uses. 6. Near shore water depth — I know nothing of this but would question water run-off and wildlife compatibility. 7. Sensitive Areas may be protected through the use of Natural Environmental Standards — Again, I know' nothing of this, but I would hope the Planning Commission and County Commissioners would be looking into the impact of w ildlife and clean w ater issues. I’m concemed about keeping the ♦ natural quietness and night sky views available while eliminating traffic noises. 9. Amount of noise generated — See #8 but also, 1 have concerns over backup beepers on certain vehicles and vehicle lights and security lights in the area. 10. Hours of proposed use — 1 have concerns over security and break-ins and evening noise if used at all hours. 11. Lighting — 1 have a big concern for the types of lighting that would be used. I certainly don’t w’ant the lighting or glow from lighting to interfere with the view of the evening star-lit sky! 1 also wouldn’t want ground lighting to be visible without naturally blocking by trees and shrubs. 12. Signage (number, size, lighting, and location) — This is a natural beauty area that should not be obscured by signs or lighting! 13. Time frame and/or phasing There is no good time for construction of this type of building in the proposed area! 14. Adequate lot area and water frontage for the proposed use — 1 don’t see that there is enough room for the proposed building, parking, driveway, and turn around area considering the size of vehicles used for such a business. 15. Minimal change in the existing topography necessary to allow for the proposed use -— There’s not enough room for the needed vegetative buffer to keep the beauty and tranquility of the area pristine! 16. He has requested to build a commercial storage unit on County Hwy 1 near my residence. The requested location is Lot 2, BIk 3 of Otter Tail River Estates, Section 4 of Otter Tail Township. I live at 42536 Pleasure Park Road. The entrance and exit to my home is across the highway from this proposed facility. I would like to attend the July 10th hearing on this matter but I work in Bloomington, MN and won't be able to attend in person. I would like to respectfully let you know that I strongly object to the proposed permit application. Based on local regulations, it's my understanding the Planning Commission will consider the following factors: 1. Compatibility with the surrounding area The area requested for this facility is in close proximity to single-family, lakeshore homes on Ottertail Lake and Ottertail River. I would like to request that the Planning Commission help ensure that this area remains a zone for residences and not commercial businesses. There are no other commercial businesses in this stretch of Co Hwy 1. Erecting a very large 60k sq ft metal building is not compatible with the surrounding area. 2. Environment impact and minimal change in topography The request is to level this lot and remove the natural surroundings and beauty of this area. It is in an area that is only a short distance to both Ottertail River and Ottertail Lake. The edge of the property is elevated above the river and will result in run off into the neighboring property and river. The lot is highlighted by natural grasses, some rolling hills, and mature trees. Clearcutting and leveling this lot will greatly change the landscape and the addition of a 60k sq ft metal building will be an eyesore. 3. Hours of proposed use, lighting, amount of noise. As previously stated the proposed area is surrounded by lake shore and river homes. The permit application indicates the business will include outdoor security lights, which will impact the neighboring homes. It will also draw in customers at all hours of the night who will create noise as they move items in and out of storage. 1 «. Personally, I also question why the planning commission would grant a conditional permit for the addition of another storage facility when there are already several such businesses within a short 5-10 mile radius of the proposed location. From an economic perspective, I would say this is not a business that the local community needs especially given the negative impact on the surrounding properties. This I am very opposed to. Here are the reasons why I feel this will adversely affect us: This will cause our property to decrease in value. Storage units are not esthetically pleasing. Signs would obstruct the view of the trees. There isn't any lake-atmosphere created with metal storage buildings with concrete parking lots visible such as the proposal indicates. Currently we love the trees and grass and the fall colors are amazing. 1. Highway 1 is busy with pedestrian and bicycle traffic. Children and adults play on the Ottertail bridge and it is a major hang out for them. It would be dangerous to increase traffic when it is already an area that should be made more safe with slower speed limit signs and pedestrian crossing signs at the bridge. We don't need anymore cars and trucks at all hours of the day and night turning in and out of this area. 2. Storage units would create more noise and lights would also diminish the peace and quiet of nature we pay for when we purchase our lake property. 3. Storage units will do nothing to help improve the presentation of our properties. It will look messy with RVs etc parked there. The last thing any of us want to see is metal storage buildings and concrete as we turn into our driveway. 4. If this project is OK'd more businesses will be allowed and the commercial properties emerge in an area that is too close to residential land. This should not be permitted. People on the lake make an investment to come up and relax and want the surrounding quiet and peaceful. It destroys the atmosphere. 5. Most residents have some type of storage buildings with their homes and most are hidden from view. I personally have a 36'x60' metal building and I can't see it when I drive in. It is very much hidden in the trees and is not offensive to anyone. No one really knows it is there. This storage project could be much better located away from a highway and the lake traffic, also it would be great to have a viewing barrier such as trees around it. 6. We invested a lot of money to enjoy a fun home on the lake where our kids and grandkids could come up and have fun safely. I am quite sure this said party is not concerned about our investments. Their goal is to make money on an investment. I understand that, but not at our expense. 7. 8. There is a significant amount of families that have cabins and have guests come to stay that w/alk along Highway 1 to get to the bridge or just to enjoy the trees and views. These families are drawn to this side of Ottertail because of the town close by the famous Ottertail bridge. Many elderly people also walk along this area to get to the town to socialize and support the community. I would sincerely request you consider these issues and put this project in a location away from traffic and the lake homes. We have lived on other Lakes in Nebraska where the storage unit were 4 miles away from any of the lake homes and we thought it was close enough to meet our needs and not disturb anyone.
