SPECIFY YOUR REQUEST. PLEASE BE BRIEF AS THIS WILL BE USED FOR PUBLIC NOTIFICATION.
1. Commerci^ Use: We are looking at putting up one commercial storage unit located on the lot listed above. The storage unit will be 150x40, tan and blue metal building, and will house 30 rental units, (26) -
10x20 units and (4) - 10x10 units. There is a total area of 61,695 s.f. We will be using 14,536 s.f. which is 23.56% and will fall under the impervious surface allowance of 25%. We will be installing a 4 x 8 sign
that will be lighted and landscaped to have a nice curb appeal. The facility will be lighted by outdoor security lights for safety purposes along with security canrteras. We will also be planting trees to replace trees
that will need to be removed.
2. Topographical Alterations: We will need to do some earth work to get a flat area/pad to erect the building and allow for suitable room to move around the units. We will be puttiirg in a 24* wide af^>roach off of
County Hwy 1 that will turn into a 14* x 60 foot driveway that will follow the specifications put forth by the County Highway Department. It is believed that no fill will need to be brought in as there is a borrow area
that will be used to level the lot and provide enough fill for the driveway arxl pad area. A total of 77 cubic yards will be used to make the 14x60 driveway at an average depth of 2.5 feet.
Two drainage swails will be created on both sides of the property to have water drain to the north of the property to help in erosion control.
One area that will need to be cut will be 40 feet in length by 130 feet in width at an average depth of 3.5 feet for total cubic yards of 674. This will provide fill and level off an area for the pad. Affected area in
which borrow is taken will be covered and seeded for appropriate erosion control.
We are aware Uiat there is some wetland on the far north end of the property and we will make sure that we are far enough away rK>t to disturb any of the wetland. The building has been proposed to be on the
south half of the property

Planning Commission Recommendations
Conditional Use Permit - Revive Massage/ Christopher & Danielle Elliott:
Motion by Johnson, second by Murphy and unanimously carried to approve a Conditional Use Permit
to operate the commercial business Revive Massage located at 20047 County Highw/ay 114 in
Section 12, Orwell Township, Rush Lake (56-968), NE.
Interim Use Permit - Joseph & Bruce Johnson:
Motion by Johnson, second by Lindquist and unanimously carried to approve an Interim Use Permit
to use an existing house as cold storage during preparation for new dwelling and for the existing
house to be removed within 1 year of the Interim Use Permit. The proposal is located at 25877
County Highway 111 in section 13, Fergus Falls Township; Unnamed Lake (56-858), NE.
Conditional Use Permit - Barky’s Resort/ Ryan & Alicia Draeaer:
Motion by Rogness, second by Murphy and unanimously carried to approve a Conditional Use Permit
to perform the following: Remove a Rental Unit in Tier 1 Zone and construction of a 69’X36’ single
story duplex in the tier 2 zone on parcel # 02000320254003. The proposal is located at 28484 County
highway 145 in Section 32 of Amor Township; Otter Tail (56-242) GD.
After-the Fact Conditional Use Permit - Anna & Michael Hilleren:
Motion by Johnson, second by Rogness and unanimously carried to deny the request of an After-
the Fact Conditional Use Permit and for the applicant to work with Land and Resource Management
for restoration. The proposal is located at 36058 Big Rock Road in Section 30 of Dead Lake
Township; Dead lake (56-383), NE.
Conditional Use Permit - Rick Bleichner:
Property Owners David Hauser and Tim Hanson expressed some concern with placement of a
commercial building in a residential area. They requested that the building be moved back from a
25’ setback to 100’ setback from the highway.
A motion was offered by Johnson to approve maximizing the distance north while not exceeding the
25% impervious surface requirement or affecting the wetlands with conditions as recommended by
the Planning Commission. The motion failed for lack of a second.
Motion by Rogness, second by Johnson and unanimously carried to approve the Conditional Use
Permit for Rick Bleichner with conditions as recommended by the Planning Commission with the
following changes; Add a condition to require a 40 foot set back, or more if possible, from road ROW

Terry Elkins submitted written correspondence and discussed it with the Commission. Darcy
Jones expressed concerns regarding lighting, compatibility, wetland impact, additional traffic,
drainage, outside storage, stating an approval would encourage similar proposals. Darrel
Rotvold expressed concerns on water run-off and spoke against commercial use in a
residential area.
Motion: A motion by Gabe, second by Frazier to approve with the following conditions

i Firefly Dead Lake / Jade Neilson Properties. LLC - Table To August 14. 2019 :
A Conditional Use Permit Application (as stated by the Applicant on the Application): On July 11,
2018 a CUP and Preliminary Plat of Common Interest Community No. 84 Firefly Dead Lake,
proposing to convert White Haven Resort into a Common Interest Community plat of 16
residential dwelling units was approved by the Planning Commission with subsequent
approval by the Otter Tail County Commissioners. We are requesting the following with
regards to the previous CUP conversion granted and that a new CUP be approved and
issued: Replace each of the existing Cabins 1-3 and Cabins 5-7 with a one level
prefabricated modular 14 x 50 foot Cabin. Modular Cabins No. 1-3 will be located 20 feet
further back from the lake then existing Cabins No. 1-3. Cabin No. 4 will continue with the
permitted remodel within the existing footprint. Modular Cabin No. 5 will be located 37 feet
further back from the lake then existing Cabin No. 5. Modular Cabin No. 6 will be located 31
feet further back from the lake then existing Cabin No. 6. Modular Cabin No. 7 will be located
61 feet further back from the lake then existing Cabin No. 7. Modular Cabin No. 8 will be
located no closer to the lake then what was previously approved. Modular Cabins No. 9-16
will be located behind the 200 foot setback line as previously approved with a second living
level and deck above, all within a 14 x 50 foot footprint. Earthwork and estimated tree
removals are shown on the attached 8-1/2 x11 sheet labeled Trees/Earthwork Impact. The
proposal is located at 38045 White Haven Rd in Sections 9 & 16 of Dead Lake Township;
Dead Lake (56-383), NE.

Craig Lund (Dead Lake Association Board Member) expressed concerns with the application
process, the lake setback, the septic system, noise, lighting, number of boat slips and proposed
landscape changes / vegetation removal. Loranda Kimple expressed concerns on the existing
condition of the cabins and requested Firefly be accountable to the Ordinance, John Kimple
expressed concerns on lake setback requirements and septic requirements. Diane Matejak-
Lund expressed concerns on the need to follow Ordinances, opposing buildings less than 200’
from the lake. Mike Herzog requested an EIS, expressed concerns on traffic, lighting, run-off
and erosion. Lu Ann Kluch expressed concerns on parking (vehicles & trailers), need for
covenants, visual impact, removal of trees, requesting rules to be followed for new
construction. Terry Janes requested Ordinances be followed.
Chairman Olson moved the Rick Bleichner Application to be heard in front of Firefly Dead Lake
(both are scheduled for 7:30 pm).

In response to your request, we are enclosing an Application for Approach Permit Form. Also enclosed is a list
of contractors that have been approved by Otter Tail County to install approaches. You may contact one of
these Contractors to install your approach. The approach must be complete within 45 calendar days after
approval or your deposit will not be returned.
Return the completed approach request form. Make a sketch of the property showing the location of any present
and proposed driveways. Please include distances from the land comers, highway junctions, streets, mile
markers, etc. In addition, include information concerning the new access such as proposed use, type of
surfacing planned, etc.
To aid in the inspection, please mark the proposed access location with a stake showing the center of the
approach and write the name of the applicant on the stake. The proposed approach should be 300 feet away
from any existing approaches on the same side of the road. No horseshoe (U shaped) approaches will be
permitted. Only one approach will be permitted per residence.
The County will determine if a culvert is necessary. If a culvert is determined to be necessary, the County will
provide the culvert materials (at the applicant’s cost), delivery and placement of the culvert. The cost of culvert
(including bands, aprons, and hardware) is the responsibility of applicant and payment for the culvert by the
applicant is required to be made to the County prior to the County issuing approval of the approach application.
All other materials including fill, top soil, seed, mulch, surfacing, etc. and their placement are the responsibility
of the applicant.
After inspection of the proposed site, our Maintenance Supervisor will contact the Applicant to inform them of
approval or denial of the request and the cost of the culvert (if necessary).
The applicant will be required to submit a deposit of $250.00 for each private/residential approach or $500.00
for each commercial/agricultural approach. If the Contractor’s Name is “Self’ (constmcted by landowner) an
additional $500.00 deposit is required.
If a culvert is necessary, the applicant will be required to submit payment for the culvert, after which the culvert
will be delivered and installed.

Rick Bleichner's Petition
1. Site is very close to Hwy#l—only 25 feet from highway at closest point
2. It also doesn't show a driveway around north end for easy ingress and egress
for this very tight site!
3. Petitioner is using 14536 square feet surface coverage. County allows 15499
square feet Difference 963 square feet
4. Most two way lanes are 24 feet Petitioher is using 20 foot wide two way
access lane. This is not reasonable for this type of development
5. Petitioner needs to add 4 feet on each side of building to get adequate
minimum size lanes, (dead end toad)
Building a driveway needs to be 162 feet in length X 8 feet = 1296 square
feet plus 14536 = 15832, which is over the county allowance.
6. This does not include the north side of the building. Another 1440 square
feet that people need for passage around the building, (approximately 2272
sq ft more than the county allows)
7. The 14 X 60 driveway is not in calculation so another 840 square feet. Total
is 3112 over county allowance for this site plan. Should not be developed
under this criteria.

Attention: OTC Planning Commission regarding Rick Bleichner's petition:
1. Compatibility is not discussed in the notes. Environmental impact is also not
discussed. No reference to Fish and Wild Life or water and erosion control.
2. Water leaving site before and after construction not mentioned. At the very
least there needs to be a survey by an expert to protect the wetlands and
river and also to control and hold run off of buildings, parking and driveway.
3. Water to be caught by guttering, and piped to a detention pond so it will
leach back into the soil on a controlled basis so it will not gush off hard
surfaces directly into watershed.
4. Items 6 & 7 need professional control plan beginning with silt fencing
through construction and maintained until grass and detention pond is
complete and working.
5. Item #8. Adequate parking and traffic flow is impossible in current
configuration.
6. Item #9: Noise generated has not been discussed but noise generated will
interfere with our tranquil environment and our lake country feel, (back up
alarms, construction, noise etc.)
7. Item 10 &11: The 24 hour operation and bright bulb lighting must be
addressed. Dark Sky Survey of fixtures and programs so no direct bulbs
show and no halo affect happens over County Road One, Ottertail. See
handout.
No halo means no light pollution for the entire area. Everything comes on as
needed and goes off when not needed; all fixtures are sleeved and shine
down.
8. Signage is key and should be landscaped but does not need to be illuminated.
Customers know where business is; people who don’t know won't find it
after dark anyway.
9. Item 14: Lot area is less than adequate for this use.
10. Item 15: There will be major grading to lot area that will be an eye sore for
years to come. Soil erosion control plan must start before building and
continue after site has healed and taking care of its own run off.
11. Item 16: There needs to be landscape plan in conjunction with Dark Sky
Initiative to consummate adequate plan.

1 spend the summers directly across OT Cty I at 43101,42578. and 42596 Pleasure Park
Road. We enjoy the rural evening darkness, peaceful quiet, and minimal traffic for the
lake and river use and exercise available along the gorgeous wooded roadway.
I recommend that this application of Rick Bleichner be rejected for the following reasons:
1. Incompatibility with the surrounding area; both on land and water — This is a
wooded residential/recreation area with many adults and children using the roadw'ay
along the river and lake for enjoyment and exercise. Em concerned that lights,
traffic, and runoff would impact the natural beauU , wildlife, and non-motorized
use.
2. Environmental impact, including soils, topography, vegetation (land and water),
fish, and wildlife — Unsightly building, roads, and parking would harm the area
and significant planting would take years to mask the effects.
3. Any hazards that ma> be created, both on land and water — Increased traffic noise
and use would impact the enjoyment and exercise-use of the roadway to say
nothing of the hazards to the man>' pedestrians because of the increased traffic.
4. Density and location of development — there are many more available areas for
this type of “industrial” construction that would be less intrusive.
5. Suitability of the area, in its existing state, for the proposed use
area is too beautiful and not meant for non-residential uses.
6. Near shore water depth — I know nothing of this but would question water run-off
and wildlife compatibility.
7. Sensitive Areas may be protected through the use of Natural Environmental
Standards — Again, I know' nothing of this, but I would hope the Planning
Commission and County Commissioners would be looking into the impact of
w ildlife and clean w ater issues.

8. Adequate parking and traffic control — 1 don’t see how lighting, traffic, and
parking can be addressed adequately in this area. I’m concemed about keeping the
♦ natural quietness and night sky views available while eliminating traffic noises.
9. Amount of noise generated — See #8 but also, 1 have concerns over backup beepers
on certain vehicles and vehicle lights and security lights in the area.
10. Hours of proposed use — 1 have concerns over security and break-ins and evening
noise if used at all hours.
11. Lighting — 1 have a big concern for the types of lighting that would be used. I
certainly don’t w’ant the lighting or glow from lighting to interfere with the view of
the evening star-lit sky! 1 also wouldn’t want ground lighting to be visible without
naturally blocking by trees and shrubs.
12. Signage (number, size, lighting, and location) — This is a natural beauty area that
should not be obscured by signs or lighting!
13. Time frame and/or phasing There is no good time for construction of this type
of building in the proposed area!
14. Adequate lot area and water frontage for the proposed use — 1 don’t see that there
is enough room for the proposed building, parking, driveway, and turn around area
considering the size of vehicles used for such a business.
15. Minimal change in the existing topography necessary to allow for the proposed use
-— There’s not enough room for the needed vegetative buffer to keep the beauty and
tranquility of the area pristine!
16. Other — Enough said!
Please turn down this Permit Application Request and encourage them to find a more
suitable location that doesn’t interfere with the natural beauty of this county!

I recently received notice of a Conditional Use Permit Application for Rich Bleichner. He has requested to build a
commercial storage unit on County Hwy 1 near my residence. The requested location is Lot 2, BIk 3 of Otter Tail River
Estates, Section 4 of Otter Tail Township. I live at 42536 Pleasure Park Road. The entrance and exit to my home is
across the highway from this proposed facility. I would like to attend the July 10th hearing on this matter but I work in
Bloomington, MN and won't be able to attend in person. I would like to respectfully let you know that I strongly object
to the proposed permit application.
Based on local regulations, it's my understanding the Planning Commission will consider the following factors:
1. Compatibility with the surrounding area
The area requested for this facility is in close proximity to single-family, lakeshore homes on Ottertail Lake and Ottertail
River. I would like to request that the Planning Commission help ensure that this area remains a zone for residences
and not commercial businesses. There are no other commercial businesses in this stretch of Co Hwy 1. Erecting a very
large 60k sq ft metal building is not compatible with the surrounding area.
2. Environment impact and minimal change in topography
The request is to level this lot and remove the natural surroundings and beauty of this area. It is in an area that is only a
short distance to both Ottertail River and Ottertail Lake. The edge of the property is elevated above the river and will
result in run off into the neighboring property and river. The lot is highlighted by natural grasses, some rolling hills, and
mature trees. Clearcutting and leveling this lot will greatly change the landscape and the addition of a 60k sq ft metal
building will be an eyesore.
3. Hours of proposed use, lighting, amount of noise.
As previously stated the proposed area is surrounded by lake shore and river homes. The permit application indicates
the business will include outdoor security lights, which will impact the neighboring homes. It will also draw in customers
at all hours of the night who will create noise as they move items in and out of storage.

«. Personally, I also question why the planning commission would grant a conditional permit for the addition of another
storage facility when there are already several such businesses within a short 5-10 mile radius of the proposed
location. From an economic perspective, I would say this is not a business that the local community needs especially
given the negative impact on the surrounding properties.

Dear Ottertail County Planning Commission
The following letter is submitted regarding the application for a Conditional Use Permit to construct
storage building across the highway from our property at 42566 Pleasure Park Rd. This I am very
opposed to.
Here are the reasons why I feel this will adversely affect us:
This will cause our property to decrease in value. Storage units are not esthetically pleasing.
Signs would obstruct the view of the trees. There isn't any lake-atmosphere created with metal
storage buildings with concrete parking lots visible such as the proposal indicates. Currently we
love the trees and grass and the fall colors are amazing.

Highway 1 is busy with pedestrian and bicycle traffic. Children and adults play on the Ottertail
bridge and it is a major hang out for them. It would be dangerous to increase traffic when it is
already an area that should be made more safe with slower speed limit signs and pedestrian
crossing signs at the bridge. We don't need anymore cars and trucks at all hours of the day and
night turning in and out of this area.
2.
Storage units would create more noise and lights would also diminish the peace and quiet of
nature we pay for when we purchase our lake property.
3.
Storage units will do nothing to help improve the presentation of our properties. It will look
messy with RVs etc parked there. The last thing any of us want to see is metal storage buildings
and concrete as we turn into our driveway.
4.
If this project is OK'd more businesses will be allowed and the commercial properties emerge in
an area that is too close to residential land. This should not be permitted. People on the lake
make an investment to come up and relax and want the surrounding quiet and peaceful. It
destroys the atmosphere.
5.
Most residents have some type of storage buildings with their homes and most are hidden from
view. I personally have a 36'x60' metal building and I can't see it when I drive in. It is very much
hidden in the trees and is not offensive to anyone. No one really knows it is there. This storage
project could be much better located away from a highway and the lake traffic, also it would be
great to have a viewing barrier such as trees around it.

We invested a lot of money to enjoy a fun home on the lake where our kids and grandkids could
come up and have fun safely. I am quite sure this said party is not concerned about our
investments. Their goal is to make money on an investment. I understand that, but not at our
expense.

8. There is a significant amount of families that have cabins and have guests come to stay that w/alk
along Highway 1 to get to the bridge or just to enjoy the trees and views. These families are
drawn to this side of Ottertail because of the town close by the famous Ottertail bridge. Many
elderly people also walk along this area to get to the town to socialize and support the
community.
I would sincerely request you consider these issues and put this project in a location away from traffic
and the lake homes. We have lived on other Lakes in Nebraska where the storage unit were 4 miles
away from any of the lake homes and we thought it was close enough to meet our needs and not
disturb anyone.
