This letter is in reference to Bill Barbers’ property on Otter Tail Lake & proposed on site
septic system. In looking at the back portion of the lot there appears to be adequate space for 2 on
site drain field systems. As long as that back area between the base of the slope and his new road,
has been designated for immediate & future sites. There should not be a problem to install a
standard on site septic system now or a replacement drain field in the future. If you have any

April 10. 2002:
Motion: A motion by Sha, second by Boyer to approve as presented, provided the following
conditions are met: 1. Land & Resource Management receives verification from the Otter Tail
Lake Sewer District that there is adequate space for 2 complying sewage systems onsite. 2.
The wetland mitigation plan is approved through the provisions of the Minnesota Wetland
Conservation Act. 3. The proposed storage structure meets the 20’ required setback to the
proposed road easement. 4. All fill material placed onsite be clean granular material. It was
noted that this approval does not allow any alteration of the ice ridge.

Dear Mr. Barber:
We have reviewed information about your project to discharge
fill material into 19,000 square feet of v^etl.ands adjacent to
Otter Tail Lake.
39W., Otter Tail County, Minnesota.
The project site is in Sec. 8, T. 134N., R.
The work is eligible for authorization under the Department
of the Army nationwide permit referenced by the number below,
provided the enclosed conditions are followed. However, because
the Corps considers Clean Water Act Section 401 water quality
certification for this nationwide permit to have been denied by
the Minnesota Pollution Control Agency (MPCA), you must obtain a
Section 401 certification from the MPCA to validate the
nationwide permit for your project. You may consider your
project authorized by the nationwide permit when you obtain a
Section 401 certification or waiver from MPCA.
The person to contact at the MPCA is Mr. Larry Zdon, Water
Quality Division, Minnesota Pollution Control Agency, 520
Lafayette Road, St. Paul, Minnesota 55155-3898. Mr, Zdon's
telephone number is (612) 297-8219.
This verification of a nationwide permit is valid for two
years from the date of this letter unless the nationwide permit
is modified, reissued, or revoked. It is your responsibility to
remain informed of changes to the nationwide permit program. A
public notice announcing any changes will be issued if and when
they occur. If these activities are not undertaken within the
two year period, or the project specifications have changed, you
must immediately notify this office to determine the need for
further approval or reverification.
It is your responsibility to ensure that the v/ork complies
v/ith the terms of this letter and the enclosures.IT IS YOUR
RESPONSIBILITY TO OBTAIN ALL REQUIRED STATE (including the
Minnesota Pollution Control Agency and Minnesota Department of
Natural Resources) AND LOCAL PERI4ITS AND APPROVALS BEFORE YOU
PROCEED VJITH THE PROJECT.
