To all who are present and concerned about who I am and what
my plans are:
My name is Dr. Sara Krumwiede and I am a veterinarian. My
husband and I both graduated from Perham Public School and are
very excited to be moving "home". If at all possible we would
have been in attendance at tonight's meeting but my current
position does not allow the time that would be needed.
I am applying for a Conditional Use Permit for the property
located at 44033 E. Hawes Beach, Ottertail. I have been an
associate veterinarian for the past 4 years and would like to
establish a practice of my own. If we are granted the permit the
property will be used primarily as a veterinary hospital with a
kennel/grooming facility.
Understandably, there are concerns about how the facility
will operate and I would like to share with you our intended use of
the property.
With regard to traffic, I will be the only veterinarian for
now and I have no immediate plans for expansion. I expect to see
an average of one client every 15-20 minutes. Ideally, I would
like to find a groomer and she/he would see from
day. Standard business hours would be daily from 9:00 am to
5:00 pm with half days on Saturday and no business hours on
Sunday. All clients, with the exception of emergencies, would be
seen by appointment. The traffic would be consistent but light.

A big concern to surrounding households would be the noise
and waste associated with dogs. As a professional, I am very
concerned about the well being of my patients, especially where
safety is concerned. I plan to have one large run on the north side
of the building. All dogs in the run would be supervised by a staff
member. Additionally, no dog will ever be left out after dark or
business hours. To maintain a high level of sanitation the waste
will be cleaned away a minimum of once a day and properly
disposed of.
I am convinced that my business would be an asset to the
community and I am looking forward to any contribution I can
make. My family and I have always been and will continue to be
aware of the environment and are very proud of the beautiful
land and lakes that Otter Tail County has to offer. It is my wish
that some day I will have a "green" business.

good neighbor while fulfilling my dream. I am a professional and
want to succeed.

GENTLEMEN,
LAST YEAR WE WERE TOLD THAT THIS HAD RETURNED TO RESIDENTIAL
STATUS, AS IT HAD EXPIRED.
WE HAVE NO PROBLEM WITH IT BECOMING A VETS OFFICE AND EVEN
GROOMING, HOWEVER WE ARE VERY OPPOSED TO THE SITE BEING
USED FOR BOARDING FOR THE FOLLOWING REASONS.
1. WE HAVE A ABUNDANCE OF DEER THAT LIVE IN THAT CORNER
AND WALK TO THE LAKE ON THAT PROPERTY TO DRINK. THEY ARE
THERE EVERY DAY. THE DOGS WILL SCARE THEM ALL OFF.
2. OUR HOME IS TWO LOTS AWAY FROM THIS PROPERTY LINE. WE
HAVE AND LOVE DOGS, BUT WHEN YOU BOARD THEM THEY
MUST PROVIDE OUT DOOR DOG RUNS AND A FENCED IN AREA
FOR EXCERCISE. EVERY TIME WE BOARD OURS THEY ALL GO
NUTS WHEN A NEW ADDITTION ARRIVES. WE HAVE ONE NEIGHBOR
BETWEEN THEM AND US, CAN YOU IMAGINE WHAT THEY WILL LISTEN
TOO? THE BARKING IN THIS TYPE OF FACILITY IS ON GOING AND
24 HOURS A DAY. THEY CANT SOUND PROOF THE BUILDING OR
THE OUTDOORS. WE BOARD OURS OFTEN AND YOU NEED EAR
PLUGS TO JUST WALK IN THE DOOR. GOOD FACILITIES PUT THEM
OUT 7 TIMES A DAY, IT KEEPS THERE KENNELS CLEANER AND LESS
WORK FOR THEM. IT ALLOWS THEM TO BARK OUTSIDE INSTEAD OF
INSIDE.
3. DUE TO THE LOCATION OF THE BUILDING ON THE LOT, THE RUNS
WILL HAVE TO GO ON THE SIDE FACING OUR HOMES. I DON'T
WANT TO SEE THEIR " POOP PARLOR" EVERYTIME I COME AND GO,
WOULD YOU? NOR DO I WANT TO BE BARKED AT EVERY TIME I
WALK OUT OF MY DOOR.
IF YOU GRANT THIS CONDITIONAL USE PERMIT PLEASE I BEG YOU PUT
A RESTRICTION ON IT TO INCLUDE " NO BOARDING ALLOWED."

requesting this permit on behalf of Dr. Sara Krumwiede, his daughter, for the purpose of
serving the community with a small Animal Vet. Clinic with a grooming & boarding facility.
The facility will have 10 - 10 x 20 ft. parking spaces. The faciiity wiil be open from 9:00
A.M. to 5:00 P.M., Monday through Saturday. The building will be used for vet offices,
waiting rooms, examination & surgery & boarding & grooming. Signage will be attached to
west & south side of building. The existing 40 x 100 was previously used for commercial
purposes. Animal pickup on Sunday by appointment. The property is described as Hawes

My name is Dr. Sara Krumwiede and as the purchaser of the commercial
building located at 44033 E. Hawes Beach. Otteilail, MN. 1 completely
understand the building is served by two septic systems. The tank and drain
field serving the front half of the building w ill be used for normal human
waste associated with the buildings use as a work place. The holding tank,
serving the rear half of the building will be used to hold liquid waste
associated with our veterinary business. 1 completely understand that the
holding tank will require pumping by a professional as it fills.

Onsite Sewage Treatment Program
Animal wastewater is not covered in Minnesota Rule Chapter 7080. The sizing of
systems in 7080 is based on research of amounts and typical characteristics of human
waste. If human waste is being combined with the process water all the requirements
of 7080 do apply along with any other applicable regulations.
A septic system receiving animal is considered by EPA to be a Class V system. No
mles in Minnesota or from the EPA specifically deal with animal facilities whose
wastewater goes into a septic system although EPA does require that Class V
inventory form must be completed and mailed to appropriate agencies. Local
ordinances administered by counties, cities and townships may have provisions
regarding these facilities and must be consulted.

All waste could go into a holding tank and either land applied or taken to a waste <6-
water treatment plant
Option 2
Use an onsite septic system to treat the wastewater. ^
Recommendations
1. A flow meter must be installed to track water use. Data should be collected
through busy and slow periods to adequate design a system. If no facility exists
or an expansion is planned estimates should be made which include a safety factor
(1.5 X the highest weekly average/ A flow meter should be installed to verify
estimates.
It is critical that no hazardous waste enter any onsite septic system as they are not
designed to treat such chemicals.
3. The use of cleaning chemicals should be limited, this would include medicines
and any antibacterial soaps. Onsite septic systems can deal with small amount of
cleaning chemical, but if the amount is above typical domestic usage the
performance of the system may be impacted.
4. All solid material should be dealt with as a solid waste. Fine grates should be put
on all floor and sick drains to catch any small particles and hair.
5. A commercial size effluent filter (designed for high strength waste) should be
placed on the outlet of last septic tank. A manhole should be located over this
filter as there is high potential for maintenance at this location.

6.If existing septic tanks are in place, samples should be taken to determine the
quality of the effluent. These samples should be taken from either the outlet
baffle of the last septic tank or a pump tank if one exists. This effluent should be
sampled for BOD, TSS and Ammonia. If these levels come back high a
pretreatment units should be designed to lower the levels to normal domestic
strength levels. Normal levels in 7080 for human sewage leaving a septic tank
are:
a. BOD < 220 mg/1
b. TSS < 65 mg/1
c. Ammonia < 60 mg/1
If no septic tanks exist or if it is a new facility the flow must be estimated.
Wastewater characteristics are harder to predict and should be sampled once the
facility has been in operation for 3 months and pretreatment designed to deal with
know levels.
A maintenance contract should be in place with a licensed onsite professional to
assure the proper operation and maintenance of the treatment system.
