Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, April 25, 2006, at
11:01 a.m., at the Otter Tail County Government Services Center with Commissioners
Roger Froemming, Chair; Bob Block, and Malcolm Lee present. Commissioners Syd Nelson
and Dennis Mosher were present at 11:04 a.m.
Approval of Agenda
Motion by Lee, second by Block, and unanimously carried to approve the County Board
agenda of April 25, 2006, with one addition as follows:
1:00 p.m. - Gordon Hydukovich; Ethanol Plant Funding Discussion
Approval of Minutes
Motion by Froemming, second by Lee, and unanimously carried to approve the County Board
minutes of April 18, 2006, as mailed.
Approval to Pay Bills
Motion by Lee, second by Block, and unanimously carried to approve payment of the County
Board bills per Attachment A of these minutes.
Planning Commission Recommendations
Conditional Use Permit - Senter Seven Inc.:
Motion by Nelson, second by Lee, and unanimously carried to approve a Conditional Use
Permit to replace a damaged roof from the August of 2005 wind storm as presented. The
property is described as S 474’ of GL 3 ex .6 AC tr in SW cr. (4.4 AC) Section 16 of Dead
Lake Township: Dead Lake (56-383).
Conditional Use Permit - Steve &Tanis Wichmann:
Motion by Froemming, second by Mosher, and unanimously carried to approve a Conditional
Use Permit for a Massage Therapy and Raindrop Technique Home Business with conditions
as recommended by the Planning Commission. The property is described as Echo Ranch
Riviera Lots 11, 12 & 13 BIk 2, Section 5 of Otter Tail Township; Long Lake (56-210).
Conditional Use Permit - Pat & Roxsie Schindler:
Motion by Mosher, second by Lee, and unanimously carried to approve a Conditional Use
Permit to construct a driveway with a condition as recommended by the Planning
Commission. The property is described as 6.66 Ac tr in SE% SW% & in GL 3 AKA tr 12 Doc
#988269, Section 18 of Everts Township: Silver Lake (56-302).
Conditional Use Permit - Otter Tail County Highway Dept:
Motion by Mosher, second by Nelson, and unanimously carried to approve a Conditional Use
Permit to reconstruct CSAH 82 from TH 59 to Norway Pine Road which is approximately 4.27
miles. The project includes replacement of Bridge No. 8200 at the Pomme de Terre River.
This approval is subject to an amendment and extension for completion of the project as
recommended by the Planning Commission. The project location is as follows: From NW
cor. Section 6 of Tumuli Township to the NE cor of the NW % of the SE !4, Section 10 of
Tumuli Township. (CSAH 82 from TH 59 SE to Norway Pine Road, 4.27 miles); From Station
47 +00 to 67 +00, Station 96+00 to 132+00, Station 143+00 to 184+00 and Station 195+00 to
Station 225+00 are within the Shoreland area, totaling 12,700 feet and Section 31 & 32 of

P.M. in the Commissioner's Room, Government Services Center, Fergus Falls, Minnesota.
Roll Call:
Members Present: Jim Amo, Rod Boyer, Les Estes, Joe Maske, Bert Olson, Robert Schwartz,
Rick Wilson and Leona Zimmerman.
Members Absent: Ken Erickson and David Trites.
Bill Kalar represented the Land & Resource Management Office.
Minutes of April 12, 2006 - Approved As Presented: A motion by Arno, second by Maske
