Otter Tail River Watershed Land & Resource Director, Bill Kalar reported that the MN Pollution Control Agency (PCA) will be doing a two year study of water quality for the Otter Tail River Watershed with a report to be submitted in the spring of 2019 which will include findings. The study will look at diversity of aquatic life and suitability for recreational activities such as swimming and boating. It will identify problems, causes of problems and solutions. Pleasant Lake Development Discussion Mr. Kalar reported that owners of the development titled “Kid’s Corner” requested building a barrow area on a bank by the lake with the long term goal of creating a road to the lake. This is a prohibited use and is not affected by the change in classification of Pleasant Lake in 2014 from a Recreational Development (RD) lake to Natural Environment (NE) lake. A revised plan has been submitted to the County and will be processed appropriately by the Land & Resource office. Administrative Specialist Motion by Lindquist, second by Huebsch, and unanimously carried to approve a new, full time Administrative Specialist position in the Administrator’s office to replace two part time positions as recommended by the Human Resources Director. We are requesting a Conditional Use Permit for 214 Yds^ of fill for around our house, 480 Yds^ of fill for our driveway, 240 Yds^ topsoil for the lawn, 24 Yds^ of topsoil for the berm, 50 Yds^ of Class 5 for the pavers, and 70 Yds^ of beach sand all subject to our storm water management plan. Our original Grade and Fill Permit allowed for 166 Yds^ of the fill for our driveway and 430 Yds^for excavation. When we applied for the Grade & Fill Permit we were planning to build a house with a crawlspace and when we applied for the Site Permit we decided to build a slab on grade house. There was confusion on our part that the Site Permit showed we have 21 to 999 cubic yards of Topographical Alteration/Earthmoving. This was our mistake. We should have updated our grade and fill permit accordingly. We are requesting additional earthmoving of 200 Yds^ to create depth and dimension for the 2 rain gardens and the 2 swales. We are also requesting the following for Lot 2, 40 Yds^ of Class 5 for the driveway and 100 Yds^ of black dirt for the topsoil and a low area. This will help support the storm water management plan. We apologize for the extra work this has created for everyone involved.
