RE; Conditional Fill Permit - Tom and Cheri Zosel Property and New Home lands resource
The current grade and fill permit allows for 300 cubic yards of fill to be utilized in
new construction. Cheri (Prescher) and Tom Zosel request that an additional 2000
yards be allowed to provide for better site drainage management, frost control for
the foundations and footings, and for appearance purposes. An additional 300
yards is requested for Ed and Bette Prescher’s property, so that the two sites can be
blended together.
1.
For Cheri and Tom Zosel to build on this property, the Otter Tail Board of
Adjustments required the removal of 21 trailers from the two new sites that were
created, from the homestead of Ed and Bette Prescher. In addition, the Board
required the removal of a 20’ x 12’ block cabin and a 20’ x 12’ boat house. The
Board felt that there would be a significant improvement in appearance and
environmental impact with two new homes being built versus the 21 trailers.

A typical 2,500-square-feet, foot print house will provide approximately 830 cubic
yards of excavated materials that could be used to balance the site. The majority of
the building site is only 2’ above the high water mark. Due to the low site level
only 40 cubic yards will be reclaimed. The floor of the house has to be a minimum
of three feet above the high water mark/level. Therefore, the 300 cubic feet of
“allowed” fill is just the minimum for frost protection.

As a result, the house to be constructed would look like a tower sticking up out of
the ground.
The proposed site plan consists of the following:4.
A planting berm will be created to provide a double drainage barrier
between the house and the river.
a.
Between the house and the lake, fill will be added, but will be designed so
that roof water will not drain toward the lake. There currently is a natural
barrier in place, which will be maintained.
b.
The north side of the new house will be filled and a gradual slope will meet
the adjoining property and a slope towards the back northeast comer will be
created so that the drainage moves away from the lake and river.
c.
On the east side of the house and garage (toward the Prescher homestead),
the site will be raised and sloped away from the house. Additional fill will
be placed on the adjoining property (Ed and Bette Prescher’s) for which
they have given permission so that the two sites can be blended together. A
combined application for additional fill is being made with this application.
d.
Fill is requested to be used to raise a portion of Ed and Bette Prescher’s
homestead property. It currently has two distinct levels. A retaining wall
divides the two levels and there is no easy access to this lower level, plus it
is unusable in its current state. This wall use to separate the trailer park from
the homestead.
By pulling down the retaining wall and blending the Prescher and Zosel
properties, it will significantly improve the appearance and usability of the
homestead property.
There will be a swale created to move the combined drainage to the
northeast comer, again away from the river and the lake.
At the southwest comer of Ed and Bette Prescher’s property, a catch basin
area will be created to retain the ground water and a 4” tile implaced to
drain the water to the north and east, away from the river.

The south side of the house, towards the river will have fill, but will have no
fill closer than 50’ from the river except the area retained by the planting
berm.

Naturalized plantings and grasses will be used adjacent to the river for
appearance and ground water retention.
We are prepared to use dirt filtration material until the site is sodded,
seeded, and stabilized.
The driveway will be raised an average of 16” and raises to 3’ above grade
in front of the garage doors. The parking area in front of the garage (south)
will be constructed of paving block with sand fill allowing for most water to
seep through and not run off In this area, the house is 100’ plus away from
the river; therefore, there is no drainage issue. The driveway will be
slightly sloped away from the river and water will move to the catch basin
described in “e.” above.

There will be some fill south of the driveway to assist in maintaining and
supporting the driveway, but will be gradually sloped away toward the
river, but far enough back so that there is no run off going into the river.
Until vegetation is in place, a dirt filter will be provided.
The house has a minimum of gutters and will be site drained. There are no
drainage tiles that lead to the lake or river.
