We are requesting permission to relocate our concrete driveway currently providing access from State Hwy. 78 to our lake home
on Otter Tail Lake. This driveway is also used to access the Monk residence southwesterly of our home.
We are proposing to keep the current access on the highway the same but realign the driveway from the northwesterly right of
way hne southwesterly across our property to the southerly line of our property and then running northwesterly along our
southerly property line to the existing concrete driveway which runs behind our home. For safely concerns we beheve the
realignment is necessary to prevent further damage from vehicles sliding down the existing driveway and crashing into our
home, or the possibility of striking someone outside or our home, or seriously injuring someone within the vehicle.

The new driveway will be a 10 foot wide concrete surface identical with our existing driveway. The realignment is 225 feet
long and will run through approximately 90 feet of bluff We are estimating 2475 cubic yards of excavation and 10 cubic
yards of fill with a 0 to 75 foot width of cut and a maximum depth of cut of 0 to 16 feet. We have submitted a soil
stabilization and erosion control plan provided by Christensen Construction of Battle Lake, MN. Erosion control measures
will be in place prior to and during the length of the project. Once the project is complete we have projected our impervious
surface percentage to be 20% across our entire property.
Upon approval of the new driveway, the 10 foot wide concrete along the old driveway will be removed and the excavated
material from the new driveway construction will be used as fill to restore the original bluff area along either side and across
the old driveway site. The remaining excavated material from the new driveway project will be hauled offsite.
The existing driveway runs through a bluff area at a slope of approximately 17% and is in line with the center of our lake
home. The new driveway will have a slope through the bluff area of approximately 13% and will be in line with the green
area between our lake home and the Monk

After discussion and consideration, Ward Uggerud made a motion, second by Paul Larson and carried with Thomas
Lee voting no, to approve the variance as requested in the application dated June 16, 2015 and as represented in
drawing number 7946, which was submitted with the variance application with the understanding that the Planning
Commission will be responsible for determining the final placement of the proposed project and the extent of the work
to be completed within the bluff area. The variance as approved will permit work within the bluff area and is granted
to provide relief for known safety concerns. The members of the Board of Adjustment expressed their desire to have
the existing area stabilized and reestablished.

Granting this variance will give owner of the substandard lot, to which the newly created back lot would be
attached, the same rights and privileges as other owners on Lillis Drive. A registered survey will be
provided creating the 100’ by 100’ back lot. Proposed new Lot B remains attached to Lots 9 and 10. Keith
Monson, proposed purchaser, appeared with the applicants at the public hearing. The audience was polled
with no one speaking for or against the variance as requested. After discussion and consideration, Paul
Larson made a motion, second by Richard Gabe and unanimously carried, to approve the proposed
subdivision as described in the variance application dated June 16, 2015 and as depicted on the drawings
submitted with the variance application with the condition that a registered surv'eyor’s drawing must be
presented at the time of conveyance and with the condition that the area within the back lot cannot be used
when calculating impervious surface coverage for front lot development. The variance as approved will
provide the proposed purchaser of this back lot with the ability to enjoy the same rights and privileges as
others in this immediate area. It was noted that the approval is consistent with past actions of the Board of
Adjustment. The variance as approved does not directly or indirectly grant any other variances for future
development.

I support the plan to relocate the shared entrance driveway we use with Steffen & Jan
Christensen. This driveway has been and is a safety concern for those of us who use it. By
improving the grade and relocating the bottom of the driveway my hope is that we could
eliminate those safety concerns. I agree with allowing the Christensen’s to remove some trees
and re-grade parts of my property as described in the plans for the purpose of moving the
driveway.

For safety concerns uie are requesting permission to relocate our concrete

lake home on Otter Tall Lake, This drlveuiay Is also used to access the Monk
residence southwesterly of our lake home,
UJe are proposing to keep the current access on the highway the same but
realign the driveway from the northwesterly right of way line of State Trunk
Highway No, T8 southwesterly across our property toward the southerly line of
our property and then running northwesterly paralleling our southerly property
line to the existing concrete driveway which runs behind our lake home. For
safety concerns we believe the realignment Is necessary to prevent further
damage from vehicles sliding down the existing driveway and crashing
Into our lake home, or the possibility of striking someone outside of our home,
or seriously Injuring someone within the vehicle.
The new driveway will be a \0 foot wide concrete surface Identical with our
existing driveway. The realignment Is 224 feet long and will run through
approximately 82 feet of bluff, UJe are estimating 2200 cubic yards of
excavation and lOO cubic yards of fill with a O to Tl foot width of cut and a
maximum depth of cut of O to \6> feet. Approximately 4500 square feet of
disturbance will occur within the bluff and approximately 4TOO square feet of
disturbance will occur outside of the bluff during construction of the new
driveway.
The existing driveway runs through a bluff area at a slope of approximately
\~\% and Is In line with the center of our lake home. The new driveway will have
a slope through a bluff area of 13% and Is In line with the open green space
between our lake home and the Monk residence.
MONK CABIN
IUle have submitted a soil stabilization and erosion control plan provided by
Christensen Construction of Battle Lake, MN, Erosion control measures will be
Inplace prior to and during the length of the project. Once the project Is
complete, we have projected our Impervious surface percentage to be 20%
across our entire property.
Upon approval and during construction of the new driveway, the lO foot wide
concrete section of old driveway will be removed and excavated material from
the new driveway construction will be used as fill to restore and revegetate the
original bluff area along either side and across the old driveway site, UJe are
estimating approximately lOOO cubic yards to restore and revegetate the bluff.
Soil stabilization and erosion control measures will be In place during and after
this restoration. The remaining excavated material from the new driveway
project will be hauled offsite.
Temporary access to the Christensen and Monk residences during construction
will be provided through a neighbor's driveway.

Sequence ot events for excavation and erosion control:

-All topsoil from work, site will be salvaged for replacement, this work, will be done in stages
from top to bottom to minimize the disturbance and to leave ground cover as long as
possible to prevent erosion,
-Excavation will begin at the upper elevations working East to UUest towards the lake
always leaving a safety berm ahead of us to help in the event of a catastrophic rain,
/Some excavated material will be used to fill the existing driveway cut this material will be
p\aceci and stabilized immediately. Balance of excavated material will be hauled off site,
-Before final breakthrough at the bottom of hill we will place topsoil and stabilize both side
slopes with hydro-seeding and tack,
-Before final breakthrough we will place silt fence on the West /Lake sldeJ of concrete
driveway, upon breakthrough we will place I yard Husco barrier sand bags acrois> the
bottom driveway cut to ensure that all erosion stops at that point,
-At this point concrete driveway work will begin at bottom and work its way to the top
working from the Lake side up to State Hwy 18,
-UJe will preserve all bluff outside our excavation to ensure Its natural stability Is maintained.
