We would like to cut part of the hill by the lake for better access. We both have physical disabilities.
Total 140 yards removed. The area is 25' away from the lakeshore. Would like to remove 8.30' on the
high side, the other 3 sides are level with the ground (see attached drawing). Dotted side would be a 40'
slope. A soil protector would be put in place to protect from runoff and it will be seeded afterwards.
Would like to fill a dip on the lawn which is 2' deep x 100' long x 2' wide using soil from cut. Any
remaining soil will be hauled offsite. Again, black dirt and grass seed will be done afterwards.
The old house is being torn down.

On November 4, 2015 the Planning Commission passed a motion to recommend approval of your
request. Their motion is as follows:
A motion by Boyer, second by Frazier to approve the revised drawing received September
28, 2015, provided: 1. The cut does not exceed 3 feet. 2. An erosion control plan is submitted to
and approved by Land & Resource Management. Voting: All Members in favor.
On November 10, 2015 the County Board of Commissioners passed a motion to approve the
request as recommended by the Planning Commission.
As you can see, there are conditions placed on this approval. Once these conditions are met, our
Office will process your Conditional Use Permit.

for topographical work as submitted in the revised drawing received on September 28, 2015, with
conditions as recommended by the Planning Commission at their November 4, 2015 meeting. The project
is located in R GL 2 (5.32 ac), Section 27 of Otter Tail Township; Pickerel Lake (56-204), NE.
Conditional Use Permit - DuWavne & Kav Witt
Motion by Johnson, second by Froemming, and unanimously carried to approve a Conditional Use Permit
for ice damage repair with conditions as recommended by the Planning Commission at their November 4,
2015 meeting. The project is located in R G.L. 2 Tr Bet Lake & Rd N of & Adj to Lot 27 Okeson Beach
150’ on Lake, Section 11 of Eagle Lake Township; Eagle Lake (56-253), GD.
Conditional Use Permit - Flovd Moen
Motion by Johnson, second by Rogness and unanimously banried to approve a Conditional Use Permit for
an after-the-fact request for a driveway turnaround arid installing a retaining wall with conditions as
recommended by the Planning Commission at their November 4, 2015 rheeting. The project is located at
R of GL 5 (1 AC), Section 29 of Friberg Township/ West Red River Lake (56-711), NE.
Ordinance Revisions - Public Information Meeting
Motion by Johnson, second by Rogness and unanimously carried to hold a Public [nformation Meeting on
November 30, 2015, at 7:00 p.m. to further discuss the proposed changes to the Sanitation Code and the
Shoreland Ordinance, as well as consider a Dock Ordinance. The Commissioners discussed possible
ordinances changes and issues to be addressed based uppn comments and questions that were
discussed at the Public Information Hearing on November 2, 2015.,

At 11:51 a.m., Chainnan Lindquist declared the Board of Commissioners^ meeting closed to the public for
attomey/client privilege to discuss the State Courthouse remodeling and the C.A.R.E. Facility. Present
were County Attorney David Hauser, all five seated Commissioners, County Administrator, Terry Hoff,
Facilities Manager, Wayne Stein, Auditor-Treasurer, and Nicole Hansen, Human Resources Director and
acting Board Secretary.

Meeting of the Otter Tail County Planning Commission was held on November 4, 2015 at
6:30 P.M. in the Commissioner's Room, Government Services Center, Fergus Falls,
Minnesota.
Roll Call:
Members Present: Loren Bailey, Rod Boyer, Brent E. Frazier, Bert Olson, Jack Rosenthal,
Robert Schwartz, David Trites, David Wass and Rick Wilson.
Member Absent: Richard Gabe.
Jeffrey Pabarcus represented the County Attorney's Office and Bill Kalar represented the
Land & Resource Management Office.
Minutes of October 14, 2015: A motion by Bailey, second by Wass to approve the October
14, 2015 Minutes as presented. Voting: All members in favor.

Motion - July 8, 2015: Motion by Wilson, second by Bailey to table the Application (as
requested in the Applicant’s e-mail), to September 9, 2015. Material must be received by
Land & Resource no later than August 19, 2015.
Motion - September 9, 2015: A motion by Trites, second by Bailey to table to November 4,
2015 (at the Applicant’s request) to allow time to provide a detailed drawing identifying the
project, the plan must be provided to Land & Resource Management by October 16, 2015.
Stanley Winter and Jason Storo represented the Application.

4' high mod-block wall placed directly in front & reinforced, install new natural stone steps
(replacing old ones) and install new walk to raised slab and install new firepit patio at top of
steps in yard. (Please see accompanying plan). Accompanying Plan is on file with Land &

Motion - July 9. 2014: A motion by Wilson, second by Schwartz to table (at the Applicant's
request), to the October 8, 2014 Meeting to allow the Applicant time to provide a revised
plan addressing the surface water run-off (drainage), using alternative (i.e. more permeable)
materials, appropriate erosion control, and to allow the Commission an opportunity to view
the portions of the proposed project that are currently under water.
Motion - October 8. 2014: A motion by Trites, second by Wilson, to accommodate the
Applicant’s request and table the Conditional Use Permit Application to the July 2015
meeting, a revised plan(s) must be submitted as stated in the July 9, 2014 Planning
