Conditional Use Permit - Gary D. Holthusen:
Motion by Lee, second by Froemming, to approve a Conditional Use Permit to construct a private
road with the permit valid for 2 years instead of 1 year and with all conditions as recommended by
the Planning Commission. The property is described as GL 3 Ex Maplehurst & Ex Tr 4.35 Ac & Tri
Tr in SE Cor of 25' and Tr in Lot 3 W & NWLY of Lot 31 Maplehurst (4.35 Ac), Section 26 of Lida
Township; Lake Lida (56-747). Motion carried.
Preliminary Plat - Duane & Mary Loll/LoH’s Lakeshore:
Motion by Froemming, second by Lee, to approve the Preliminary Plat of “Loll’s Lakeshore”
consisting of 4 single family residential lots as recommended by the Planning Commission. The
property is described as Part of Lot 7 & 8, Section 12 of Maine Township: Pickerel Lake (56-475).
Motion carried.
Conditional Use Permit #5764 - Bette Bensch et al % Margaret Hult:
Land & Resource Director, Bill Kalar, reported that this Conditional Use Permit was issued In
March of 2000 to create an access path to the property and according to the permit the access
path was to be no wider than 8'. Mr. Kalar inspected this in May and found that a 14' - 17’ wide top
was placed. He notified the owners that a change needed to be made. Les Bensch, on behalf of
the owners, cited concerns regarding a top of 8' and reported that the contractor has reduced the
top to IT -13'. Mr. Bensch stated that the applicants are in compliance with the DNR and Army
Corp of Engineers and that the contractor would have a very difficult time putting in a road less
than 10'. Mr. Bensch requested that the County Board approve the road “as is” and then modify
the current permit. Chair Portmann directed this request back to the Planning Comrnission. She
requested that the Planning Commission view the road and give the County Board a
recommendation with reasons. Commissioner Froemming will also view the road.
Extension of Conditional Use Permit #5720 - Dunn Township:
Motion by Lee, second by Froemming, to authorize an extension of Conditional Use Permit #5720
to 9/1/00 for reshouldering of East Lake Lizzie Road. Motion carried.

Kimp’s Kamp Resort / James & John Kimple - Approved As Presented:
A Conditional Use Permit Application to seek permission to build a 14’ x 30’ addition on
the east side of the existing residence. This addition will permit us to: 1. Replace two of
the three existing small bedrooms with two that are 10’ x 14’. 2. Enlarge the bathroom
currently 5’ x 8’ to 8’ x 8’. 3. Convert the smallest bedroom to storage of cabin utensils.
4. Create an office area and guest lounge. 5. Provide some personal privacy, which at
present is non-existent. The property is described as Part of Government Lot 4, 7.8 Ac,
Strip Adj to Lots 1-13 BIk 1 and Lots 1, 2 & 3 BIk 2 Yaquina Bay, Section 8, Dead Lake

Road) and continuing out to the Bluff - a distance of approximately 375 yards. 2.
Request permission to stabilize the bluff (toe of the bluff is being eroded by wave action
causing the bluff to become unstable). Corrective action will be accomplished in
accordance with the specification drafted by the West Central Minnesota Joint Powers

I am writing to correct the inforrnatipn I gave you on the telephone on May 30, 2000. You
had called our Office in regards to your property on Rainbow Lake and I informed you that
Rainbow Lake is not classified as a lake by the DNR. This is correct, the DNR does not
consider Rainbow Lake as a lake, however, your property is within the Shoreland Area of
Pickeral Lake (56-204).
In discovering this, I checked our files and found that we do have a file for you (previously
Dale Anderson) in our Pickeral-Lake (56-204) files. I have enclosed a copy of the
Conditional Use Permit Application including the apjDroval that was granted. As I indicated
on the phone, if the business has not been in operation for a period of 1 year (or more), an
Application would need to be filed for a new Permit.

Motion by Windels, seconded Stone, and unanimously carried to deny the following Conditional Use Permit
with conditions as recommended by the Planning Commission.
Donald Boom, Eagle Lake
The Land & Resource Administrator and commissioners discussed Conditional Use Permit #3821 granted
in 1989 to Dale Anderson, Pickerel Lake (56-204) for a business referred to as “I Love My Waterbeds
Company". Lengthy discussion revolved around whether or not Mr. Anderson should be required to apply
for a new Conditional Use Permit to operate a gun business or does the 1989 retail sales CUP include the
gun business.
Motion by Stone to require Dale Anderson to apply for a CUP for his gun business. The motion failed for
lack of a second.
Motion by Lee, seconded Lindquist, and earned, with Portmann and Stone opposed, to amend the existing

blanket immediately. 3) Fill from cut to be placed on backlot for future
construction of garage.

As none of the members recalled this being discussed,it was their consensus
that Mr. Anderson needs to apply for a Conditional Use Permit to operate
this business.

in the urban areas of the state, and
WHEREAS, without those services, our community is disadvantaged
socially, and from an economic development standpoint,
NOW, THEREFORE, BE IT RESOLVED, the Otter Tail County Board has con
sidered the potential benefits of the Minnesota Independent Equal
Access Corporation, and the opportunity for access 'to compettiig
long distance carriers, and therefore access to those carriers'
services and rate options, along with the opportunity for our citi
zens to have access to the same telephone services as residents and
businesses in the metropolitan area, does hereby support the pro
