Dalton Garage
Mr. West submitted costs to operate Garage #16 in Dalton from 2007 through 2011 with a total cost of
$114,952.00. He recommended that the two trucks stored in Dalton at this time be relocated for the
2013/2014 season. After the winter season, an evaluation will take place to determine the feasibility of
selling the Dalton Garage. Motion by Rogness, second by Lindquist, and unanimously carried to approve
the Public Works Director’s plan as described.
CSAH 72 Bridge Discussion
Concern has been expressed regarding the concrete dam structure under the CSAH 72 Bridge in the case
of individual(s) who may not recognize the safety hazard of jumping off the bridge. Commissioners
indicated that bridges are not safe to jump off of at any time and ask that citizens recognize the danger
without the need to provide signage on all bridges in the County.
Phelps Mill Park Donation
Motion by Johnson, second by Froemming, and unanimously carried to thank the Kiwanis Club of Otter
Risers for a generous donation of $400.00 to be used towards the cost of the Phelps Mill Park Playground.
Commuting with County Vehicles
Motion by Johnson, second by Froemming, and unanimously carried to authorize the following Highway
Department employees to commute with County Vehicles while working on a County Wide Seaicoat
project (S.A.P. 056-604-014 & Etc.);

At 10:42 a.m.. Chairman Huebsch declared the meeting of the Otter Tail County Board of Commissioners
recessed for a short break. The meeting was reconvened at 11:00 a.m.
Planning Commission Recommendations
Preliminary Plat - “Smith Estates”, Smith Family Trust:
Motion by Rogness, second by Froemming, and unanimously carried to approve the Preliminary Plat titled
“Smith Estates’’ consisting of two single family residential lots. The proposal is located in R of GL 3
(2.06 AC), Section 5 of Rush Lake Township; Marion Lake (56-243), GD.
Conditional Use Permit - Monica Kaiser (JL Crew LLC/Buyer):
Motion by Johnson, second by Lindquist, and unanimously carried to approve a Conditional Use Permit to
construct an Event Center with conditions as recommended by the Planning Commission. The property is
described as Pt NW% SWA & pt NE% SWA pt of GL 4 & pt GL 5, 5.02 AC, Section 20 of Dunn Township;
Lake Lizzie (56-760), RD.
Conditional Use Permit - David & Sharon Ditch:
Motion by Froemming, second by Johnson, and unanimously carried to approve a Conditional Use Permit
to construct a house based on the revised plan received by the Land & Resource office on June 20, 2013.
The project is located in Klix Bay, Lot 3 BIk 1, Section 27 of Lida Township: Lake Lida (56-747), GD.
Conditional Use Permit - Stacy Montella:
Motion by Froemming, second by Johnson, and unanimously carried to approve a Conditional Use Permit
to operate a commercial business with a condition as recommended by the Planning Commission. The
proposal is located in Pt GL 7, Section 4 of Otter Tail Township; Otter Tail River (56-OTR), Transition.

David & Sharon Ditch - Approved Revised Request:
A Conditional Use Permit Application (as stated by the Applicant on the Application): New dwelling - House
with attached garage and walkout basement. Area to be cut for foundation - 246 yds^; area to be
cut for walkout basement - 53 yds^. Area to be filled (yard area) - 290 yds^; area to be filled
(driveway area) - 193 yds^. (Maps with area dimensions available for viewing at Land & Resource
Mgt. Office.) Will place 16 inch culvert to run from yard area to existing culvert at west lotline. Total
yds^ approx. 800. The project is located in Klix Bay, Lot 3 BIk 1, Section 27 of Lida Township; Lake
Lida (56-747), GD.
June 12, 2013 - Motion: A motion by Trites, second by Wilson to table (at the Applicant’s request) to
the July 10, 2013 Planning Commission Meeting allowing the Applicant time to provide to Land &
Resource (no later than June 21, 2013) the following: 1. A detailed cross section plan identifying
the existing and the proposed cut and fill (lakeside). 2. A letter from the Township granting approval
for the proposed fill to be placed in the Township road right-of-way. 3. Evaluate approaches that
would reduce the impervious surface and the potential impact of run-off to the lake and include it in
their revised plan.
David & Sharon Ditch represented the Application.
Motion: A motion by Trites, second by Larson, to approve the revised request received by Land &
Resource on June 20, 2013. Voting: All Members in favor.
Stacy Montella - Approved With A Condition:
A Conditional Use Permit Application (as stated by the Applicant on the Application): Turn existing
garage area into a coffee roasting and mail order coffee business. The proposal is located
in Pt GL 7, Section 4 of Otter Tail Township; Otter Tail River (56-OTR), Transition.
Stacy Montella represented the Application.
Motion: A motion by Trites, second by Wilson to approve, provided the parking spots are
limited to the existing impervious surface. Voting: All Members in favor.
Break: With the next Applicant being scheduled for 7:30 p.m., the Commission took a 10
minute break.
Edna Township - Approved With A Condition:
A Conditional Use Permit Application (as stated by the Applicant on the Application): Rebuild 3500’
of Township Road (Devils Lake Road) all within road r/w. Borrow areas for road project is to
be in parcels 20-000-01-0003-000 (Jeff Hanna), 20-000-01-0002-091 (Elizabeth Economon)
and 20-000-01-0002-000 (Ray Ziegler). Estimate yards at 10,000 to 15,000 max; max cut
3’: proj. completion 1 Oct. 13; area to be seeded, working with Land & Resource in regards
to the Wetland Conservation Act. The project is located in the El/2 NW1/4 (Hanna), Part of
Nedberg-Nye Survey Lots of GL 1,2&3 (Economon) & SE1/2 SE1/4 & Lots 1,2&3 ex Tracts
(Ziegler), all in Section 1, Edna Township; Devils Lake (56-245), GD.
Doug Ackling (contractor) represented the Application.
Motion: A motion by Wilson, second by Boyer to approve as presented, provided
appropriate erosion control measures are implemented. Voting: All Members in favor.
Otter Tail County Highway Department - Approve As Presented:
A Conditional Use Permit Application (as stated by the Applicant on the Application): Project No.
S.A.P. 056-650-007, reconstruction of CSAH 50 from 1253.40 feet West of CSAH 67 South
to 1930.91 feet East of CSAH 67 North, 1.004 miles. Includes CSAH 67 North and South
connections. This North connection of CSAH 67 was surfaced in 1993 which is the last date
any major work has been done on the roadway. The date of the original grading is 1975.
The existing highway is deficient in design speed.The proposed project will be^r^sfi^^fjrg
I wish to turn my existing garage Into a coffee roasting business. I will roast coffee beans onsight for
mall order and customer pick up.
PARKING; There will be 3 plus parking slots. One for owner/employee parking and 3 for customers.
The customers will be encouraged to have a "pick up" status. 10 minute parking signs will be
displayed in 2 of the 3 parking areas.
NOISE: There will be minimal noise. The vent on the coffee roaster is comparable to a household
over the range vent hood.
HOURS OF PROPOSED USE: The establishment will be open to the public on Fridays and Saturdays
for pick up from 8 am to 5 pm. Call in orders will be taken Monday thru Saturday and shipments may
go out Monday through Saturday, but it will only be open to the public for pick up Friday and
Saturday.
LIGHTING: There will be a light for security by the access door.
SIGNAGE: There will be a sign above the access door of approximately 2.5 feet x 4 feet. There will
also be a sign on county highway 1 advertising and giving hours of operation, there will not be
lighting on this sign. This sign will be in accordance to the highway dept. There will also be a fold
up sign during open public hours on the connecting sidewalk to offer daily specials.
TIME FRAME: I am hoping to have everything in place and ready for business by May 1, 2014. There
are several things that will take time, as department of health and remodeling.
MINIMAL CHANGE IN EXISTING TOPOGRAPHY: There will be no adding of structures, only
remodeling what is already existing. There is the possibility of finishing the driveway with concrete
for appearances and doing some landscaping with flowers and shrubs.
ADEQUATE LOT AREA: There is an adequate area of useage as a coffee area needs very little square
footage to operate.
