Conditional Use Permit - Rick Bleichner: Property Owners David Hauser and Tim Hanson expressed some concern with placement of a commercial building in a residential area. They requested that the building be moved back from a 25’ setback to 100’ setback from the highway. A motion was offered by Johnson to approve maximizing the distance north while not exceeding the 25% impervious surface requirement or affecting the wetlands with conditions as recommended by the Planning Commission. The motion failed for lack of a second. Motion by Rogness, second by Johnson and unanimously carried to approve the Conditional Use Permit for Rick Bleichner with conditions as recommended by the Planning Commission with the following changes: Add a condition to require a 40 foot set back, or more if possible, from road ROW to the building and does not exceed the 25% impervious surface SMO rule and remove condition #6 (establishing preferred hours). In preparation of our upcoming building project, we (Anna & Michael Hilleren), recently began the process of cleaning up our property: removal of deadfall, removal of stumps, tilling of various areas and redistributing existing fill. Hwy. 114, Fergus Falls, MN 56537 Here are the facts: The location: The proposed building is located on our property about 375-400 feet away from the lake shore. The lake is not a recreational use lake and is more for wildlife. There is only one other person whose home is on this lake. The business location is set back from the right of way 160 feet. In Orwell Township there is a variance that no one can live closer than 14 mile from each other. It is very private, and to our knowledge, not one neighbor will even see the building from their home. The site: (See attached) The building the business will be practiced out of is 26x40 square feet. The business driveway comes off of our personal driveway. There is parking located in front of the building to comfortably accommodate 6 vehicles if the need should ever arise. Lighting: Our current location has no yard light. The lighting has 2 small outdoor attached lights near the front door and one brighter I.e.d. light located at the peak of the front walkway. The purpose is to simply light up the parking lot a bit so no one gets injured. All these lights can be controlled from a switch inside the building. We love our star gazing at night and do not wish to light up our yard any more than we have to. Signage: (Please see attachment for picture) This sign is a simple sign that is often used when a home is for sale. At this point we do not see the need for much signage as most people use google to get where they are going. We just need something so people know they are at the right place. This sign will be placed near the end of the driveway in the appropriate boundaries. We will potentially create an identical sign and place it closer to the business if we find people are having a hard time determining the correct building to go in. (The largest I could ever see using for a sign would be 4’x8’. I don’t forsee that happening, but I don’t want to go thru all this again in the future should that time ever come.) The current sign is 2 feet wide and after it is stuck in the ground it will be approximately 3 feet high. Business: The hours of operation are based upon the availability of the therapists but will never be outside of the parameters of Monday thru Saturday 8:00 a.m. to 8:00 p.m. There are 3 1 treatment rooms. Therefore, there will never be more than 4 massages at the same time going on at once. Revive Massage does offer a few spa services such as mud wraps, salt glows, hot stones, and certain foot baths. Revive Massage does NOT use any harsh chemicals thru any of these services. As far as noise goes, the massage business is probably the quietest business that you will ever find. People do not want to go somewhere where it is loud and crazy and a massage business could never thrive in that type of environment.
