Leslie B. and Nancy M. Jones - Withdrawn
Leslie B. and Nancy M. Jones, Apple Valley, MN, requested the following: “The dwelling
currently sits on a full walkout basement with a ceiling height of only 6 Vi feet. We propose to
raise the dwelling up 2 Vi feet to allow us to finish the basement and use it as living space. The
current deck on the front will need to be removed for this process. We will then replace it with a
new deck, that will not exceed the size of the current deck.” The property is described as Lot
36, Country Estates, Clitherall Lake in Clitherall Township. Prior to the scheduled public hearing
the applicants had informed the office that they had decided to withdraw their variance
application.
Timothy and Denise Callander - Approved
Timothy and Denise Callander, Elk River, MN, requested a variance of 10’ from the required lot
line (road right-of-way) setback of 10’ and a variance of 10’ from the required drain field setback
of 20’ for the installation of a drain field 0’ from the road right-of-way and 10’ from an attached
garage. The property is described as Lot 28, McDonald Lake Estates 2^'^ Addition, Little
McDonald Lake in Edna Township. The audience was polled with no one speaking for or
against the request. A letter from David Moenkedick expressing concerns with the variance
application was read for the record. After consideration, motion was made by John Everts,
seconded by Robert Scwhartz and unanimously carried, to approve the installation of a drain
field 20’ from the house/garage, 0’ from the east lot line and 5’ from the road right-of-way. It
should be noted that these variances are granted from the down slope of the mound system.
Appears to be the best location available on the applicants’ property, as it has been developed,
for the placement of this mound system.
M. Duane and Ruth Koehler - Approved
M. Duane and Ruth Koehler, Ottertail, MN, requested a variance to created a metes and bounds
parcel of approximately 4.3 acres. The minimum size required for metes and bounds parcels
within the shoreland area is 5 acres. The property is described as part of Government Lots 1
and 2 and part of the Northeast Quarter of the Northeast Quarter, Section 20 of Otto Township
by Rush Lake. John Macal, Realtor, appeared along with the applicant at the public hearing.
The audience was polled with no one speaking for or against the request. After consideration,
motion was made by Craig Anderson, seconded by Cecil Femling and unanimously carried, to
approve the subdivision as presented. It was noted that road access to this parcel is not an
issue.

James Schaeffer, Et. Al., Sioux Falls, SD, requested a variance of 6’ from the required drain
field setback of 20’ for the construction of a screened-in porch on an existing deck 14’ from the
drain field. The property is described as part of Lot 7, Block 1, Swenson Beach, Clitherall Lake
in Nidaros Township. Gary Dirckx, Contractor, represented the applicant at the public hearing.
The audience was polled with no one speaking for or against the request. After consideration,
motion was made by Randall Mann, seconded by Craig Anderson and carried with John Everts
abstaining, to allow the enclosure of an upper level deck with the condition that the drain field
must be moved to a legal setback location by June 1, 1998.
