David Hauser represented the County Attorney's Office and Bill Kalar represented the Land & Resource Management Office. Minutes of July 11. 2007: A motion by Estes, second by Schwartz to approve with the correction that the next Meeting is scheduled for July 18, 2007 (Minutes indicated August a/^007). Otter Tail County Highway Department - Approved With Conditions: A Conditional Use Permit Application (as stated by the Applicant): Project No. S.A.P. 56-601- 46, reconstruction of CSAH 1 from CSAH 26 north to 601 feet north of CSAH 2, 7.123 miles. This 7.123 mile segment of CSAH1 was last resurfaced in 1982 which is the last date of any major work that has been done on this roadway. The date of the original grading was 1949. The existing highway is deficient in cross-section, design speed and pavement section structure. The proposed project will be constructed to current Mn/DOT State Aid Standards and will provide a safer and more efficient highway. Preliminary Location Map, Typical Section Sheet and Plan & Profile Sheets within the Shoreland areas are on file at Land & Resource Management. Detailed project plans will be available at the Otter Tail County Highway Department. Prior to construction, appropriate easements and permits will be obtained. The property is described as CSAH 1, Section 28, 29, 32 & 33 of Buse Township; Mustinka River (56-Tributary), TRI Unnamed Lake (56-1414), NE . Charles Grotte (Assistant County Highway' Engineer) represented the Application. Mr. Grotte requested the Permit be valid until August 31, 2008. Don Peterson had questions regarding the time frame regarding the bituminous surfacing. i 'Die Board of Conrmissioners’ Minutes July 24, 2007 J Page 2 South Turtle Lake Storm Water System Project Mr. West stated that a Conditional Use Permit was not secured for the South Turtle Lake Storm Water Sewer Project because the easements were not secured. There were many public meetings; however, and the Highway Department will apply for an after-the-fact CUP because the project was an emergency and there were right-of-way issues. Recess & Reconvene At 10:27 a.m., Chairman Mosher declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break. The meeting was reconvened at 10:35 a.m. Board Meeting in New York Mills Motion by Froemming, second by Nelson, and unanimously carried to schedule the Board of Commissioners meeting of August 21, 2007, at the Courtroom in the New York Mills offices. Proposed Conservation Easement - Lake Hills Ranch Estates Property Owner, Will Blasczyk, presented a proposed Special Protection Easement for Lake Hills Ranch Estates. He stated that he had used a previously approved Special Protection Easement (document no. 1018173) as a template. He reviewed the differences in his proposed Easement. Mr. Blasczyk will make changes based on the County Attorney’s recommendations and return to the Board for approval. \y^nditional Use Permit - Wayne & Anne Hilchen: Motion by Froemming, second by Nelson, and unanimously carried to approve a Conditional Use Permit for a grade & fill project to create a small walkout basement with conditions as recommended by the Planning Commission.
