OTTER TAIL COUNTY BOARD OF ADJUSTMENT
June 10th, 1993
The Otter Tail County Board of Adjustment met Thursca-y, June 10th, 1993, with the following
persons in attendance:
Craig Anderson

CALL TO ORDER - The meeting was called to order at 7:00 p.m. by Chairman George Walter.
MINUTES APPROVED-June 3rd, 1993
Hearing no corrections or additions the minutes of the June 3rd, 1993 meeting were declared
approved as mailed.
The following variance requests were heard:
^^^mallne Ellen Erickson - Approved
Emaline Ellen Erickson, Pewaukee, Wi, requested a variance to split off a parcel of less than 2,5
acres from an existing 8=2 acre tract: The requirements for platted book lots on a reisrsational development lake are "80,000 square feet of area and 300' of width, The new parcel would be
approximately 300' by 204'. The property is described as part of Government Lot 7, Section 6
of Nidaros Township on Clitherall Lake. The audience was polled with no one speaking for or
against the request. After consideration, motion was made by John Everts, seconded by Dan
Oehler and unanimously carried, to approve the variance as requested with the condition that a
registered surveyor's drawing will be provided.
Echo Ranch Property Owners Association - Withdrawn
Echo Ranch Property Owners Association, Ottertail, MN, requested a variance to convey (out of
Lot 22), through an easement, a parcel of less than 2.5 acres. The parcel would be
approximately 50' by 425' along the canal. The balance of Lot 22 will have at least 1 00' of
frontage and contain more than 20,000 square feet of area. The purpose of this 50' wide lot is
to provide maintenance on the canal. The 50' area will not be used for dwelling purposes. The
property is described as Lot 22, except the easterly 60' on the lake. Echo Ranch Riviera 3rd
Addition, Otter Tail Lake in Otter Tail Township. After consideration, motion was made by Bert
Olson, seconded by Cecil Femling and unanimously carried, to note for the records that the
applicant has withdrawn their variance request.

Frederic A. Carter - Approved
Frederic A. Carter, Perham, MN, requested a variance of 6’ from the required septic tank
setback of 10' for the construction of a 4' by 26' addition to an existing garage located 4' from
the septic tank. The property is described as Lot 6, Kappler's 2nd Addition Grand View Heights,
Big Pine Lake in Pine Lake Township. The audience was polled with no one speaking for or
against the request. After consideration, motion was made by Cecil Femling, seconded by Craig
Anderson and unanimously carried, to approve a variance of 6' from the required septic tank
setback of 1 O' for the construction of a 4' by 6' addition to an existing garage located 4' from the
septic tank.
Joseph and Valera Horak - Approved
Joseph and Valera Horak, Winnebago, NE, requested a variance to split off a portion of Lot 7
without platting and deed this tract to Thomas A. and Judith M. Jensen, to be forever attached to
the adjacent property presently owned by the Jensens and a variance that would permit the
development and building thereon of that portion of Lot 7 that is being retained by the Horaks
without platting. The balance of Lot 7 is to be declared a buildable lot. The property is
described as Lot 7, Sandy Haven Development, Stalker Lake in Tordenskjold Township, The
applicants were represented at this hearing by Mr, Robert Russell, Attorney/, The audience was
polled with no one speaking for or against the request. After consideration, motion was made by
Craig Anderson, seconded by Dan Oehler and carried with Bert Olson voting no, to approve a
variance to split off a portion of Lot 7 and deed this tract to Thomas A. and Judith M. Jensen, to
be forever attached to the adjacent property presently owned by the Jensens and to approve a
variance that would permit the development and building thereon of that portion of Lot 7 that is ■,
being retained by the Horaks. The variance was requested to help settle a pending legal action.
The applicants must provide the County Auditor's office with a copy of the settlement agreement
and a registered surveyor's drawing depicting the property lines after the split of the property
as approved by the Board of Adjustment.
Donald R. Hanson - Approved
Donald R. Hanson, Jr., Hillsboro. ND. requested a variance of 20' from the required ordinary
high v/ater level setback of 100' for the construction of a dwelling approximately 80' from the
ordinary high water level. The existing septic tank will be removed and a new septic tank will
be installed 1 O' from the township road right of way. The property is described as Lot 1,4th
Addition to Engstrom's Beach, Big McDonald Lake in Edna Township. A letter from Donald Foss in
favor of this variance request was read for the record. The audience was polled with no one
speaking for or against this request. After consideration, motion was made by Bert Olson,
seconded by John Everts and unanimously carried, to approve a variance of 20' from the
required ordinary high water level setback of 100' for the construction of a dwelling
approximately 80' from the ordinary high water level. The hardship being a substandard lot of
record.
