the letter received by Land & Resource Management on September 19, 2005. Voting: All
Members in favor.
Jan Pogue - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant): To fill garage, apron, drive
and retaining walls around the garage to slow run-off toward neighbors to east & west (for
more details see letter from architect on file with Land & Resource Mgt. Office). Fill to be

12, Section 1 of Clitherall Township; West Battle Lake (56-239), GD.
Katie Bladow (Architect), Jan Pogue, and Brian Brogard (contractor) represented the
Application.
Motion: A motion by Estes, second by Schwartz, to approve as presented. Voting: All
Members in favor, except Zimmerman.
Break: At 8:25 P.M., the Commission took a 15 minute break.
Greenwood Lake Aire Villas / Robert & Janet Saulsurv - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant): Cabin #6 requests to add a
bay window on north side and a deck to existing cottage that is 7 ft. x 18 ft. on the west
(lakeside) and 7 ft x 24 ft on the south side (entry door side). The deck will be built with
composite materials & include a standard white composite railing. Deck addition has been
approved by Greenwood Lake Villa Association. The property is described as Greenwood
Lake Aire Villas, Condo #18 Cottage #6, Lots 6 & 19 BIk 1 & Int. in Lots 20 & 35, BIk 1,

Rufe Korman Tst- Denied:
A Conditional Use Permit Application (as stated by the Applicant): To construct a 66 foot wide
road for ingress & egress easement for access to recorded Metes & Bounds tracts. The
proposed ingress & egress easement will be constructed to the Minimum Road Standards
of Appendix 3 of the Otter Tail County Subdivision Ordinance. Work to be done this fall.
The property is described as GL 2 except tract to State & except tract & NE1/4 NE1/4 and
Pt GL 2 & pt NE1/4 NE1/4.....Section 27 of Dunn Township: Franklin Lake (56-759), RD.
Jim Peterson (Anderson Land Surveying) and Robert Korman represented the Application.
Tom Musacchia expressed concerns with the slope of the proposed road, environmental
impact to the lake, and depth of the lake; he requested denial. Pauline Musacchia
expressed concerns regarding lake access. Bob Rath expressed concerns regarding

Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, September 27, 2005, at
11:00 a.m. at the Otter Tail County Government Services Center with Commissioners
Bob Block, Chair; Roger Froemming, Vice-Chair; Dennis Mosher, Malcolm Lee, and
Syd Nelson present.
Approval of Agenda
Motion by Froemming, second by Nelson, and unanimously carried to approve the County
Board agenda of September 27, 2005, with the following addition:
1:25 p.m. - Sheriff, Brian Schlueter
Approval of Minutes
Motion by Nelson, second by Lee, and unanimously carried to approve the County Board
minutes of September 20,2005, as presented.
Approval to Pay Bills
Motion by Mosher, second by Lee, and unanimously carried to approve payment of the
County Board bills per Attachment A of these minutes.
Planning Commission Recommendations
Preliminary Plat - Terrance E. & Lynn C. Fitzpatrick:
Motion by Lee, second by Froemming, and unanimously carried to approve the Preliminary
Plat known as “Fitzpatrick Addition” consisting of 2 lots for single family residential use as
presented. The property is described as Lot 1 of Olsons Maplewood - Lida Beach,
Section 32 of Lida Township; Lake Lida (56-747).
Preliminary Plat - ‘Pine CrestVDennis Courneya:
Motion by Nelson, second by Mosher, to approve the Preliminary Plat known as “Pine Crest"
consisting of 5 lots for single family residential use with conditions as recommended by the
Planning Commission. Sue Ulschmid, family member of neighboring property owners, Orville
& Darlene Carlisle, presented a handout expressing concerns regarding the environmental
affects this proposed development may have on the small unnamed lake (56-359). Lengthy
discussion took place. Chairman Block called for a vote. Motion carried unanimously. The
property is described as Pt of GL 5, 6 & 7...,Section 8 of Hobart Township; Unnamed Lake
(56-359) and Lake Seven (56-358).
Conditional Use Permit - Joshua & Francesca Bakken:
Motion by Nelson, second by Mosher, and unanimously carried to approve a Conditional Use
Permit to construct a road to provide access to 4 lots with conditions as recommended by the
Planning Commission. The property is located in Pt GL 4...(28.16 AC), Section 30 of Edna
Township; McDonald Lake (56-386).

Motion by Mosher, second by Froemming, and unanimously carried to approve a Conditional
Use Permit to fill garage, apron, drive and retaining walls around garage to slow run-off
