Robert Elmer, Elk River, MN, requested a variance of 7' from the required ordinary high
water level setback of 100' and a variance of 4’ from the required side lot line setback
of 10' for the location of a travel trailer 93’ from the ordinary high water level and &'
from the side lot line. The property is described as Lot 19, Block 1, Echo Ranch Riviera
Second Addition, Long Lake in Otter Tail Township. The audience was not polled as no one
was in attendance at the time of the hearing. Letters in favor of the applicant's
request, from Mr. and Mrs. Cleinenson, Steven Wirz Construction and Richard Schaefer, were
read for the record.After consideration, motion was made by Cecil Femling, seconded by
Leslie Estes and unanimously carried, to deny the variance as requested and to allow the
applicant until October 1st, 1995, to move the structure in an area that complies with the
setback requirements of the ordinance.

June 1st, 1395 Meeting - The audience was polled with no one speaking for or against the
request. A letter from A. W. Dickinson in favor of the request was read for the record.
After discussion and consideration, motion was made by Cecil Femling, seconded by Craig
Anderson and unanimously carried, to table the variance request until the July &th, 1995,
meeting for additional information and for a review of the lot to the east of the
applicant's property.
July 6th, 1995 Meeting - After consideration, motion was made by Craig Anderson, seconded
by John Everts and unanimously carried, to approve a variance of approximately 43' from
the required ordinary high water level setback of 100' and a variance of approximately 3'
from the required side lot line setback of 10' for a 14' by 11' screen porch on an
existing deck with the condition that there will be no further development past the
required 100’ setback. Hardship being a substandard lot of record and the terrain and
topography of the applicant’s lot. It was noted that the lot to the east would not be
affected by the granting of the variance request.

Joel Lynn Christenson, Fergus Falls, MN, requested a variance of approximate1y 50’ from
the required ordinary high water level setback of 100’ for the addition of free span
rafters over an existing Y'oof 50’ from the ordinary high water level, a variance of
approximate1y 5S’ from the required ordinary high water level setback of 100’ and a
variance of approximately S’ from the required shore impact zone setback of 50'’ for the
addition of an £’ by !£’ deck to the second level approximately 4£’ from the ordinary high
water level. The free span rafters are referred to as add-a-room rafters,
increase the applicant’s living space by 630 square feet. The property is described as
Lots 35 and 36, Cedar Park Club, Swan Lake in Dane Prairie Township. The audience was
polled with no one speaking for or against the request. After consideration, motion was
made by John Everts, seconded by Randall Mann and unanimously carried, to approve the
proposed roof system. It was noted that the proposed roof system, with the exception of
the overhangs, would be closer to the ordinary high water level or the side lot line than
the existing structure. After additional discussion, motion was made by George Walter,
seconded by Leslie Estes and carried with Cecil Femling voting no, to deny the proposed S’
by 1£’ deck addition as no adequate hardship had been shown and the proposed addition
would exceed the existing building.

Laura Gerkin, Sioux City, SD, requested a variance of approximately 3’ from the required
side lot line setback of 10’ and a variance of 5’ from the required road right-of-way
setback of £0’ for the construction of a £4’ by £4’ garage 7’ from the side lot line and
15’ from the road right-of-way. The property is described as Lot 4, Walvatne Addition,
Blanche Lake in Everts Township. The audience was polled with no one speaking for or
against the request. A letter from Cyril and Cynara Stadsvold addressing the variance
request was read for the recoY'd. After consideration, motion was made by Leslie Estes,
seconded by Cecil Femling and carried with John Everts abstaining, to approve the
construction of a £4’ by £4’ garage 10’ from the 'side lot line and with the road side of
the gaY'age no more than 54’ from the dwelling. It was noted that there is very limited
tY-affic flow in this area.

Hernan H. Guse - Approved
HeY'nan H. Guse, Henning, MN, requested a variance to subdivide a parcel of less than 2.5
acres fron an existing 7b.S acre tract. The parcel would be approximately £.43 acres.
The property is described as the El/£ NWl/4, except tract. Section ££ of Henning Township.
Randall Rieraer, a potential purchaser, represented the applicant at the hearing. The
audience was polled with no one speaking for or against the request. After consideration,
motion was made by Craig Anderson, seconded by Cecil Femling and unanimously carried, to
approve the variance as requested with the condition that a registered surveyor’s drawing
be provided at the time of recording. It was noted that the parcel has access to a public
road and that the parcel meets the minimum size requirements for platted lots outside of
the shoreland area that are currently being proposed fo'r inclusion in the County’s
Subdivision Controls Ordinance.
George Tabery - Approved
George Tabery, Maple Grove, MN, requested a variance to be allowed to acquire, from the
adjacent property owners, a vacated roadway. The applicant is proposing to permanently
attach the lot created by the acquisition of the vacated roadway to Lot 5, Nelson’s
Perfect Beach. A portion of a dedicated public road adjacent to the Weis and Scherkenbachi
property was vacated by court action on February £4th, 1995. Mr. Tabery requires the
additional property for the construction of a drain field system. The newly created lot
would be approximately &&’ wide on the south side with a depth of approximately 100’ on
the east side and a depth of approximately £00’ on the west side. The property is
described as the vacated roadway in the Plat of Nelson’s Perfect Beach, Section 3£ of
Corliss Township on Big Pine Lake. The audience was polled with no one speaking for or
against the request. After consideration, motion was made by George Walter, seconded by
John Everts and unanimously carried, to approve the variance as requested.
Chad R. Nelson - Approved
Chad R. Nelson, Fargo, ND, requested a variance of &0’ from the required ordinary high
water level setback of 100’ for a second floor addition and for the addition of a £0’ by
!£’ screened in porch to an existing £0’ by 30’ cottage 40’ from the ordinary high water-
level. The property is described as Lot 5, Moore’s Beach, Pickeral Lake in Maine
Township. The audience was polled with no one speaking for or against the request. After
consideration, motion was made by Randall Mann, seconded by Craig Anderson and carried
with John Everts and Leslie Estes voting no, to approve a variance of fcO’ from the
required ordinary high water level setback of 10-0’ for a second floor addition to the
existing cabin and for the addition of a £0’ by 1£’ screened in porch to the east side of
the e>!isting cottage, with the condition that the proposed additions will be no closer to
the ordinary high water level than the existing structure and with the condition that the
existing deck be reduced back to no more than 10’ extending in front of the existing
dwelling. Hardship being a substandard lot of record.

I had my son in law Richard Bierman inspect the area of concern. He can
find no reason to object to the said variance request, and feels that it
would not be a problem to any of the property owners along the beach.
