Commissioners recessed for a Capitai improvement Committee meeting.

Conditional Use Permit - Patrick F. & Frances L Didier:
Motion by Rogness, second by Lindquist, and unanimousiy carried to approve a Conditional Use
Permit for an after-the-fact earthmoving request as presented. The property is described as N 25T of
W 193.28’ of GL1 ex pt to Twp Road, Section 25 of Clitherall Township; Clitherall Lake (56-238), RD
& Crane Lake (56-293), RD.
Conditional Use Permit - Teresa Ann Meivev:
Motion by Huebsch, second by Froemming, and unanimously carried to approve a Conditional Use
Permit to operate a small business as presented. The property is descritaed as WLY 25’ of Lot 3,

Motion by Huebsch, second by Rogness, and unanimously carried to approve a Conditional Use
Permit to operate a commercial business to sell organic foods and meat products onsite as presented.

Conditional Use Permit - Cameron J & Debora L. Wischer:
Motion by Erickson, second by Froemming, and unanimously carried to approve a Conditional Use

Conditional Use Permit - Greg & Janette Gustafson:
Motion by Lindquist, second by Rogness, and unanimously carried to approve a Conditional Use
Permit for an earthmoving project for a walkout basement with conditions as recommended by the
Planning Commission. The property is described as Lot 6 BIk 1 Western Exposure, Section 29 of
Scambler Township, Pete Lake (56-941), NE.

Meeting of the Otter Tail County Planning Commission was held on May 13, 2009 at 6:30
P.M. in the Commissioner's Room, Government Services Center, Fergus Falls, Minnesota.
Roll Call:
Members Present: Rod Boyer, Ken Erickson, Bert Kinzier, Joe Maske, Bert Olson, Robert
Schwartz, David Trites, Rick Wilson and Leona Zimmerman.
Members Absent: Marion Gill.
David Hauser represented the County Attorney's Office and Bill Kalar represented the Land
& Resource Management Office.
Bill Kalar indicated that he had received a letter from BobMinutes of April 8, 2009:
Russell (Attorney) regarding “Oakwood Glen”, Devils Lake (56-245), requesting the
language in the motion, where it now reads “be subject to an easement” be changed to
read “be subject to a private easement”. Bob Russell was present, and stated that it was
his understanding that the easement should be identified as private and requested the
motion be amended to state that. A motion by Schwartz, second by Maske to approve the
minutes with an amendment to the original motion to read “be subject to a private
easement”. Voting: All members in favor.
Patrick F. & Frances L. Didier - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant): This is an After-The-Fact
Request. This request is to remove the cement floor and block wall of the former home of
Carl Christianson which burned the fall of 2006, and to fill the former basement and
walkout area with fill suitable for new construction. Land & Resource (Tim Griep) has
observed the site, but because of the quantity of fill (400 cu yds vs 300 cu yds) used was
unable to approve the application. The house construction area has been staked by the
builder. The road right-of-way on the north and east has been staked. The areas which
have been filled are: 30’ x 38’ x 6’ area and 37’ x 60’ x 6’ tapering out to 0’ with an average
depth 1.78’ for a total of 400 cubic yards of fill. The property is described as N 25T of W
193.28’ of GL1 ex pt to Twp Road, Section 25 of Clitherall Township; Clitherall Lake (56-
238), RD & Crane Lake (56-293), RD.

Teresa Ann Melvev - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant): Small in home Hair Salon,
doing only haircuts approximately 1 to 3 haircuts per week. There will be no chemical
products put in my septic! No perms or colors, only haircuts. No onsite exterior sign will be
used nor advertising. The property is described as WLY 25’ of Lot 3, Lot 4 & El/2 of Lot 5,
Mary’s North Shore Beach, Section 26 of Gorman Township: Little Pine Lake (56-142), GD.

Dear Mr. & Mrs. Christiansen:
I recently stopped at your property on Crane Lake, No. 56-293,
Otter Tail County Minnesota.
There are two derelict vehicles on this lot both of which are
an eyesore and a hazard. The grey Chevrolet Station wagon is
about 15 feet from the traveled surface of the township road
and in a curve. This is dangerous and can create problems
for snow removal.
Windows have been smashed out and this usually lends to future
vandalism and car parts being strewn about.
Would you rectify this as soon as possible.
