After consideration, Mark Steuart made a motion, seconded by Steve Schierer and unanimously carried, to approve a variance of 2' from the required lot line setback of 10’ for remodeling and expanding an existing structure located 8’ from the side lot line with the following conditions; 1.) no more than 25% of the total lot area can be covered with impervious surfaces now or in the future, and 2.) if new footings are required for the existing structure then the structure must be placed 10’ from the side lot line. Gary Plombon - Approved the application as requested with a condition, (7:11 p.m.) Gary Plombon, Lot 2, Hilkoske’s Second Addition to Pleasure Park, Otter Tail Lake in Otter Tail Township, requested a variance of 14’ from the required ordinary high water level setback of 75’ for the construction of second story addition above the existing garage and a variance to cover more than 25% of the total lot area with impervious surfaces. Current impervious surface coverage is 42%. After completion of the proposed development impervious surface coverage will still be 42%. Jim Hemelgarn, Contractor, appeared with the applicant at the public hearing. Chairman Mann polled the audience with Ertwin Jones Hermerding speaking for the variance application as requested. After consideration, Steve Schierer made a motion, seconded by Les Estes and carried with Mark Steuart voting no, to approve a variance of 14’ from the required ordinary high water level setback of 75’ for the construction of a second story addition above the existing garage with the condition that upon completion of the proposed development no more than 30% of the total lot area will be covered with impervious surfaces. The applicant is proposing the use of the general building line instead of the formal string line. Ralph Twardowski and Troy Rupp, Contractor, appeared along with the applicant. We own the cabin next door to the west of Twardowskis, so we would like to know what they are planning, we are assuming the setback requirement variance they are requesting still means that they cannot build closer to the lake ( south)than their current cabin is sitting, is that true? are they planning on adding onto their cabin to the east, west, or north? & how large an addition are they planning? what is the difference between the general building line and the formal string line? Questions 2 and 3 - The proposed addition is to the lake side of the existing cabin. The addition is described as an 8' by 36' open porch. Their drawing would seem to indicate that the current 24' by 36' cabin is 42' from the lake, however, the written request seems to imply that the proposed addition is 42' from the lake. As one stands on the shore and faces the Twardowski's cabin the string line would be applied from the corner of the cabin closest to the lot line on the left to the corner of the cabin closest to the lot line on the right. This would place almost all of the proposed addition ahead of the string line. The general building line starts in the same location as the sting line, however, the cabin to the right has a corner which is ahead of the corner which is closer to the lot line and that is the corner that would be considered as the general building line or sight line. If the general building line or sight line could be used then the proposed addition would be behind that line. Please note that my comments in the above two paragraphs are based on the drawing as provided by the applicant. I do not know the accuracy of the drawing. It is important to note the following: 1. The required setback on Crane Lake is 100' from the ordinary high water level. 2. When issuing site permits the string line can only be used administratively when it is not within the Shore Impact Zone. The Shore Impact Zone is 1/2 of the required setback. Therefore, unless a variance is granted for the proposed addition it is not possible for the Land and Resource office to issue a site permit for the proposed addition. 3.
