Since our headquarters are in Independence, Missouri, we are unable to make a personal appearance. We would like to give our approval in favor of the Blaskowski's plan to build and operate 3 cabins, to be known as "Cutler's Cottage’s". We are also in favor of the proposed construction of a road to access the proposed resort. Mike and Laural Blaskowski are interested in collecting and sharing the history of Old Town, first settled in 1865. Alpheus Cutler was the founder of the group known as "Cutlerites". Near the proposed resort sets a small white church built in 1912 where the Cutlerite members worshiped. Building a resort will allow people to relax on the bank of Clitherall Lake, learn the history of the area and shop at the newly refurbished Justice 2 store. The resort and store will help bring "Old Town" back to life again. Laural and I, would like to build three cabins and operate a resort, on a piece of property that we arc purchasing from the Church of Jesus Christ, This property adjoins the store which we have recently restored and we think that the three cabins would be an appropriate use of this property. It is a beautiful piece that overlooks Lake Clitherall and we would be able to share this w ith the main families that would stay at the resort. Compatibility with the surrounding area; both on land and water. There is a resort directly to the west of the property so this is very compatible with the current area. I. Environmental impact, including soils, topography, vegetation (land and water), fish, and wildlife. There will be some change to the landscape for the foundations of the buildings. My estimate is that the max earth or class 5 that would need to be brought in would be 250 yards for the buildings. The contractor thinks that we mas' not need to do this as we can change the landscape a little and not have to bring in but minimal class 5. There will be a 10 foot wide road for vehicles to travel from the store parking lot to the parking for the cabins. We will need to bring in approximately 330 yards of class 5 for the construction of the road and parking lot. There will be an easement from the store property to the north. 2. Aliy hazards that may be created; both on land and water. I do not know of any hazards that will be created. Density and location of development. The three cabins will be spread out on the propeity and will not obscure the view of the lake for any neighbors. 4. Suitability of the area, in its existing state, for the proposed use. The Tier Calculations do support 3 cabins and the property is very suitable for cabins. 5. Near shore water depth No issue w ith water depth near shore for docks. There will be a dock that goes out approximately 24 feet and w ill have 3 lifts for boats. The resort to the west has no issues with water depth for its dock's. 6. Sensitive Areas may be protected through the use of Natural Environment Standards. There should be no sensitive areas on this property. 7. Adequate parking and traffic control. Parking would be to the north of the cabins. There will be 2 parking spots for each cabin. 8. Amount of noise generated There would be minimal noise from the cabins. There are also numerous trees between the cabins and surrounding neighbors. 9. 10.Hours of Proposed use There is the potential for Cutler’s Cottage's to be open 365 days of the year. 11.Lighting. There will be outdoor lights on each cabin as well as a couple of lights between the store and the cabins for security. Signage (number, size, lighting, and location) There will be a sign on the front of the store that will be lighted. The sign will be 8 Foot long and 3 feet tall. 12. 13.Time frame and/or phasing We will start building all three cabins the fall of2012 to be completed by the spring of2013. The tish cleaning house and the storage / laundry and bathroom will be complete the spring and summer of 2013. Adequate lot area and water frontage for the proposed use. Tier calculations do support 3 units. There is 350 feet of lakeshore which is adequate for the three cabins. 14. Minimal change in the existing topography necessary to allow for the proposed use The only proposed change will be some minor leveling out of the soil for grass to grow. There may be some class 5 brought in for the foundation of the cabins. 15. Any other possible adverse effects of the proposed Conditional Use Application and w hat additional requirements may be necessary to prevent such adverse effects.
