Al and Earllet Johnson - Approved
Motion was made by David Holmgren, second by Steve Schierer and unanimously carried, to approve a variance to
subdivide approximately 1,250 square feet or approximately .0287 of an acre from an existing 1.4 acre parcel for
permanent attachment to and inclusion in the proposed plat of Maet-Boh. It was noted that the tract will become part
of the dedicated road and that its use will remain the same as its current use. It was also noted that the Planning
Commission has approved the plat.

legal description:
That part of the Northwest Quarter (NW 1/4) of Section Four (4), Township
One Hundred Thirty-two (132) North, Range Forty (40) West, Otter Tail
County, Minnesota, described as follows:
Commencing at the Southeast Corner of the Northwest Quarter (NW 1/4) of
said Section 4; thence West (assumed bearing) along the East-West Quarter
Section Line of said Section 4 a distance of 839.85 feet; thence North 00
degrees 10 minutes 18 seconds East parallel with the North-South Quarter
Section Line of said Section 4 a distance of 67.73 feet to the northerly right-
of-way line of Trunk Highway Number 210=36; thence North 89 degrees 44
minutes 20 seconds West along said right-of-way line a distance of 495.16
feet to a found iron monument, said point being the point of beginning;
thence North 00 degrees 10 minutes 18 seconds East a distance of 50 feet;
thence South 44 degrees 47 minutes 01 seconds East 70.77 feet; thence
North 89 degrees 44 minutes 20 seconds West a distance of 50 feet to the
point of beginning;
SPECIFY VARIANCE REQUESTED:
Applicants hereby request to transfer the above tract to the subdividers of Maet-boh. The
subdividers are Kurt A Maethner and Jacquelyn K. Maethner, an undivided one-third (1/3)
interest as joint tenants, Arthur J. Maethner and Judith A. Maethner, an undivided one-
third (1/3) interest as joint tenants, and Perry P. Bohlool and Joanne L. Bohlool, an
undivided one-third (1/3) interest as joint tenants.
The Plat of Maet-Boh was considered by the Planning Commission, with the requirement
that the above tract be included in the Plat. The above tract will be dedicated road,
whether owned by the undersigned or by the subdividers. Since it is already used as road,
it will not change the character of the above tract, nor the character of the remaining
property owned by the undersigned.
Access to State Highway 210 is controlled, with the access shown on the Plat of Maet-boh
the only allowed means of access.
The above tract consists of approximately 1,250 square feet (1/2 times 50 feet from north-
south times 50 feet from east-west). The undersigned own approximately 1.4 acres in their
existing tract. The 1,250 square feet is 0.0287 of an acre (1,250 divided by 43,560).
It is proposed that the above tract will be transferred by deed to the subdividers. That will

relieve the undersigned from joining in the Plat of Maet-Boh.
Attached hereto are 6 copies showing the location of the tract in the Plat of Maet-boh.

“Years of Service” Certificate Presentation
Cora Nelson, Employees’ Committee Chairperson, introduced other employee committee
members. The committee members presented “Years of Service” certificates to employees with
five to thirty years of employment with Otter Tail County. Commissioners expressed appreciation
for their dedication.
Approval to Pay Bills
Motion by Nelson, second by Froemming, to approve the payment of bills per Attachment A of
these rhinutes. Motion Carried.
Amendment to Outpatient Mental Health Services
Human Services Director, John Dinsmore, recommended that two mental health services, 1)
Therapeutic Support of Foster Care and 2) Family-Based Services be included in the Outpatient
Mental Health Service Contract with Lakeland Mental Health Center. These two services are
funded by medical assistance dollars only. Motion by Nelson, second by Block, to authorize the
Chair’s signature to execute the March 6, 2001 addendum to the Purchase of Service Agreement
for outpatient mental health services to include the two aforementioned services. Motion carried.
Performance Evaluation Summary
Motion by Lee, second by Nelson, to approve the positive performance^ evaluation of Human
Services Director, John Dinsmore. The summary will be placed in his personnel file. Motion
carried.
Final Plat Extensions
“Lazy Eighty Acres Estates” & “Maet-Boh Subdivision”
Motion by Nelson, second by Lee, to approve an extension for completion of the final plat of Lazy
Eighty Acres Estates until June 1, 2001. Motion carried.
Motion by Lee, second by Nelson, to approve an extension for completion of the final plat of Maet-
Boh Subdivision until October 21, 2001. Motion carried.
Planning Commission Ordinance
Set Back Ordinance
Land & Resource Director, Bill Kalar, presented a proposed Planning Commission Ordinance
considered in 1985. Discussion followed. Motion by Lee, second by Nelson, to direct the County
Attorney to update the proposed Planning Commission Ordinance and proceed with a public
hearing to enact an ordinance. Motion carried.
. Mr. Kalar provided copies of the Otter Tail County Set Back Ordinance for purposes of revising the
ordinance. Mr. Kalar cited two areas that may need revision; 1) the definition of a structure and 2)
the set back of 40 ft. for roads while the Shoreland Ordinance requires a 20 ft set back. Lengthy
discussion took place regarding the appropriate road set back which changes based on the
situation. Commissioners requested that a proposed ordinance including a more appropriate
definition for a structure, language regarding set back from roads, and variance/appeal language
be drafted and brought back to the Board for consideration.
