the Division of Emergency Management.

Upon motion macte by Hub Nordgren, seconded by Andy Lindquist and unani
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS Legislation has been enacted involving liability exemption
for volunteers serving in various capacities throughout the county,
NOW, THEREFORE, BE IT RESOLVED, all volunteer acting on behalf of
Otter Tail County and in any capacity thereof, are to be removed
from civil liability under the Volunteer Proection Act.

Bob Dawson of the Pelican Lake Property Owners' Association appeared
before the Board relative,to weed problems that are developing in the
lake areas. Also speaking was Don Christian. Said parties requested
permission to explore the possibilities of establishing a lake improve
ment district for the specific task of implementing a solution to a
specific problem. No action taken.
Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani
mously carried, to establish a solid waste committee, consisting of
two appointees by each commissioner, consisting of township officials
city officials, farmers, solid waste haulers, with representation of
all areas of interest in Otter Tail County, to be reimbursed for
expenses incurred in serving on said committee consisting of 20t per mile and $30.00 per dieiti , to study all aspects of the county's solid
waste disposal, including recycling.

no additional employees. Mr. & Mrs. James Reger, Omar Tweeton,
Gordon Havery and Robert Bjork spoke in opposition to the

the-counter conditional use application for the Otter Tail County
Highway Department at Phelps Mill Park to fill divots, top dress
the area and fill tree stump divots to allow permission to do
this work after 9-1-87 through 12-15-87, which is 400 feet from
the river.

A motion by Stringer, second by Femling to deny tbe conditional
use application of Gerald Ankerfeldt on Stuart Lake, No. 56-191,
RD, as requested. Motion amended by Stringer, seconded by Olson
to include the following reasons for denial: 1. Ice ridge is
not an unusallly high ice ridge and necessary for the continued
protection of property owners property,
existing filtering basin and should not be destroyed. 3.
Regarding exhibit C - too steep of a slope and fragile soil for
type of proposal made here for predictable erosion to be
controlled.

assistance from the Soil Conservation Service and getting their
recommendations for controlling erosion and to be forwarded to
tbe Planning Commission.

use application of William LangenwaIter on Fickeral Lake, No. 56-
475, RD, Sec. 14 of Maine Twp. with a 2 1/2 foot cut at the house

stop on edge of bank 50 feet from the lake. Pete Pederson spoke
to the commission.
