After discussion and consideration, Steve Schierer made a motion, seconded by Jack Rosenthal and unanimously carried,
(Request No. 1) to allow the building impervious surface to exceed the 20% requirement by 4.1%, (Request No. 3) to allow the
setback from the ordinary high-water level to be less than the 50’ requirement by 5’ as determined when applying the string line
for house placement and (Request No. 2) to allow other impervious surface and building to exceed the 25% requirement by 5%
for total impervious surface coverage not to exceed 30%. Hardship/practical difficulty is a very substandard lot of record. The
variances as granted will provide the applicant with the ability to enjoy the same rights and privileges as others in this immediate
area. It was noted that the proposed development is like other development within the immediate area. The variances as
approved do not directly or indirectly grant any other variances for the proposed or future development of this property.

The Otter Tail County Board of Adjustment met Thursday, November 9, 2017, with the following persons in attendance:

Called to Ordci' - Steve Schierer, Chair called the meeting of the Board of Adjustment to order at 6:30 p.m.
Minutes Approved - The Board of Adjustment approved the minutes of the October 12, 2017 meeting as mailed.
The Board of Adjustment considered the following applications for variance:
Michael J. and Debra S. Tenuis - Denied (6:32 p.m.)
Michael J. and Debra S. Ternus, Lot 1 Arts North Shore, Lot 7 Block 1 Arts North Shore Second Addition and part of
Government Lot 1, Section 5 of Rush Lake Township by Marion Lake, requested the following: Total height is 39’ 6” on
structure. We are lequesting a variance of 4’ 6”. Maximum height is 35’ on structure for this lot. The applicants’ site contractor
appeared at the public hearing with the applicant (Michael Tenuis). The audience was polled with no one speaking for or against
the variance as requested. After discussion and consideration, Thomas Lee made a motion, seconded by Chris McConn and
unanimously can ied, to deny the variance as requested as no adequate hardship/practical difficulty unique to the property had
been shown that would allow for the granting of the variance as requested, the applicants can obtain a reasonable use and
enjoyment of their property without the granting of the requested variance, the granting of the requested variance would establish
precedence as the requested variance is not something the Board has approved in the past, and the applicant has a large lot, which
provides adequate room for structures (living space) without the need to exceed the maximum height permitted by the ordinance.

Bradley W. Quist, Lot 7 Block 5 Amended Plat of Subdivision of Reserve A, B, C and D of Haggstrom’s Beach and Lot 28 of
Haggstrom’s Beach Third Addition, Pickerel Lake in Maine Township, requested the following:
1. ) Building impervious surface exceeds 20% requirement by 4.1%.
2. ) Other impervious surface and building exceeds 25% requirement by 14.9%.
3. ) Setback from ordinary high-water level is less than 50’ requirement by 5’ when using string line determination for house
placement.
The audience was polled with no one speaking for or against the variance as requested. A letter from James & Ilene Rude in
support of the variance as requested was read for the record. After discussion and consideration, Steve Schierer made a motion,
seconded by Jack Rosenthal and unanimously carried, (Request No. 1) to allow the building impeiwious surface to exceed the
20% requirement by 4.1%, (Request No. 3) to allow the setback from the ordinary high-water level to be less than the 50’
requirement by 5’ as determined when applying the string line for house placement and (Request No. 2) to allow other impervious
surface and building to exceed the 25% requirement by 5% for total impervious surface coverage not to exceed 30%.

Timothy and Cheryl Stoll, part of Government Lot 1, Section 29 of Edna Township by Big McDonald Lake West in Edna
Township, requested the following: Splitting part of 20.1-acre parcel to two adjacent property owners, with both parcels to be
pennanently attached to their properties. Parcels will be non-residential lots. One parcel will be approximately 2.75 acres to
adjacent lake lot owner to allow him room to build a garage. Size of lot is due to large wetland area.
