Motion by Froemming, second by Mosher, and unanimously carried to approve a Conditional
Use Permit to build a deck on the front of the home as presented. The property is described
as Lot 31 of Birchwood Shores in Section 14 of Maine Township, Pickerel Lake (56-475).
Conditional Use Permit - Kirk DuLac:
Motion by Froemming, second by Block, and unanimously carried to approve a Conditional
Use Permit to build a retaining wall with a condition as recommended by the Planning
Commission. The property is described as Pt GL 1 com SW cor GL 1...(.69 AC) in Section
29 of Amor Township; Otter Tail Lake (56-242).
Conditional Use Permit - Sunshine Villa/Steve & Sherri HalstensQaard:
Motion by Nelson, second by Mosher, and unanimously carried to approve a Conditional Use

Permit for a revised plan received by Land & Resource Management on June 1, 2004, with a
condition as recommended by the Planning Commission. The property is described as
Sandy Haven Development, Lot 14 & S 50’ 13, and Lots 15 & 16, Section 32 of Tordenskjold
Township, Stalker Lake (56-437).
Alternative Plan Request - “Big Sandy Beach”/ Johnson, Hopkins & Canfield:
Motion by Nelson, second by Lee, and unanimously carried to approve the recommendation
of the Planning Commission and affirm the previous County Board motion on April 20, 2004.
The property is described as Jungle Shores Lots 6 - 12 & Pt of GL 9...(15.55 Ac) Section 31
of Corliss Township; Big Pine Lake (56-130).
EZ Flow
Land & Resource Director, Bill Kalar, presented a survey regarding the EZ Flow septic
systems. No action was taken.

Motion- May 12, 2004: A motion by Trites, second by Schwartz to table (at the Applicant’s
request) to June 16, 2004 (revised plan is to be received by Land & Resource by June 1,
2004) to allow the Applicants to work with the Township and develop a drainage plan
addressing impervious surface, roof drainage, etc.
Marc Shannon represented the Application.
The Commission discussed the fact that the revised drawings were not received by Land &
Resource Management by June 1, 2004 as required in their May 12'” Motion. It was
determined that they would discuss the project.
Motion: A motion by Estes, second by Zimmerman to table, at the Applicant’s request, to
August 11, 2004 to allow time for the Township to file an Application to clean the ditch and
to allow time for Land and Resource Management to review the plans. The revised plans
are to be received by Land & Resource Management by July 23, 2004. Votinq: All
Members in favor.

or 3 steps going down to two platform decks (each 15 x 14) in the middle of the two
platforms is a brick patio area 15x7. Fire pit area is a portable free standing unit slightly
recessed into the deck so ashes will be contained for easy cleaning and disposal. Type of
fill: Washed sand. Fill Area: 40 x 14 x .5 = 10 c.y. Amount: 10 cubic yards. The property
is described as Lot 31 Birchwood Shores, Section 14 of Maine Township; Pickerel Lake
(56-475), RD.
Gaylord and Ann Gunhus represented the Application.

Kirk DuLac - Approved With A Condition:
A Conditional Use Permit Application as stated by the Applicant I would like to build a
retaining wall as described in the following pictures (pictures on file at Land & Resource
Mgt. Office for viewing). The wall will vary in height from on-grade near the MBR to
approximately 30” (not to exceed 36”) depending upon topography in front of the sun room.
From the SE corner of the great room to the NE corner of the sun room, the back-fill will
need to be lowered approximately 18” to allow this area to be one level. I expect that some
fill may need to be removed in order to accomplish this. Each step will be a 6” rise and 18”
run. The property is described as Pt GL 1 com SW cor GL 1 ...(.69 AC), Section 29 of
Amor Township: Otter Tail Lake (56-242), GD.
Kirk DuLac & Richard Hochstein represented the Application.
Motion: A motion by Sha, second by Wilson to approve provided that any excess
imported fill within the retaining walls is removed from the site. Votinq: All Members in
favor.
Break: At 8:40 P.M., the Commission took a 10 minute break.
