Motion
Motion was made by John Everts, seconded by Les Estes and unanimously carried to authorize the applicants
to use the string line test when determining the setback location for the proposed structure. It was noted that
the string line test would provide the applicants with a reasonable use of their property.

Frederick J. and Lucille M. Winkler, Fargo, ND, requested a variance of 59’ from the required ordinary
high water level setback of 100’ and a variance of 9’ from the required shore impact zone setback of 50’
for an addition to an existing cabin 41 ’ from the ordinary high water level and a variance of 9 to 10’ from
the required side lot line setback of 10’ for the placement of a garden shed approximately 0 to 1 ’ from
the east side lot line. The property is described as Lot 8, Kozelnik’s Beach, Big McDonald Lake in
Edna Township. The audience was polled with no one speaking for or against the request. After
consideration, mption was made by Craig Anderson, seconded by John Everts and unanimously
carried, to approve a variance of 59’ from the required ordinary high water level setback of 100’ and a
variance of 9’ from the required shore impact zone setback of 50’ for a 8’ by 24’ addition to an existing
cabin 41 ’ from the ordinary high water level noting that the proposed addition will be no closer to the
lake than the existing structure and to deny a variance of 9 to 10’ from the required side lot line setback
of 10’ for the location of a garden shed approximately 0 to T from the east side lot line as no adequate
hardship had been shown and other reasonable locations exist on the applicants’ property. The
applicants were granted until June 1, 1998 for the placement of the garden shed in a location that
meets all of the setback requirements of the ordinance.
Kenneth Booen - Denied
Kenneth Booen, Henning, MN, requested a variance of 30’ from the required ordinary, high water level
setback of 100’ for the placement of an existing structure 70’ from the ordinary high water level. The
property is described as Lot 37, Rainbow Lodge, East Battle Lake in Girard Township. The audience
was polled with no one speaking for or against the request. After consideration, motion was made by
Craig Anderson, seconded by Randall Mann and unanimously carried, to deny the variance as
requested, as the only hardships were self inflicted and it was noted that the structure must be placed ‘
in-a legal location by July 1, 1998.
Ed W. and Kathleen Reddy - Approved
Ed W. and Kathleen Reddy, Breckenridge, MNj requested a variance of 18’ from the required ordinary
high water level setback of 100’ for the construction of a 26’ 10” by 36’ structure 82’ from the ordinary
high water level, the property is described as the Westerly V2 of Lot 16, Birchwood Shores, Pickeral
Lake in Maine Township. The audience was polled with Joseph Hafner speaking in favor of the
variance request. After consideration, motion was made by John Everts, seconded by Les Estes and
unanimously carried to authorize the applicants to use the string line test when determining the setback
location for the proposed structure. It was noted that the string line test would provide the applicants,
with a reasonable use of their property.
Tim Angell - Approved
Tim Angell, Henning, MN, requested a variance of 18’ from the required ordinary high water level
setback of 100’ for the placement of an 8’ by 8’ storage shed 82’ from the ordinary high water level.
The property is described as part of Government Lot 4, Section 22 of Leaf Lake Township by Middle
Leaf Lake. A letter from Paul Perala in favor of the applicant’s request was read for the record. The
audience was polled with no one speaking for or against the request. After consideration, motion was
made by Randall Mann, seconded by Craig Anderson and unanimously carried, to approve a variance
of 18’ from the required ordinary high water level setback of 100’ for the placement of an 8’ by 8’
storage shed 82’ from the ordinary high water level with the condition that the 8’ by 8’ storage shed
must be placed at least 10’ from the existing bait house. It was noted that the proposed storage shed
would be no closer to the ordinary high water level than the existing bait house.
