James Mullen - Withdrawn
James Mullen, Moorhead, MN, requested a variance of 54’ from the required ordinary high water level
setback of 100’ for the placement of a 56’ by 16’ mobile home 46’ from the ordinary high water. The
property is described as Lots 13 and 14, Shady Nook Beach and Lot 8, Block 1, South Shady Nook
Beach, Pickerel Lake in Maine Township. Prior to the meeting the applicant submitted a request to
withdraw his application.
Vern and Mary K Isaacson - Approved
Vern and Mary K. Isaacson, Thief River Falls, MN, requested a variance to replace our existing deck
which is 160 square feet with a three season porch which would also be 160 square feet. The property
is described as part of Government Lot 5, Section 27 of Lida Township by Lake Lida. A letter from
Keith and Kathie Overvold in favor of the applicants’ request was read for the record. The audience was
polled with no one speaking for or against the request. After consideration, motion was made by David
Holmgren, second by Randall Mann and unanimously carried, to approve a variance to replace an
existing 10’ by 16’ deck with an 8’ by 20’ three season porch with the condition that no part of the
proposed porch can be ahead of the string line and with the condition that no more than 25% of the
total lot area can be covered with impervious surface.
Mark and Debra Waldorf -
Mark and Debra Waldorf, St. Louis Park, MN, requested the following variances:
1) a variance from the required ordinary high water level setback of 75’ and a variance from the
required road right-of-way setback of 20’ for the construction of a 5’ by 18’ 4” addition to the northeast
side of the existing cabin. The 5’ by 18’ 4” addition appears to be approximately 35’ from the ordinary
high water level and approximately 4T from the centerline of the highway, 2) a variance from the
required side lot line setback of 10’, a variance from the required ordinary high water level setback of
75’, and a variance from the required road right-of-way setback of 20’ for the placement of a 6’ by 8’
utility storage shed next to the existing structure on the southwest side. The proposed 6’ by 8’ utility
storage shed appears to be approximately 1 to 2’ from the lot line, 2’ from the existing structure, 31 to
33’ from the ordinary high water level and approximately 49’ from the centerline of the highway,
and 3) a variance to cover more than 25% of the total lot area with impervious surfaces. With the
proposed development approximately 27.7% will be covered with impervious surfaces. The property is
described as the South 32’ of Lot 21, part of unnumbered Lot E of Lot 21 and the North 12’ of Lot 22,
Camp Hatton, Otter Tail Lake in Amor Township. The audience was polled with no one speaking for or
against the request. After consideration, motion was made by Mark Steuart, second by Randall Mann
and unanimously carried, to deny the variances as requested for the proposed 5’ by 18’ 4” addition
noting that no adequate hardship had been shown and a reasonable use of the property exist without
the proposed addition. After additional discussion and consideration motion was made by Randall
Mann, second by Cecil Femling and unanimously carried, to deny the variance as requested for the
proposed 6’ by 8’ utility storage shed as no adequate hardship had been shown. No action was taken
on the third variance request, as that was an administrative request based on information found in the
applicants’ file. It was noted however that no development would be permitted if it would cover more
than 25% of the total lot area with impervious surface. It was also noted that some of the proposed
development would have been within the shore impact zone and that the granting of the requested
variances would have only made a substandard situation more substandard.
