Box 173, Fergus Falls, Minnesota 56538 Plans Dated: Date Received: August 14, 2001; July 31, 2001 Date Reviewed: August 15, 2001 SCOPE: This review is limited to the design of this particular project only insofar as the provisions of the Minnesota Plumbing Code, as amended, apply, and does not cover the water supply or sewerage system to which this plumbing system is connected. The review is based upon the supposition that the data on which the design is based are correct, and that necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features and the efficieney of equipment must be taken by the project designer. Approval is contingent upon satisfactory disposition of any requirements included in this report. Special care should be taken to insure that the material and installation of the plumbing system are in accordance with the provisions of the Minnesota Plumbing Code. A copy of the approved plans and specifications should be retained at the project location for future reference. A set of the identified plans and specifications is being returned to Ugstad Plumbing, Inc. INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of the Minnesota Plumbing Code. As specified in Minnesota Rules, part 4715.2830, no plumbing work may be covered prior to completing the required tests and inspections. Provisions must be made for applying an air test at the time of the roughing-in inspection as outlined in Minnesota Rules, part 4715.2820, subpart 2, of the code. A manometer test, as specified in Minnesota Rules, part 4715.2820, subpart 3, is required at the time of the finished plumbing inspection. It is the responsibility of the contractor/installer to notify the State Health Department when the installation will be ready for a test and inspection. To schedule inspections, contact the state plumbing standards representative for your region, or call the metro office at 1-800-926-6216, or Gary Topp at 651/215-0841. REQUIREMENT(S): 1. The drain line serving the three-compartment sink, the hand sink, and a floor drain must be at least 2 Vi inches in size. 2. Changes in direction in drainage piping must be made by appropriate use of wyes and bends. Sanitary tees are not allowed where the direction of flow changes from either vertical to horizontal or horizontal to horizontal (see Minnesota Rules, part 4715.2410). 3. Construction of the island vents must include: a. A cleanout is needed on the vertical vent pipe at the wall connection. b. The horizontal vents must connect to the sanitary sewer and be pitched at minimum slope of 14-inch per foot to allow for drainage. Naturally Northern Plumbing Plan No. 020343 Page 2 August 15, 2001 4. Faucets equipped with threaded hose connections must be provided with approved backflow preventers. 5. Pot or scullery sinks must be provided with waste outlets not less than 2 inches in diameter (see Minnesota Rules, part 4715.1390, subpart 1). 6. Water closets in public bathrooms must have elongated bowls with open-front seats. 7. Verify that roof scuppers for the addition discharge to a place of disposal satisfactory to the administrative authority. In no case, shall water from the roofs be allowed to flow upon the public sidewalk. 8. The submitted plans indicate that the new fixtures will be served by existing water distribution piping. Since the plans did not include complete information on the existing system, verify that it is sized large enough to accommodate the additional fixtures (see Minnesota Rules, part 4715.3800). Verify compliance for the cold and hot water supply lines. 9. The water piping system shall be disinfected in accordance with Minnesota Rules, part 4715.2250. The plumbing system shall be tested in accordance with Minnesota Rules, part 4715.2820. 10. Materials used for the plumbing system shall comply with the standards set in the Minnesota Plumbing Code (see Minnesota Rules, part 4715.0420). The copper water distribution piping must meet ASTM Standard B 88. PVC plastic pipe used for the drain, waste, and vent system shall comply with ASTM Standard D 2665, D 2949 or F 891 (see Minnesota Rules, part 4715.0570 through part 4715.0600). 11. All plumbing shall be installed in accordance with the Minnesota Plumbing Code (see Minnesota Rules, part 4715.0320). NOTE(S): 1. The scope of this project consists of a building addition. Installation includes a three-compartment sink, a preparation sink, a hand sink, floor drains, and a mop sink. 2. This facility is served by a private well and an individual sewage treatment system which is reviewed by the county office. 3. In accordance with a telephone conversation with Mr. John Ugstad dated August 14, 2001, the water service and building supply line is at least 1-inch in size. Authorization for construction in accordance with the approved plans may be withdrawn if construction is not undertaken within a period of two years. The fact that the plans have been approved does not necessarily mean that recommendations or requirements for change will not be made at some later time when changed conditions, additional information, or advanced knowledge make improvements necessary. Bid Opening Delayed Mr. West reported that a bid opening for 2 snow plow trucks was scheduled for tomorrow; however, with proposed legislation that could save the cost of excise and/or sales tax on the purchase of snow plow trucks, Mr West recommended delaying the bid opening. Discussion followed. Motion by Lee, second by Block, and unanimously carried to postpone the snow plow truck bid opening originally scheduled for Wednesday, May 2"*^, 2001, and reschedule it on Wednesday, June 13“’ after the legislative decision has been made. Approval of Contract - Institution Community Work Crew House Building Program Motion by Nelson, second by Lee, and unanimously carried to authorize the Chair’s signature to execute a Joint Powers Agreement between the State of Minnesota and the County of Otter Tail for the period of July 1, 2001, to June 30, 2003, for the ICWC House Building Program that provides the County $50 per day per inmate for a maximum of 12 people per day. The additional sites will permit us to accommodate the increasing numbers of requests we receive for campsites - some of which are family groups also renting cabins.
