Preliminary Plat - “Evenson's Third Addition" Lakewav Farms. LLC:
Motion by Mortenson, second by Murphy and unanimously carried, with Johnson abstaining, to approve a Preliminary Plat
titled "Evenson's Third Addition", with conditions as recommended by Planning Commission, consisting of 8 single family
residential non-riparian lots, 2 Blocks; and a conditional use permit requesting to build 1635 feet of road to County and
Township specifications to access the proposed lots In Evenson's Third Addition. The proposal is located at 41812 Matson Point

Otter Tail Countv Highway Department:
Motion by Johnson, second by Murphy and unanimously carried to approve a conditional use permit application to the Otter
Tail County Highway Department, with a condition to expire in three (3) years, requesting to use the house and workshop as
the temporary location of the Sign Shop until a new shop is built. The proposal is located at 29283 Co. Hwy 45, Section 26 of

Little McDonald and Kerbs and Paul (LMKP) Lakes Improvement District:
Motion by Murphy, second by Bucholz and unanimously carried to approve a conditional use permit application to put in a
navigation channel between Kerbs and Little McDonald Lakes and permission to remove the required amount of soil above
OHW at the channel location and to place that material, along with the rest of the material from the channel, on the same parcel
and on the adjacent parcel to the east. The proposal is located near 44650 W. Little McDonald Dr., Section 2 of Edna Township;

Meeting of the Otter Tail County Planning Commission was held on July 14, 2021 at 6:30 P.M
at the Government Services Center; the hearing was held in person and via Microsoft Teams
due to the health pandemic and declared emergency in accordance with Minn. Stat. Sec.
13D.021.
Roll Call:
Members Present; Rod Boyer, Judd Fischer, Brent E. Frazier, Richard Gabe, Bruce Stone,
David Trites, and Rick Wilson.
Members Absent: David Wass.
Michelle Eldien represented the County Attorney's Office and Chris LeClair represented the
Land & Resource Management Office.
Minutes of June 9, 2021: A motion by Frazier, second by Gabe to approve the June 9, 2021
Minutes as presented. Voting: All members in favor.
“Evenson’s Third Addition” Lakewav Farms. LLC - Approved With Conditions:
A Preliminary Plat titled "Evenson’s Third Addition” consisting of 8 Single Family Residential

Hi Marsha,
The Minnesota Pollution Control Agency (MPCA) Detroit Lakes office received the attached notices of public hearing for
this evening's Planning Commission meeting and I got them yesterday afternoon. Per usual, the Applicants should obtain
and comply with any necessary permits as applicable, including the National Pollutant Discharge Elimination System
(NPDES)/State Disposal System (SDS) Construction Stormwater permit. Information on the MPCA's Construction
Stormwater permitting program, including who needs to obtain the permit prior to construction, can be found on the
MPCA's website at https://www.pca.state.mn.us/water/construction-stormwater. In general, permit coverage is needed
by the owner or operator of any construction activity disturbing one acre or more of soil, or less than one acre of soil if
that activity is part of a larger "common plan of development or sale" that covers more than one acre. An example of a
larger common plan of development or sale might be a housing subdivision. If required, permit coverage should be
obtained prior to starting construction work. Questions can be directed to the contacts at the bottom of that webpage.
If the proposed Kerbs-Little McDonald navigation channel project does not require MPCA construction stormwater
permit coverage, I would request or recommend that the project proposers ensure that any soil or material placed along
the shoreline is immediately and permanently stabilized so that it does not end up back in the lake.
