Thompson - Denied. Elizabeth M. Thompson, Edina, MN, requested a variance “to redo interior and exterior of old shed, 14’ by 20’ needing repairing, into a sleeping cabin. No plumbing/No Heating. Replace deteriorated deck with a porch (enclosed) 10’ by 14’ on backside. Add on a lean to on north side of original building (8’ by 20’). As far as we know the lot pies out on the NW to NE on Northerly line, so we should be in compliance with the 10’ lot line regulation.” Per the Land and Resource Department the proposed additions will be 34’ and 54’ from the ordinary high water level, the lot line setback will be 5.5’ and there will be two dwellings on one parcel. A letter from Richard West, County Engineer, in support of a 20’ variance was read for the record. The audience was polled with no one speaking for or against the request. After consideration and discussion, motion was made by David Holmgren, second by Cecil Femling and unanimously carried to approve a variance of 20’ from the required road right-of-way setback of 40’ for the placement of a 24’ by 24’ garage/shed 20’ from the road right-of-way. Ramon and Sandra Springer, Breckenridge, MN, requested variances of 4’ and 5’ from the required side lot line setback of 10’ for the replacement of an older structure with a 28’ by 40’ dwelling 5’ from the east lot line and 6’ from the west lot line and a variance of 5’ from the required side lot line setback of 10’ for the replacement of an existing shed with a new 8’ by 14’ shed 5’ from the east lot line. After consideration and discussion, motion was made by David Holmgren, second by Cecil Femling and carried with Randall Mann abstaining, to deny the variance as requested as the proposed structure is oversized for the size of the applicants’ lot. Normally I do not support variances from the 40 foot R/W setback requirement as this setback provides the necessary width for the additional R/W and Temporary Construction Easements when a highway is re-built. In this case however due to the terrain and the existing highway alignment I would support a 20 foot variance for the required 40 foot R/W setback requirements.
