Thomas Milton introduction Woods-related accidents due to chainsaw misuse and tree-felling by inexperienced operators have increased sharply as the eagerness to return to wood burning has grown. The primary objectives of this section are to create awareness of the risks involved in processing and pur­ chasing firewood and to develop essential firewood prepa­ ration skills. By legal definition a cord shall consist of 4-foot-long logs. However "pulpwood" cords consisting of 100-inch long logs are generally used by puipwood-using companies. How much solid wood (i,e., excluding bark and voids between logs) is in a cord? Solid wood content varies from about 50 to 100 cubic feet per cord depending on the diameter, roughness, and crookedness of the logs. Eighty- five cubic feet per cord is an accepted average value. When a cord of logs is sawed and split into firewood, the solid wood content remains unchanged but the overall pile volume becomes somewhat less than 128 cubic feet because pieces will then pack together more tightly, Minnesota law states that a cord of logs sawed into firewood lengths and stacked neatly shall occupy 110 cubic feet of space and a cord of logs sawed, split, and stacked neatly shall occupy 120 cubic feet of space (figure Purchasing Firewood Pros And Cons Firewood can be purchased in several forms. Obviously the more service the seller provides (such as splitting, seasoning, delivering, and stacking), the less labor, time, and equipment will be required of the homeowner. How­ ever, the expense will be greater. Considering the present price of natural gas and the relative availability of wood, many urban homeowners may be paying more for prepared firewood than is economically justified. "Economics of Burning Wood," page 13, thor­ oughly discusses how to compare alternative fuel prices. There are several other problems in buying firewood. The species and quantity of wood being bought may not be known and it is inconvenient to determine how thoroughly the wood has been dried. Purchasing firewood may be a better choice if only a cord or two per year is needed, or the buyer lacks the time, equipment, and physical ability to prepare firewood and can justify the extra cost. Water may be a substantial yet unknown part of the total weight. Even though the /./eight method is more precise (and used by some forest industries), most firewood dealers sell on a volume basis because it is well understood and readily measured by both buyer and seller. Board's decision, Mr. regarding Mr. Erickson's situation. of Commissioners (Andy Chairman) heard and ultimately approved Mr. Erickson's request During the Lindquist asked me to write this letter to you This situation began on October 20, 1992 at which time Kyle Westergard (Inspector) of our office noticed that at least 50 trees of various sizes and types had been uprooted on what was later learned to be Mr. Erickson's property. This activity occurred approximately 175 feet landward of the cattails surrounding Twin Lake. Please be advised that a project of this type Is subject to regulation and in some cases Conditional Use Permits under our new Shoreland Management Ordinance (adopted February 5, 1992 as per State mandate). Since Mr. Westergard did not observe a Conditional Use Permit posted on Mr. Erickson's property and since he could not locate a Conditional Use Permit on file in our office, he sent Mr. Erickson a letter dated October 20, 1992. On October 23, 1992, I had a telephone conversation with Mr. Erickson. Among other things, Mr. Erickson indicated that he was removing these trees in order to create cropland. Herein lies the problem. Section IV.5.B. of our new Shoreland Management Ordinance in language taken directly from the State Standards (effective July 3 issuance of a Conditional Use Permit. Unfortunately, the State Standards do not and therefore our Shoreland Management Ordinance does not define "forest". These contacts were made in order to determine whether or not the DNR had a definition for "forest*. As a result, I learned that there was not a standard definition, however a working definition indicated that a stand of trees must have a volume of 3 cords/acre to be considered a forest. After discussing this matter with our County Attorney (Wally Senyk), it was decided that Mr. Erickson should apply for an After-The-Fact Conditional Use Permit since it appeared that his trees would be considered a forest under the 3 cords/acre definition. □n November 6, 1992, I informed Mr. Erickson by letter that he should apply for the After-The-Fact Conditional Use Permit. Erickson did apply and as previously stated was granted a Permit.
