Kurtis and Sheila Dahl;
On October 8, 2003 the Planning Commission passed a motion to recommend approval of
your request. Their motion is as follows:
A motion by Estes, second by Maske to approve (600 cubic yards of fill material as
amended by the Applicant), with the following conditions: 1. Appropriate erosion control
measures are implemented. 2. Finished grade includes 4:1 side slopes. 3. The
Applicant must obtain Township approval for ingress and egress. 4. May do the work this
fall provided it is completed by November 15, 2003.
On October 14, 2003, the County Board of Commissioners passed a motion to approve the
request as recommended by the Planning Commission.
As you can see, there are conditions placed on this approval. Once these conditions are
met, our Office will process your Conditional Use Permit.

Motion by Froemming, second by Nelson, and unanimously carried to approve a Conditional
Use Permit to grade and fill an area and build a commercial storage building with conditions
as recommended by the Planning Commission. The property is described as Pt GL 2 & 7...,
Section 15 of Maine Township; Round Lake/Pickeral Lake (56-476/475).
Conditional Use Permit - Man/in Bolstad:
Motion by Mosher, second by Block, and unanimously carried to approve a Conditional Use
Permit to open a gravel pit and reclose it with conditions as recommended by the Planning
Commission. The property is described as GL 2 & 3 Ex Trs (41.09 Ac), Section 34 of Tumuli
Township; Ten Mile Lake (56-613).
Conditional Use Permit - Galen & Laura A. Youngsma:
Motion by Froemming, second by Nelson, and unanimously carried to approve a Conditional
Use Permit to remove existing cottage and driveway with conditions as recommended by the
Planning Commission. The property is described as Lot 15 Oak Ridge Beach, Section 14 of
Amor Township: Otter Tail Lake (56-242).
Conditional Use Penvit - Madsen’s Resort:
Motion by Mosher, second by Froemming, and unanimously carried to approve a Conditional
Use Permit to increase garage/storage space and office/storage area with conditions as
recommended by the Planning Commission. The property is described as Blanche Lake
Beach Pt Outlet A 256’ on Road x 309.4’ on Lake (32 Ac), section 1 of Everts Township:
Blanche Lake (56-240).
Recess & Reconvene
At 11:16 a.m.. Chairman Lee declared the meeting of the Otter Tail County Board of
Commissioners recessed for a short break. At 11:24 a.m., the meeting was reconvened.
Payroll Procedures Discussion
Detention Facility Administrator, Richard Akerman, appeared before the Board on behalf of
several employees in the Detention Center regarding a change in the payroll process. He
reported that a number of staff at the facility brought up concerns regarding a new payroll
process being implemented. He stated that some staff do not have checking accounts for the
direct deposit, paychecks may not reach employees on payday if not mailed a day early, and
some employees wish to continue to pick up checks in the Treasurer’s office. Discussion
followed. No action was taken.
Bid Award - CSAH 21 Culvert Replacement
After previously advertising for bids. Highway Engineer, Rick West, opened the following bids
for CSAH 21 Culvert Replacement at 1:00 p.m. on October 8, 2003:

Philip Burseth - Tabled to April 8, 2004*:
A Conditional Use Permit Application : Clean 1300’ of old ditch 2’ deep x 6’ wide, spoil pile
to be leveled in the field, clear & grub trees 1®*. *This ditch clean out will only remove
excess water not drain area completely. The property is described as Lots 1, 2, 3 & SW1/4
NE1/4 & NW1/4 SE1/4 (160.14 Ac), Section 16, Dane Prairie Township: Wall Lake (56-
658), GD.
Dennis Delzer (contractor) & Philip Burseth represented the Application.
Motion: A motion by Estes, second by Be 'er to table, at the Applicant’s request, to April
8, 2004 to allow the applicant to provic 3 a topographical survey of all areas having a
potential of being drained and a profile grade map showing the existing and the proposed
grades. The information is to be rer^- ’/ed by Land & Resource Management no later than
March 19, 2004. (*NOTE: At the
Meeting Date is “April Voting: All Members in favor.
Kurtis & Sheila Dahl - Approved With Conditions:
A Conditional Use Permit Application Stating: Request to grade and fill 120’ x 140’ area
and build a 40’ x 10T 20 unit commercial storage building. We wish to simply level the lot
it may however take up to approx. 300 cubic yards of fill. The property is described as Pt
GL 2 & 7...., Section 15 of Maine Township: Round Lake/Pickeral Lake (56-476/475),
NE/RD.

stockpile gravel & rock - replace black dirt seed & mulch. Work to be done in 2004 after
road restrictions & by September 1, 2004. Stock piles to remain until September 1, 2005.
The property is described as GLS 2 & 3 Ex Trs (41.09 Ac), Section 34 of Tumuli Township:
Ten Mile Lake (56-613), RD.
Dennis Delzer (contractor) & Marvin Bolstad represented the Application.
Motion: A motion by Lachowitzer, second by Trites to approve as presented, with the
following conditions: 1. There are no stockpiles within 600’of the lake. 2. The area is
reclaimed within 60 days of starting the project (must notify Land & Resource Management
when starting the project). 3. Appropriate erosion control measures are implemented.
Voting: All Members in favor.
