SUMMARY:
9/6/17 Alex Kvidt received a complaint stating that the property owner had created a concrete ramp down
to the lake though the bluff.
9/6/17 Alex Kvidt visits the Adelman property and finds a concrete ramp/sidewalk though the bluff and a
screen porch in the bluff impact zone with no permits.
9/7/17 Alex Kvidt sends Scott and Shaina Adelman a violation citing a concrete ramp in the bluff and a
screen porch in the bluff impact zone with no permits.
9/27/17 Alex Kvidt called Scott Adelman back and informs him about the violation and that permits were
needed for that work. Alex Kvidt forwarded the call to Bill Kalar. Scott Adelman leaves Bill Kalar a
voicemail.
9/27/17(11:35 AM) Bill Kalar called Scott Adelman and can't leave a voicemail because the mailbox is
full.

fact process to keep or he needs to tear out. He didn't like my answer so I forwarded the call onto Bill.

Meeting of the Otter Tail County Planning Commission was held on July 15, 2015 at 6;30
P.M. in the Commissioner's Room, Government Services Center, Fergus Falls, Minnesota.
Roll Call:
Members Present: Loren Bailey, Rod Boyer, Brent E. Frazier, Richard Gabe, Bert Olson,
Jack Rosenthal, Robert Schwartz, David Trites, David Wass and Rick Wilson.
Members Absent: None
David Hauser represented the County Attorney's Office and Bill Kalar represented the Land
& Resource Management Office.
Minutes of July 8, 2015: A motion by Bailey, second by Frazier to approve the July 8,
2015 Minutes as presented. Voting: All members in favor.
Scott & Shaina Adelman - Denied:
Conditional Use Permit Application (as stated by the Applicant on the Application): This is an after-
the-fact request. Retaining walls at front and side of house, rock bed over holding tanks,
paved driveway to garage, boulder rip rap at shoreline, boulder privacy wall at shore, sand
area at shoreline, remove 8 trees and stumps, top-dress area by lake shore. The project is
located at Lot 9 BIk 1 Palms of Lida, Section 16 of Lida Township; Lida Lake (56-747) GD.

Christensen Vacation Holdings LLC (Stephen & Janice Christensen) - Approved as
Presented/Revised:
Conditional Use Permit Application (as stated by the Applicant on the Application): We are
requesting permission to relocate our concrete driveway currently providing access from
State Hwy. 78 to our lake home on Otter Tail Lake. This driveway is also used to access the
Monk residence southwesterly of our home. We are proposing to keep the current access
on the highway the same but realign the driveway from the northwesterly right of way line
southwesterly across our property to the southerly line of our property and then running
northwesterly along our southerly property line to the existing concrete driveway which runs
behind our home. For safety concerns we believe the realignment is necessary to prevent
further damage from vehicles sliding down the existing driveway and crashing into our lake
home, or the possibility of striking someone outside of our home, or seriously injuring
someone within the vehicle. The new driveway will be a 10 foot wide concrete surface
identical with our existing driveway. The realignment is 225 feet long and will run through
approximately 90 feet of bluff. We are estimating 2475 cubic yards of excavation and 10
cubic yards of fill with a 0 to 75 foot width of cut and a maximum depth of cut of 0 to 16 feet.
We have submitted a soil stabilization and erosion control plan provided by Christensen
Construction of Battle Lake, MN. Erosion control measures will be in place prior to and

during the length of the project. Once the project is complete we have projected our
impervious surface percentage to be 20% across pur entire property. Upon approval of the
new driveway, the 10 foot wide concrete along the old driveway will be removed and the
excavated material from the new driveway construction will be used as fill to restore the
original bluff area along, either side and across the old driveway site. The rernaining
excavated material from the new driveway project will be hauled off site. The existing
driveway runs through a bluff area at a slope of approxiinately 17% and is in line with the
center of our lake horne. The new driveway will have a slope through the bluff area of
approximately 13% and will be in line with the green area between our lake home and the
Monk. The project is located at Lots 9 & 10, Balmoral Beach and Part of GL 2, Sec. 31 of
Otter Tail Township, Otter Tail Lake (56-242), GD.
Richard Gabe recused himself from this Application.
Jerame Tysdal (Tysdal Construction), Steffen & Janice Christensen, John Christensen
(Christensen Construction) and Glenn Howe (Anderson Land Surveying) represented the
Application.
Motion: A motion by Trites, second by Bailey to approve as presented in the revised
drawing received July 15, 2015. This proposal improves the existing situation. Voting: All
Members in favor.
Landon & Maria Menz - Approved with Conditions:
Conditional Use Permit Application {as stated by the Applicant on the Application): Construction of a
four season home on Scalp Lake, which includes well, septic, approach, driveway, and
dwelling. Home will be a walk-out rambler. Construction of dwelling requires an alteration in
the natural drainage of the property. Drainage exiting to property on the southvyest side will
be re-routed around the structure. Impacted run-off does not enter the lake. 335± total yards
of earthmoving and filling (additional details on file at Land & Resource Management). The
project is located at Lot 20 BIk 2 of Scalp Lake Acres, Section 7 of Hobart Township; Scalp
Lake (56-358), RD.
Landon Menz represented the Application.
Motion: A motion by Trites, second by Rosenthal to approve the Applicant’s request,
provided: 1 The Applicant secures the services of a professional for a drainage plan to slow
down and retain onsite the water runoff. 2. Recalculate the impervious surface to include the
trail and turn around at the bottom of driveway. 3. Land & Resource approves the submitted
plans. Voting: All Members in favor.
Friends of Creation Science LLC - Approved with Conditions:
Conditional Use Permit Application (as stated by the Applicant on the Application): In
addition to the current agricultural use, we are requesting a conditional use permit to allow
the described property to be used for religious, education and recreational purposes.
Permission is requested to develop a tentihg'site in Tier 1, upgrade a private road, put in a
new private drive With an upgraded approach, place two signs, establish 4 RV camping sites
in Tier 2 for current volunteer and staff housing, and utilize the existing house for staff and
camper use. The proposed changes would be done over the next five years with completion
expected by November 2019. The planned educational use of the property is for teaching
science, environmental studies and leadership training. The recreational use of the property
would be horseback riding, hiking, canoeing, kayaking, temporary overnight camping and

West Central Initiative Reports
Dale Umlauf, WCI Vice President of Business Development, presented an Economic Development
Snapshot of West Central Minnesota. He spoke about population growth over the last five years, the 65+
age wave, unemployment, poverty rates, and average wages. Lengthy discussion followed regarding an
upcoming shortage of workers, benefits of technical school education, and lack of affordable housing. Tom
McSparron, WCI Donor Services Officer, provided an update of WCI activities over the past year.
Planning Commission Recommendations
Conditional Use Permit- Scott & Shaina Adelman:
Motion by Johnson, second by Froemming, and unanimously carried to deny the after-the-fact Conditional
Use Permit request of Scott & Shaina Adelman as recommended by the Planning Commission and for
reasons stated in the Planning Commission minutes dated July 15, 2015. The Land & Resource
Management Office will work with the Applicant to gain site restoration. The project is located at Lot 9
BIk 1 Palms of Lida, Section 16 of Lida Township; Lida Lake (56-747) GD.
Conditional Use Permit - Christensen Vacation Holdings LLC (Stephen & Janice Christensen):
Motion by Rogness, second by Froemming, and unanimously carried to approve a Conditional Use Permit
to relocate a driveway that services this residence as presented in the revised drawing received by the
Land & Resource Management Office July 15, 2015. The project is located at Lots 9 & 10, Balmoral
Beach and Part of GL 2, Sec. 31 of Otter Tail Township, Otter Tail Lake (56-242), GD.
Conditional Use Permit - Landon & Maria Menz:
Motion by Froemming, second by Johnson, and unanimously carried to approve a Conditional Use Permit
for site preparation for a building location and construction of a driveway to service the lot with conditions
as recommended by the Planning Commission. The project is located at Lot 20 BIk 2 of Scalp Lake Acres,
Section 7 of Hobart Township: Scalp Lake (56-358), RD.
Conditional Use Permit - Friends of Creation Science LLC:
Motion by Froemming, second by Huebsch, and unanimously carried to approve a Conditional Use Permit
for four (4) Recreational Camping Units (RCUs) as presented in the Applicant’s revised request with
conditions as recommended by the Planning Commission. The project is located at NW% SE'/4 GL’s 1 &
2, & E'A SWA Section 21 of Girard Township; Mason Lake (56-196), NE & West Battle Lake (56-239), GD.
Final Plat - “The Love Park Addition”
Motion by Rogness, second by Froemming, and unanimously carried to approve the Final Plat of
Johanna R. Love consisting of four (4) residential backlots and one (1) lot attached to a lake lot located in
Section 28 of Girard Township: West Battle Lake (56-239).
Aquatic Invasive Species (AIS) Task Force
Motion by Huebsch, second by Froemming, and unanimously carried to approve $209.00 for ads in the
Perham Focus and Perham Contact with their annual fishing photo display as recommended by the AIS
Task Force.
Motion by Rogness, second by Johnson, and unanimously carried to approve, up to $1,000, for self
looping flex tags with the message of "plug-in plug-out and clean, drain, dry, dispose". The tags will
continue the AIS education and awareness campaign.
