MINN. li^DEPARTMENT OF NATURAL RESOURCES STATE OF July 21, 1976 Chairman Charles Beck Otterteiil County Planning - Advisory Commission Ottertail County Courthouse Fergus Falls, Minn, Rej Special Use Application No. 56-747 Idda Township Dear Sirsj On Wed, July 21, 1976, I inspected the above mentioned Special Use Application on Lake Lida, It is my understa,nding that the applicant vdshes to cut the topsoil off in this area and fill the low area to the rear of these lots. There are several problons with detrimental impacts that would result from such a project. They are as follows; 1.Extensive erosion can be expected to result on this heavy clay soil. Such erosion could enter Lake Idda causing siltation in nearby spawn­ ing beds and siltation of adjoining property owners shorelines. Natural vegetation now existing retards runoff and soil erosion, util­ izing excess nutrients that could enter the water. Removal of such vegetation resulting from this project would negate the protection now afforded. Re-establishment of ANY vegetation here would be most difficult, since the soil remaining after earth movement would be void of nutrients and moisture conditions necessary to sustain plant growth. 2. 3* The aesthetic impact of the removal of existing trees and vegetation wDLild be most undesirable. No screening vegetation would remain and a scar on the landscape would certainly be noticed from the lake, 4« Adjacent lot owners to this proposed project would find their property topography does not blend in naturally vath the proposed cut. There are many areas on this shore of Lake Idda that have had the banks cut. Such banks are now raw and exposed yet to this day, being -unable -to revege-tate •themselves na-turally. If any cut-ting were allowed on Clay Point, I can only forsee a compounding of -the existing unstable soil conditions in -this area, wi"th -the resulting problems mentioned above, Hevegetation -through seeding and mulching or even sodding would likely not survive, because of unsuitable soil condi"tions, I can only recommend -then -that Clay Point remain in it's present natural condi­ tion in order to pro-vide minimsil impact upon the lake and surrounding property.
