After discussion and consideration, Thomas Lee made a motion, second by Steve Schierer and carried with Leona Zimmerman
voting no, to approve a variance of 7’ from the required road right-of-way setback of 20’ for the placement of a 14’ by 20’ garage
13’ from the road right-of-way with the condition that no more than 25% of the total eligible lot area can be covered with
impervious surfaces. It should be noted that the variance as approved does not directly or indirectly grant any other variances for
the proposed development. It was also noted that the proposed garage is a reasonably sized structure.

Monica J. and Larry Wieers, Lots 5 and 6 Dunneden Beach, Lake Lizzie in Dunn Township, requested the following:
Due to structural failure of existing garage, we are asking permission to build a garage on the existing site, which is
currently four feet from property line at the closest point. Pete Thelen, the applicants' contractor appeared with the
applicants at the public hearing. The audience was polled with no one speaking for or against the variance as
requested. After discussion and consideration, Steve Schierer made a motion, second by Thomas Lee and
unanimously carried, to deny the variance as requested as no adequate hardship/practical difficulty had been shown
that would allow for the granting of the variance as requested as the applicants have adequate room to comply with
the setback requirements for there proposed development and the applicants can obtain a reasonable use of there
property without the granting of the variance as requested.
Richter Trust - Withdrawn. (6:33 p.m.)
Richter Trust, Lots 31 and 32 Cedar Park Club, Swan Lake in Dane Prairie Township, requested the following:
Previous variance approved 62’ ordinary high water level setback for a 5’ by 14’ breezeway. New owners did not
realize this would require adding a third doorway to the existing 4-season room. To avoid adding third door, propose
adding 6’ by 18’ expansion to existing 4-season room, and 13’ by 14’ screened porch/breezeway, still being 62’ from
the ordinary high water level, which would attach the existing dwellings. Requirement is 100'. (6' by 18' expansion
over existing deck) The audience was polled with no one speaking for or against the variance as requested. Prior to
the meeting the applicant submitted a letter stating that the variance application was being withdrawn.

Elton L. and Carol J. Hendrickson, part of Government Lot 8, Section 4 of Lida Township by Franklin Lake, requested
a variance of T from the required road right-of-way setback of 20’ for the placement of a garage 13’ from the road
right-of-way. The audience was polled with no one speaking for or against the variance as requested. After
discussion and consideration, Thomas Lee made a motion, second by Steve Schierer and carried with Leona
Zimmerman voting no, to approve a variance of 7’ from the required road right-of-way setback of 20’ for the placement
of a 14’ by 20’ garage 13’ from the road right-of-way with the condition that no more than 25% of the total eligible lot
area can be covered with impervious surfaces. It should be noted that the variance as approved does not directly or
indirectly grant any other variances for the proposed development. It was also noted that the proposed garage is a
reasonably sized structure.
Clarification - Greg and LaRae Langerud - Requested Modification Approved. (6:45 p.m.)
From the September 3, 2009 meeting -
Greg and LaRae Langerud, Lots 4 and 5 Block 1 Prairie Ridge and Lot 5 Jacobs Beach, Prairie Lake in Pelican
Township, requested the following: existing house, built prior to October 15, 1971, is located 6’ from property line.
Variance request is for 4’ on east side of property. Construction will change pitch of roof over main entrance to match
to a garage roof line. Construction will also change pitch of front porch to a gable. Being behind building line,
approximately 70’ from lake shore. All changes are to roof line only. The audience was polled with no one speaking
for or against the variance as requested. After discussion and consideration, Michael Harris made a motion, second
by Thomas Lee to approve the variance as requested with the condition that no more than 25% of the total eligible lot
area can be covered with impervious surfaces. This motion failed with three members voting in favor of the motion
and with three members voting in opposition to the motion. After additional discussion and consideration, Randall
Mann made a motion, second by Steve Schierer and carried with Michael Harris and Robert Schwartz voting no to
approve the variance as requested with the condition that the existing boathouse must be removed and the lakeside
deck must be eliminated from the proposed project. It should be noted that the variance as approved will most likely
result in imperious surface coverage greater than the allowable 25%, but less than the 29.8% as stated on the
drawing submitted with the variance application.
As modified at the October 1, 2009 meeting - After discussion and consideration, Steve Schierer made a motion,
second by Thomas Lee and carried with Leona Zimmerman abstaining, to amend the motion stated above to read as
follows: to approve the variance as requested with the condition that the existing boathouse and the sidewalk areas
identified in yellow on the drawing submitted at the October 1,2009 meeting must be removed before proceeding with
the proposed project. It should be noted that the variance as approved will most likely result in imperious surface
coverage greater than the allowable 25%, but less than the 29.8% as stated on the drawing submitted with the
variance application and less than what would have been permitted under the September 3, 2009 approval.

placement of a 1,500-gallon holding tank 1.5’ from the property line. It was noted that the applicant’s measurements
are accurate, that there is adequate room for the maintenance of the holding tank and that the applicant considered
the location of the neighboring wells in the selection of this site. Hardship is a substandard lot of record.

Lauren and Mary Egdahl - Approved
Lauren and Mary Egdahl, Richville, MN, requested the following: “We are requesting a variance
from the water line set back and the new interpretation of the string line test. We propose to
remodel (all within the existing roof and footings), and build an addition to our present cottage,
which was built in 1965 and stands forty (40) feet from today’s water line. The addition would
be set back six (6) feet from the front line of the existing cottage, with side yard setbacks of
forty-four (44) feet on the north, and thirty-two (32) feet on the south. The addition would be
behind a string line from either corner of my cottage to each of my neighbors. Both are aware of
my plans and have no objections. Total impervious surfaces would be just under 10%. With
our neighbor on the north we purchased a contiguous one hundred (100) foot lot and split it, to
preserve the open space.” The property is described as Lgt 18 and the Southwest One-Half of
Lot 19, Oak Ridge Beach, Otter Tail Lake in Amor Township. The audience was polled with no
one speaking for or against the request. After consideration, motion was made by John Everts,
seconded by Randall Mann and unanimously carried, to approve the variance as requested
noting that the proposed development will be no closer to the ordinary high water level than the
existing structure.
Charles and Shirley Truax - Approved
Charles and Shirley Truax, Detroit Lakes, MN, requested a variance of 5’ from the required lot
line setback (road right-of-way setback) of 10’ for the placement of a drain field (leach field) 5’
from the lot line. The property is described as part of Lot 7, Abies Acres, Star Lake in Dora
Township. The audience was polled with no one speaking for or against the request. A letter
from Marguerite Engel in favor of the variance request was read for the record. A letter from
Dora Township granting approval of the variance request was read for the record. After
discussion and consideration, motion was made by John Everts, seconded by Cecil Femling
and unanimously carried, to approve a variance of 5’ from the required lot line setback (road
right-of-way setback) of 10’ for the placement of a drain field (leach field) 5’ from the lot line.
Peter Ziolkowski - Approved
Peter Ziolkowski, Perham, MN, requested a variance of 5’ from the 18’ maximum height of a
non-dwelling structure for the construction of a structure having a height of 23’. The property is
described as part of Government Lots 6 and 7, Section 31 of Corliss Township by an unnamed
lake. The audience was polled with no one speaking for or against the request. After
discussion and consideration, motion was made by Cecil Femling, seconded by Craig Anderson
and unanimously carried, to approve a variance of 5’ from the 18’ maximum height of a non
dwelling structure for the construction of a structure having a height of 23’. It was noted that the
structure will not obstruct the vision of the adjacent property owners and that the proposed
structure is over 200’ from the ordinary high water level.
Ties Muenchau - Approved
Ines Muenchau, Lincoln NE, requested a variance “to place a 1,500 gallon holding tank 1.5’
from property line. The existing system is not legal. This is the only area on this property to
place this tank to bring this system up to today’s code." The required setback from a lot line for
the placement of a holding tank is 10’. The property is described as part of Government Lot 8,
(adjacent to the West One-Half of Lot 1, Sunset Lodge) Section 4 of Lida Township by Franklin
Lake. Elton Hendrickson represented the applicant at the public hearing. The audience was
polled with no one speaking for or against the request.
