I don't know if it would help in your conversations with the county, but when we purchased our cabin in the early 1990s the original owner of your property had a storage shed in approximately the same location as your current shed although his shed was closer to our shared property line than your current shed is. I would say that I don't really see how you could find a better location for the shed on your property than where it is currently. Moving it farther away from our shared property line would seem to me to be a significant issue with your access to your property and cabin.
