Paul T. and Lois Ann Larsen, West St. Paul, MN, requested permission to re-construct on the same site the concrete foundation of a one story utility building (the northeast corner of which is about 6’ from the property line). This building has been on this same location/site since the 1930’s. It would be an undue hardship to move the structure to another part of the property because one or more mature trees (oak- pine) would need to be cut down or the holding tank re-located. The property is described as Lot 11, Evander Beach, Eagle Lake in Eagle Lake Township. The applicants stated that they wish to rebuild the foundation in the exact same location. The existing structure would be either lifted up or lifted up and removed, the foundation reconstructed and the existing structure placed back on the reconstructed foundation. The audience was polled with no one speaking for or against the request. After consideration, motion was made by David Holmgren, second by Rod Boyer to deny the variance as requested noting that no adequate hardship had been shown and another location for the placement of the utility building does exist which does not require a variance from the required setback standards. The motion passed and the applicants’ request was denied with Rod Boyer, David Holmgren and Mark Steuart voting in favor of the motion as presented. William A. This building would have a 4/12-roof pitch for adequate slope for snow to slide off, as the building would be surrounded by trees and very little wind penetration. This would bring the roof height to approximately 22’. The building would be approximately 750’ from the nearest lake shoreline. I am selling my farm buildings and plan to move my equipment into this storage building. I need the fourteen foot door height to fit some of my vehicles etc. I understand the ruling is any building within 1000’ of a recreational lake can be only 18’ tall. The property is described as Lot 21, Block 1, Tonseth Heights, Tonseth Lake in Friberg Township. The audience was polled with no one speaking for or against the request. After consideration, motion was made by Steve Schierer, second by Cecil Femling and unanimously carried, to approve a storage building having an overall height of no more than 20’. As I worked-through the application I ran into a few issues. I’ll appreciate your help: Working from building permit No. 1119 dated 7-13-73, a copy of which was found among the papers inherited when I purchased the property, I found the lake classification listed as “NE”. The lake number on that application is 56-534, named IDA, in section 10 of township 137 range 41. 1. The Shoreland Ordinance Standards show the water frontage for classification NE as 200’ whereas my lot and the adjacent lots have a frontage of 100’. Indeed, the plat (of Y & M properties) shows most frontages at or close to 100’ with the exception of a single 175’ frontage on some swampland. Permit No. 1119 authorized the location of a mobile home with a 110’ setback but the Shoreland Ordinance standard for classification NE is 200’. If the classification of this development is indeed “NE” then my lot and nearly all of the lots in this plat cannot be developed. This doesn’t seem right because none of the permanent or temporary structures in the entire plat have a 200’ setback. Is the classification really “NE” or is it \ “GD” as indicated by the actual frontage of 100’ and square footage of 20,600? u The structure I’m erecting will server primarily as a garage. The footings will be below the frost line and one end of the building will have a basement. It will be situated three feet behind an existing trailer home. I plan to install a frost-proof well-head and bury my water line to this basement. The bathroom and laundry facihties presently loeated in the trailer will moved to rooms above this basement. A furnace and hot water heater located in this basement will replace the furnace and hot water heater presently located in the trailer. The basement will also server as a storm shelter.^ Temporarily, a breezeWay ^ fvill attach the new building to the trailer. This arrangement will not change the load on the septic system in any way however the load will be altered in a few years as discussed ^ ,miii tkuii^iu in (3.) below. The present Onsite Sewage Treatment System was constructed under permit SPl 745. Is a new permit required? Jn My intention is to replace the trailer with an attachea home in a few years. Should my^^ application consider only my current project or should it include that which I might conclude in four or five years?
