After discussion and consideration, Thomas Lee made a motion, second by Paul Larson and unanimously
carried, to approve the proposed subdivision of Lot 9 Block 3 into two tracts for non-residential use as
described in the variance application dated March 20, 2015 and as depicted on the drawing submitted with
the variance application with the condition that a registered surveyor’s drawing must be provided at the time
of conveyance and with the condition that the area contained with the backlots cannot be used when making
the impervious surface calculation for front lot development. The variance as approved is consistent with
past actions of the Board. The variance as approved does not directly or indirectly grant any other variance
for development on the newly created tracts resulting from the subdivision of Lot 9 Block 3.
Julie Swenson Tiede - Variance application approved with modifications. (6:47 p.m.)
Julie Swenson Tiede, Lot 7 Block 1 Eastwood Shores, Clitherall Lake in Clitherall Township, requested the
following; Proposing to replace the existing deck. Replace 8’ by 34’ deck. Change to 10’ by 24’ deck and
add 10’ by 10’ screened in porch. The Structure will be 90’ from ordinary high water level. Asking for 10’
variance. Required setback is 100’ from the ordinary high water level. Scott Buchholz, Contractor
appeared with the applicant at the public hearing. The audience was polled with no one speaking for or
against the variance as requested. After discussion and consideration, Steve Schierer made a motion, second
by Rod Boyer and carried with Thomas Lee and Ward Uggerud voting no, to approve the replacement of an
existing 8’ by 34’ deck with an 8’ by 24’ deck and an 8’ by 10’ screened in porch. The variance as
approved permits the replacement structures to be the same size as the existing deck. It was noted that the
proposed development is repair/maintenance to the existing deck. The variance as approved does not
directly or indirectly grant any other variance for the proposed development. The variance as approved will
provide the applicant with a reasonable use of her property.
Kenneth J. and Janice E. Bauer — Tabled (6:55 p.m.)
Kenneth J. and Janice E. Bauer, Lots 22 and 23 Seifert’s Beach, Lake Lizzie in Duim Township, requested'
the following: I would like to add an attached garage on the back of my existing cabin. Even though it is on
the back of the cabin, it is approximately 25’ out of string line compliance. Per phone conversation with
Ken Bauer the attached garage will be 53’ +/- from the ordinary high water level per onsite visit. Kenneth
Bauer represented the applicants at the public hearing. The audience was polled with Monique who was
representing the property owner to the north of the applicants’ property expressing concerns with view
obstruction if the garage is placed in the proposed location. After discussion and consideration, Thomas Lee
made a motion, second by Rod Boyer and unanimously carried, to table, with the applicant’s verbal
permission, this public hearing until the next scheduled meeting of the Board of Adjustment to consider the
possibility of a detached garage and also to present a plan detailing the size and how the proposed attached
garage would be tied into the existing dwelling. It was noted that the applicants’ home is very close to the
lake.

not 4’ wide. Constructed at 125’ previous variance 140’ setback and 30’ deck. Previous variance granted
on June 12, 2014 was for a 12’ by 30’ deck. Gene Klinnert appeared with the applicant at the public
hearing. The audience was polled with no one speaking for or against the variance as requested. After
discussion and consideration, Ward Uggerud made a motion to approve the variance as requested. This
motion died for lack of a second.

United Sportmen’s Club - Variance application approved as requested. (7:28 p.m.)
United Sportmen’s Club, Government Lots 3 and 4 and North Half of Northeast Quarter, Section 27 of
Dead Lake Township by Dead Lake, requested the following: My uncle, James Leyde and I (Dereck
Leyde) would like to replace our existing Mobile Homes with brand new larger ones. My (Dereck Leyde)
current mobile home is 14 X 48 and I am looking to replace that with a 27.6 X 52.4. My uncle, James
Leyde has a 10 X 50 and is looking to replace that with a 28 X 56, also, to include a 16 X 16 four season
porch. Both of our mobile homes are more than 250 feet back from the lakeshore and over 1,500 feet from
any property line. James Hauck, from our organization came before you in March of 2008 and was
approved a variance for the same type of project, however, he was located within 200 feet from the
lakeshore. 1 (Dereck Leyde) will be removing the shed located directly behind my current mobile home.
Both James Leyde and I will meet all County requirements and setbacks. Per phone conversation - request
not to file a conditional use permit application for this proposal. James and Dereck Leyde represented the
applicant at the public hearing. The audience was polled with no one speaking for or against the variance as
requested. After discussion and consideration, Paul Larson made a motion, second by Thomas Lee and
unanimously carried, to approve the variances as requested in the variance application dated April 12,2015
and as depicted on the picture submitted with the variance application. It was noted that the variances as
approved will allow James and Dereck Leyde to enjoy the same rights and privileges as others in this
immediate area. It was also noted that both proposed structures will have their own separate septic systems.
The variances as approved do not directly or indirectly grant any other variance for the proposed and/or
future development.
The Homestead at Ottertail - Variance application approved as requested. (7:33 p.m.)
The Homestead at Ottertail, part of the Southeast Quarter of the Northeast Quarter and part of Government
Lots I and 2, Section 29 of Otter Tail Township by Otter Tail Lake, requested the following: We are
asking for a variance to allow us to have park model trailers (on RCU Sites) wider than %Vi ft in the
traveling mode. We wish to follow the Minnesota Statutes 2014 168.002 Subd 23 definition, which read as
follows:
Park Trailer.
"Park trailer" means a trailer that:
(1) exceeds 8-1/2 feet in width in travel mode but is no larger than 400 square feet when the
collapsible components are fully extended or at maximum horizontal width; and
(2) is used as temporary living quarters.
"Park trailer" does not include a manufactured home.

The audience was polled with Bruce and Lois Wenger seeking information regarding the proposed project, with Randy
Wasvick expressing concerns with the requested setback variances and with Mary Worner speaking in opposition to
the variances as requested. After discussion and consideration, Thomas Lee made a motion, second by Michael
Harris and unanimously carried, to table this hearing per the applicants’ request until the next scheduled meeting to
allow the applicants an opportunity to reconsider their proposed setbacks. The applicants were asked to consider the
possibility of moving the proposed development further back from the ordinary high water level.

discussion and consideration. Ward Uggerud made a motion, second by David Wass and unanimously carried, to
approve a variance of 60’ from the required ordinary high water level setback of 200’ for the placement of a dwelling
and deck 140’ from the ordinary high water level as described in the variance application dated May 2, 2014 and as
depicted on the drawing submitted with the application. Eugene Klinnert was present for the public hearing. The
hardship/practical difficulty is a substandard lot which prohibits the ability to meet the required 200’ setback. The
variance as approved does not obstruct the view from the adjacent properties.
Glen C and Heidi L Deeton - Variance application approved with conditions. (7:08 p.m.)
Glen C and Heidi L. Deeton, part of Lot 2, Pelican Lake Park First Addition, Pelican Lake in Dunn Township,
requested the following: Deck is approximately 60' from water line, would like to replace 10’ by 14’ deck and add
approximately 160 square feet to the side of deck, no closer to the lake than the existing deck, structure setback is
75’. Proposed impervious is 32%, maximum allowance is 25%. The audience was polled with no speaking for or
against the variance as requested. After discussion and consideration, Michael Harris made a motion, second by
David Wass and unanimously carried, to approve the replacement of an existing 10’ by 14’ deck and the addition of
160 square feet of deck to the side as depicted on the drawing submitted with the variance application with the
condition that the proposed additional 160 square feet of deck can be placed no closer to the ordinary high water level
than the existing deck and with the condition that before a permit can be issued for the 160 square feet of additional
deck the applicants must reduce their current level of impervious surface coverage to a level that will result in no more
than 25% of the total eligible lot area being covered with impervious surfaces after the completion of the proposed
development.
Gary M and Anne L Scheidecker- Variance application approved as requested with a condition. (7:18 p.m.)
Gary M and Anne L Scheidecker ET AL, part of Government Lot 5, Section 28 of Friberg Township by West Red
River, requested the following: Requesting variances to build a 40’ by 60’ garage on land adjacent to our home.
Garage would have 98’ setback from ordinary high water level and a 5’ setback from a deeded easement Woodland
Trail, This 5’ setback would only apply to about 10 - 20' of the 60’ garage on the southeast corner. The trail is a mud
track used sporadically in summer/fall by maximum of 4 others lot owners. Site was chosen to utilize highest level
ground (next to our home) with the least amount of grade/fill needed and least interruption of natural spring drainage.
Variance of 102’ from the required ordinary high water level setback of 200’ and a variance of 15’ from the required
easement road right-of-way setback of 20’. This is vacant lot with no sewer or water. The audience was polled with
no speaking for or against the variance as requested. After discussion and consideration, Paul Larson made a
motion, second by Thomas Lee and unanimously carried, to approve the variances as requested in the variance
application dated May 19, 2014 and as depicted on the drawing dated May 19, 2014 with the condition that the
applicants must physically located the deeded easement for the purpose of determining the setback as stated in the
application.
Douglas and Carol Crice - Variance application approved as requested with a condition. (7:30 p.m.)
Douglas and Carol Crice, Lot 2 Third Addition to Sunnyside, East Battle Lake in Nidaros Township, requested the
following: We are requesting a variance to expand our existing deck. The proposed expansion would put the deck
26’ from the ordinary high water level. Currently the deck is 14’ by 4’ and the proposed expansion would be an
additional 10’ by 4'. The expansion would not increase the imperious surface as it would be ^ilt entirely over existing

Wasvick expressing concerns with the requested setback variances and with Mary Worner speaking in opposition to
the variances as requested. After discussion and consideration, Thomas Lee made a motion, second by Michael
Harris and unanimously carried, to table this hearing per the applicants’ request until the next scheduled meeting to
allow the applicants an opportunity to reconsider their proposed setbacks. The applicants were asked to consider the
possibility of moving the proposed development further back from the ordinary high water level.

Glen C and Heidi L. Deeton, part of Lot 2, Pelican Lake Park First Addition, Pelican Lake in Dunn Township,
requested the following: Deck is approximately 60’ from water line, would like to replace 10’ by 14' deck and add
approximately 160 square feet to the side of deck, no closer to the lake than the existing deck, structure setback is
75’. Proposed impervious is 32%, maximum allowance is 25%. The audience was polled with no speaking for or
against the variance as requested. After discussion and consideration, Michael Harris made a motion, second by
David Wass and unanimously carried, to approve the replacement of an existing 10' by 14’ deck and the addition of
160 square feet of deck to the side as depicted on the drawing submitted with the variance application with the
condition that the proposed additional 160 square feet of deck can be placed no closer to the ordinary high water level
than the existing deck and with the condition that before a permit can be issued for the 160 square feet of additional
deck the applicants must reduce their current level of impervious surface coverage to a level that will result in no more
than 25% of the total eligible lot area being covered with impervious surfaces after the completion of the proposed
development.

Gary M and Anne L Scheidecker ET AL, part of Government Lot 5, Section 28 of Friberg Township by West Red
River, requested the following: Requesting variances to build a 40’ by 60’ garage on land adjacent to our home.
Garage would have 98’ setback from ordinary high water level and a 5’ setback from a deeded easement Woodland
Trail. This 5’ setback would only apply to about 10-20’ of the 60’ garage on the southeast corner. The trail is a mud
track used sporadically in summer/fall by maximum of 4 others lot owners. Site was chosen to utilize highest level
ground (next to our home) with the least amount of grade/fill needed and least interruption of natural spring drainage.
Variance of 102’ from the required ordinary high water level setback of 200’ and a variance of 15’ from the required
easement road right-of-way setback of 20’. This is vacant lot with no sewer or water. The audience was polled with
no speaking for or against the variance as requested. After discussion and consideration, Paul Larson made a
motion, second by Thomas Lee and unanimously carried, to approve the variances as requested in the variance
application dated May 19, 2014 and as depicted on the drawing dated May 19, 2014 with the condition that the
applicants must physically located the deeded easement for the purpose of determining the setback as stated in the
application.
Douglas and Carol Crice - Variance application approved as requested with a condition. (7:30 p.m.)
Douglas and Carol Crice, Lot 2 Third Addition to Sunnyside, East Battle Lake in Nidaros Township, requested the
following: We are requesting a variance to expand our existing deck. The proposed expansion would put the deck
26’ from the ordinary high water level. Currently the deck is 14’ by 4’ and the proposed expansion would be an
additional 10’ by 4’. The expansion would not increase the imperious surface as it would be biiilj entirely over existing
