Robin Olson - Motion to approve failed; therefore the application is denied. (6:38 p.m.)
After discussion and consideration, Steve Schierer made a motion second Michael Harris to deny the variance as
requested noting that the proposal is more than the property can support and noting that there is no adequate
hardship to allow the additional development within the shore impact zone. This motion failed with Paul Larson,
Robert Schwartz and Carl Zick voting no. After additional discussion and consideration, Paul Larson made a motion,
second by Carl Zick to approve the variance as requested with the condition that no more than 25% of the total lot
area can be covered with impervious surfaces. Those voting in favor of the approval noted the similar use of other
properties in this immediate area. This motion failed with Michael Harris, Randall Mann and Steve Schierer voting no.
Since the motion to approve the variance failed the variance application as submitted has been denied.

Robin Olson, Lots 2 and 3 Block 1 Trowbridge Point, Leek Lake in Candor Township, requested a variance
of 60’ from the required ordinary high water level setback of 100’ and a variance of 10’ from the required
shore impact zone setback of 50’ for the addition of a second story to the existing cabin located 40’ from
the ordinary high water level. The audience was polled with Steve Langlie speaking to the variance
application. Chris Nelson appeared with the applicant at the public hearing. A letter from Gerald
McDonald in support of the variance as requested was read for the record. There was discussion to table
this public hearing to allow the applicants additional time to consider other alternatives; however, the
applicants stated that they would like the Board to consider the application as submitted. After discussion
and consideration, Steve Schierer made a motion second Michael Harris to deny the variance as requested
noting that the proposal is more than the property can support and noting that there is no adequate

Charles and Joan Torgerson - Denied. (6:58 p.m.)
Charles and Joan Torgerson, Lot 6 and the West Half of Lot 7 Block 4, Lake Lida in Lida Township,
requested a variance of 5’ from the required road right-of-way setback of 20’ for the addition of a second
story to an existing 22’ by 24’ attached garage. The audience was polled with no one speaking for or
against the variance as requested. After discussion and consideration, Carl Zick made a motion, second
by Robert Schwartz to approve the variance as requested. The motion failed with Michael Harris, Paul
Larson, Randall Mann and Steve Schierer voting no. Those voting in favor of the variance application
noted terrain features of the applicant’s property as the reason for granting the variance as requested.
Those voting against the variance application noted the location of the existing septic system, the size of
the property and the impervious surface coverage as the reasons for denying the variance as requested.
Pat Askegaard - Approved with conditions. (7:12 p.m.)
Pat Askegaard, Lots 8, 9 and part of 10, Block 1 Baker’s Addition - Sand Beach Park, Otter Tail Lake in
Everts Township, requested the following: Raise existing home approximately 16” (Install new footing and
foundation). Build new garage (2 stories). Remove existing garage to confirm with impervious surface
ration. Request a variance of 44’ from the required ordinary high water level setback of 75’ to start new
construction and for raising cabin. Existing cabin is approximately 31’ from the lake. Don Olson,
Contractor, appeared with the applicant at the public hearing. The audience was polled with Marlyn
Kruschke, Everts Township Supervisor noting his representation of the township at this public hearing.
After discussion and consideration, Paul Larson made a motion, second by Steve Schierer and
unanimously carried, to approve the proposed development as described in the variance application dated
July 8, 2007 with the condition that the existing dwelling must be moved back from the ordinary high water
level to a location that is 20’ from the road right-of-way and with the condition that no more than 25% of the
total lot area can be covered with impervious surfaces. The variance as approved will provide the
applicant with a reasonable use of her property and will move the existing dwelling 2 to 4’ further from the
ordinary high water level.
