The Otter Tail County Human Services Board convened Tuesday, October 8, 1996 at 1:05 p.m. at the Otter
Tail County Courthouse with Commissioners Malcolm Lee, Chair; Andy Lindquist, Bill Stone, Virginia
Portmann, Harley Windels, and Virginia Portmann present.

Marvin & Sandra Heisler - Apoiroved With Condition:
A Conditional Use Application to propose to build a 40' x 60' addition to
existing 40' x 80' building and have put into a laundromat (8-10 washing
machines & 6-8 dryers) and the rest of the building to be shop, oil change
and truck storage. The property is described as Nl/2 NWl/4 Ex Tr & 6L 3 Ex
SL A Lying W of State Rd & Ex Tr of Section 35, Candor Township; Loon Lake
(56-523), RD.
Marvin Heisler represented the Application.
A motion by Lachowitzer, second by Ronningen to approve as presented,
provided the waste oil is disposed of in an appropriate memner.

Rochelle B. Kfliidsen - Approved As Piresented:
A Conditional Use Application to repair retaining walls in front of our
cottage. The present walls were constructed by prior owners and may date
back to 1954. They are made of cement block and have deteriorated
significantly in recent years. The walls basically retain the bank in front
of the cottage foundation. We consulted with a local contractor and a
structural engineer as to the best way to repair the existing walls and both
are in agreement that the best approach would be to build new cement walls
in front of the existing walls. On file at Land & Resource is. a letter and
drawing from Wayne Larson of Solien And Larson Engineering which outlines
his recommendations and details of the construction of the new walls. As
indicated we would like to extend wood decking to the edge of the new walls.
The scale drawing (on file at Land & Resource) has been prepared by us. The
screened-in porch shown in our drawing may also be removed and not replaced.
The porch foundation will be left as it remains in good condition. Upon
completion we plcui on covering the new walls and block house with woodsiding
for aesthetic purposes. The present cement steps would also be covered with
wood steps. The property is described as NW 125' of SE 225' of SW 250' of
SL B of 6L 6 of Section 6, Dunn Township; Pelican Lake (56-786), 60.
Jude Pery represented the Application.

Dear Bill:
I had a chance to look through the packet of applications for the October 2, 1996, Planning
Commission Meeting and I would like to offer some comments on several of the applications. I know
our Agency has not been very good about commenting so don’t take these comments necessarily as
meaning these particular applications are bad.
The first application I have comments on is Allen Peterson. This Conditional Use Application for fill
activities does not fall under the mandatory category for stormwater permit for construction activities.
Even so we would strongly recommend that Mr. Peterson have erosion control practices in place as
soon as possible after the fill activity is completed. Our similar concerns exist with the application of
Robert Olson for reworking the bank along Marion Lake. If the work is to be completed this fall it is
especially important to have erosion control practices in place.
We would also like to be assured that the proposed project of Hillary Barry and Virgil Munson called
“Head Lake Camp” is constructed with a compliant sewage treatment system. We would hope that
your office will review this request with the wastewater treatment considerations taken care of
The only other application we would like to comment on is the Marvin and Sandra Heisler application.
I do not know if this area is on an individual sewage treatment system or sewered into Vergas? If this
site is served with an ISTS, then there are special requirements that apply to these types of facilities. I ,
have attached a factsheet explaining these. I think you probably already have these. If you have any
questions on this please give me a call at 218/847-1519.
