RECYCLING EQUIPMENT SYSTEM AND BUILDING CONSTRUCTION
Solid Waste Director, Mike Hanan, Recycling Center Manager, Bob Williams, and OSM
Engineer, Dave Bordson, appeared before the Board to review the final RFP for the
recyclable equipment system and building construction proposal. Commissioner Lindquist
directed that the RFP for the Equipment System allow proposers to bid screw conveyors or
belt conveyors.
Bid deadline date for the Recyclables Processing System is set for April 10, at 3 p.m.
with bids to be opened at the April llth County Board meeting at 2 p.m.
Hanan reported that the Building Construction proposal will include an addendum to allow
for different construction of the building other than steel as long as the substituted
type of construction meets the specifications outlined in the proposal. The addendum
allows for alternative to steel frame construction. Alternative bids would be required
to provide engineering documentation along with the bid.
Mr. Bordson explained several changes in the floor plan including the angle of the
corridor which will connect the existing facility with the new facility and the
staggered loading docks to provide extra space.
Motion by Portmann, seconded Windels and unanimously carried to set bid deadline for
Building Construction April 10, 1995, at 3 p.m. with bids to be opened at the
April 11, 1995, County Board meeting at 2 p.m.
APPROVAL TO PAY BILLS
Motion by Windels, seconded Portmann and unanimously carried to approve payment of bills
per Attachment A of these minutes.
ADJOURNMENT
At 12:05 p.m.. Chairman Stone declared the meeting of the Otter Tail County Board of
Commissioners adjourned until 1:00 p.m. Tuesday, March 14, 1995.

A Conditional Use Application to expand the car wash business to include 4
dual gas pumps (1 being diesel) and a convenience store (including garden
items and fresh flowers), to be open 7 days a week - 6:00 A.M. to 12:00
Midnight. Parking available for 14 (minimum) cars and 6 (minimum) semi
trucks. Propose to include a lO'xlO' lighted sign. Also request to level
the fill material from the gas tanks over the parking area and then gravel
this area for a base for an asphalt surface. Loon Lake (56-523), RD, Nl/2

A motion by Olson, second by Trites to approve as presented provided the

A Conditional Use Application/Preliminary Plat to construct approximately
3150' of road to serve the proposed 11 lot subdivision. Bass Lake (56-770),
GD, Pt of Gov. Lots 3,4 & 5, Section 17, Dunn Township. Doug Haugen, Jim
Sinclair (attorney) and Roy Smith (surveyor) represented the Application.
Paul Hubbard (attorney representing the property owner of the point)
objected to the plat and spoke in regard to access for his client.
A motion by Trites, second by Schwartz to teOale both requests to the May 3,
1995 meeting in order to allow the Planning Commission to view this property
under ideal conditions and to allow for discussion (regarding access)
between the Applicant and the owner of the point,
