Fabian, Fergus Falls, MM, requested a variance to subdivide a parcel of less than 5 acres from an existing 155.82 acre parcel for permahent attachment to an adjacent 4.16 acre parcel. The west line of the parcel would be approximately 229.51’, the north line of the parcel would be approximately 254.35’, the east line of the parcel would be approximately 110’ and the south line of the parcel would be approximately 256’. The property is described as part of the Southeast Quarter, Sec|tion 26 of Western Township on Upper Lightening Lake. The audience was polled with John Walkup speaking in favor of the the applicant’s request. After consideration, motion was made by Randall Mann, seconded by Cecil Feroling and unanimously carried, to approve a variance to subdivide a parcel of less than 5 acres from an existing 155.82 acre parcel for permanent attachment to an adjacent 4.18 acre parcel with the condition that a registered surveyor’s drawing must be presented when the property is transferred. ' Arthur H. Tostenson Denied Arthur H. Tostenson, Madison, MN, requested a variance to purchase a tract, having 7' of width at the lake front and tapering to 0’ of width at the rear of the lot, from the adjacent property currently owned by Donald Hauck, a variance of 56’ from the required ordinary high water level setback of 100’, a variance of 6’ from the required shore impact zone setback of 50' and a variance of 6’ from the required side lot line setback of 10’ for the placement of a 14’ by 26’ addition 44’ from the ordinary high water level and 4’ from the side lot line. Please note the proposed addition would be 4' from the property line after the purchase of the above described tract. The property is described as part of Reserve Lot A, Martee Beach, Blanche Lake in Everts Township. The audience was polled with no one speaking for or against the request. After consideration, motion was made by Cecil Femling, seconded by Craig Anderson and carried with John Everts abstaining, to deny the variance as requested as the granting of the variance would not improve a substandard situation and would make the adjacent lot owned by Donald Hauck more substandard. Rodney William Richter - Approved Rodney William Richter, Vergas, MN, requested a variance toisubdivide, without a registered surveyor's drawing, a one acre parcel from an existing 77.83 acre parcel. The parcel would be used for the temporary placement of a mobile home on an existing farmstead. The property is described as the South 1/2 of t}ie Southeast 1/4 of the Southwest 1/4, the Southwest 1/4 of the Southeast 1/4 and part of Government Lot 2, Section 34 of Candor Township on Loon Lake. The audience was not polled as the only person remaining in the audience was the last applicant. After consideration, motion was made by Craig Anderson, seconded by George Walter and unanimously carried, to permit two dwellings on this parcel so long as the property is used for agricultural endeavors and with the conditions that both dwellings must be at least 675' from the ordinary high water level and on the north side of County Road #4. ! Planning Commission November 1, 1995 Page 6 Gerald Rufer/Craiq Vaughn CUP #5453; Gerald Rufer requested the Commission extend the October 30, 1995 completion date of his road project (Conditional Use Permit #5453) since the adverse weather we experienced in October did not allow the project to be completed. A motion by Trites, second by Barker to grant an extension to November 30, 1995. Voting; All members in favor. Rodney Richter - No Formal Action; Bill Kalar discussed with the Commission a proposed Cluster Development on a farmsite (with over 700 acres) for Rodney Richter, Loon Lake (56-523). Mr. Richter was requesting to file a Conditional Use Application without the required surveyor's drawing. After discussion, the Commission recommended that other options such as a subdivision (5 acre metes & bounds) or an attachment of the existing house and the proposed mobile home be explored. If these options are not feasible, then a cluster review could me made without a surveyor's drawing. A scale drawing of the proposal would be required. At 11:05 P.M.
