In August 1993 Otter Tail County denied a similar request for the same piece of property for a variance made by Bruce Martinson, Dennis Martin.son, and Dawn Martinson-Bruesh. Also at the same time. Otter Tail County required the Martinsons to remove living quarters and other outbuildings that had been moved to the property and/or constructed there. The decision by the Board of Adjustment in August 1993 was wise and correct and frankly, I fail to understand why it would even warrant a second thought at your November 6"' meeting. Nevertheless, I remain opposed to granting the variance for environmental reasons. Otter Lake is zoned “Natural.” It is one of the most pristine of Otter Tail County’s 1,000 Lakes, proof positive, I believe, that Lake Shore Management works. The requested variance is not insignificant. The construction of a building as proposed so close to the water can only have an adverse effect on its quality and render meaningless the ordinance as written. Your predecessors had the courage and foresight to enact legislation to zone our lakes to protect our natural resources, and in 1993 to affirm the wisdom of that legislation by denying the Martinson’s request. I urge the current Board of Adjustment to call on its collective strength and wisdom to uphold the far-sighted legislation of the past and the 1993 decision, ensuring our treasured natural resources in the future. My opposition is based on: Ecological reasons "mobile” home and a "camper" trailer so close to Otter Lake creates, and has for a number of years in my opinion, a runoff hazard that clearly threatens the quality of water in Otter Lake - a situation that the shoreline management ordinance of Otter Tail County was intended to eliminate. I am the owner of the adjacent The location of an outhouse, a(1) A request for a variance of 50 feet and 105 feet are not insignificant but are major deviations of the land management ordinance. (2) In my opinion, a mockery of the lake shore zoning was made when the trailers were moved to the lake and the outhouse constructed without permits. To grant such a significant variance now simply renders meaningless the legislation that was intended to protect our natural resources. Thank you for sharing my letter with the Board of Adjustment.
