July 16, 1990 Date BoanJIof Adjustment Secretary Rccsivsa JUL 0 5 isso July 2, 1990LAND & RESOURCE To the Board of Adjustment: The application for the variance indicated that submitting our plans would aid you in decision making. You will notice that the building The 2A by 36 garage will house an Aquasite is occupied by two buildings. It is beneficial to have a straight line forTherm furnace for the house. the underground pipe carrying the heated water to the house. The garage will not have the same problem with fill that the house would have if located The garage will not have a basement which creates200 feet from the lake. The distance between the house and garagethe fill problem for the house. The placement of theis also adequate for backing out and driving away. house and garage also lines up nicely with the road which has been completed to the building site. Our plans for the building site do not include'a high degree of land- Our desire is to make use of the existing terrain to our advantage.scaping. Since the terrain around Otter Lake is high we would like to avoid land scaping and filling as much as possible since drainage goes to the lake. Our plans for the 38 acres do not include any form of development. Our desire is to keep the area private and in a natural state. My only plan for the land is to remove dead and dying trees for my personal use. Your carefull consideration of our request is appreciated. The fill would be used to fill the back part of the building site enabling me to build sufficient elevation to enter the garage and to have a turning area behind the garage. The quantity of fill necessary to achieve this is 32" at the door of the garage and approximately 5' at the rear of the turning area. Fill will also have to be used to elevate the driveway to the height of the turning area and garage. The area from which the fill would be taken would be sloped to the north away from the lake and is 180 to 200' from the lake. The removal of the fill would also solve an erosion problem with the road by facilitating better drainage to the filtering pond identified on the map. The exposed area from which the fill is excavated would be landscaped and seeded and be come part of the lawn area adjacent to the front yard of the building site and would end at the 24' by 36' garage pictued on the map. MKL -0871-011 By:. 2219101® VICTOR LVNOEEN & CO.. PRINTERS. FERGUS FALLS. MINN. To: Planning Commission From: Jim Thom Please note that my request is accompanied by a map. It should be noted that the board of adjustment has viewed my building site and has suggested that I submit the following request. The building site chosen by me has been determined to be my only building site. To utilize the site the following alterations must be made and the following variance acquired. The building location for the house is not level and begins to drop at about the front of the house. I have measured the rate of drop with a transit. From the front of the house to the rear of the garage there is a 32" drop. From the front of the house to the rear of the turning area for garage entry there is a 5' drop in the level of the ground. This area requires fill for the ability to enter the garage. I have had Egge Construction from Pelican Rapids evaluate this problem and their suggestion is to take the fill from the back of the area designated El. 1400' Mr. Egge estimated that about 300 yards of fill would be required to fill the designated area. The area excavated would be approximately 75' in length. It would extend from the south west corner of the 24' by 36' garage to the western edge of the rise. It would extend into the rise approximately 25' to 30' at an average depth of 4'. Some fill would be used to raise the level of the ground around the garage and some fill would have to be used to complete the road to the garage. The ground excavated would be landscaped and seeded providing an open area between the house and 24' by 36' garage. No excavated ground would drain to the the lake as the majority of the 10' rise would remain undisturbed. None of the excavated earth would be used to fill the filtering pond located 262' from the lake. This area would be left undisturbed. If this plan achieves support from the planning commission I will submit a variance request to the board of adjustment for a setback variance which would pex-mit me to place the house 150' from the lake. I believe that this is a practical solution to the problem. To place the house any further back would cause environ mental damage to the filtering pond which catches runoff in the fall and during periods of excessive rain.
