After discussion and consideration, Cecil Femling made a motion, seconded by Paul Larson and unanimously carried,
to approve a variance of 9’ from the required road right-of-way setback of 20’ and a variance of 26’ from the required
ordinary high water level setback of 100’ for the placement of a 24’ by 48’ cabin IT from the road right-of-way and 74’
from the ordinary high water level. Hardship is a substandard lot of record.

Mark and Lorrie Carlson - Approved the variance as requested with a condition. (7:05 p.m.)
Mark and Lorrie Carlson, part of Government Lot 7, Section 10 of Elizabeth Township by Long Lake,
requested a variance of 62’ and a variance of 70’ from the required ordinary high water level setback of
100' for the placement of the northwest comer of the proposed structure 30’ from the ordinary high water
level (waters edge) and for the placement of the northeast corner of the proposed structure 38’ from the
ordinary high water level (waters edge). Chairman Mann polled the audience with Lorrie’s mother speaking
for the variance as requested and with Teresa Stock expressing concern with the proposed moving of the
storage shed. After discussion and consideration, Steve Schierer made a motion, seconded by Paul
Larson and unanimously carried, to approve a variance of 62’ and a variance of 70’ from the required
ordinary high water level setback of 100’ for the placement of the northwest corner of the proposed
structure 30’ from the ordinary high water level (waters edge) and for the placement of the northeast corner
of the proposed structure 38’ from the ordinary high water level (waters edge) with the condition that an
existing storage shed must be placed in a location which is at least 10’ from the side lot line and which is
also behind the string line between Stock’s dwelling and Carlson’s replacement structure. The Board noted
that the variance as approved would place the replacement structure in the same footprint as the previous
structure.
Mike M Westrom - Denied. (7:30 p.m.)
Mike M Westrom, part of Government Lot 10, Section 4 of Otter Tail Township by Otter Tail Lake,
requested a variance of 37.5’ from the required ordinary high water level setback of 75’ for the construction
of 12’ by 38’ screen porch 37.5' from the ordinary high water level. Chairman Mann polled the audience
with no one speaking for or against the variance as requested. After discussion and consideration, Cecil
Femling made a motion, seconded by Steve Schierer and carried with Paul Larson voting no, to deny the
variance as requested as no adequate hardship unique to the property had been shown that would allow
for the granting of the variance as requested. The Board noted that there appears to be adequate room to
the side of the existing structure and in front of the existing structure behind the string line for the proposed
development, which would provide the applicant with a reasonable use of his property.
Ray and Elizabeth Rossum - Approved the variance as requested with a condition. (7:47 p.m.)
Ray and Elizabeth Rossum, part of Government Lot 2, Section 35 of Dora Township by Star Lake,
requested a variance of 32’ from the required ordinary high water level setback of 75’ for the placement of
a structure 43’ from the ordinary high water level. Chairman Mann polled the audience with no one
speaking for or against the variance as requested. After discussion and consideration, Steve Schierer
made a motion, seconded by Cecil Femling and unanimously carried, to approve a variance of 32’ from the
required ordinary high water level setback of 75’ for the placement of a structure 43’ from the ordinary high
water level as depicted on the applicants’ drawing with the condition that the small northeast shed must be
removed prior to the issuance of a site permit for the proposed project. The Board noted that the proposed
development is further back from the ordinary high water level than the existing structure and is not within
the shore impact zone. The Board also noted that no more than 25% of the total lot area could be covered
with impervious surfaces. Hardship is the terrain of the applicant’s property.

74’ from the ordinary high water level. Chairman Mann polled the audience with Mary Ann Magloughlin
addressing the location of an existing shed. After discussion and consideration, Cecil Femling made a
motion, seconded by Paul Larson and unanimously carried, to approve a variance of 9' from the required
road right-of-way setback of 20’ and a variance of 26’ from the required ordinary high water level setback of
100’ for the placement of a 24’ by 48’ cabin 11’ from the road right-of-way and 74’ from the ordinary high
water level. Hardship is a substandard lot of record.

Ordinance. The Otter Tail County Board of Adjustment will assemble for this hearing on
Thursday, June 3, 2004, at 7:30 p.m..
in the Commissioners’ Room of the Otter Tail County Government Services Center, Fergus Falls, MN. (Please use the
public entrance located on the northeasterly side of the Government Services Center. The second left off Fir Ave.)
