To Whom It May Concern:
On July 16, 2003 the Planning Commission passed a motion to recommend approval of your
request. Their motion is as follows:
A motion by Boyer, second by Sha to approve as presented on the drawing received at the
July 16, 2003 Planning Commission Meeting, provided: 1. The road top is increased to
24’ until the road splits, must install a turn around in this area. 2. Recycled asphalt must
be installed on the steep grades near the wetlands to prevent erosion. 3. An erosion
control plan must be approved by Land & Resource Management. 4. The minimum
amount of compacted surface material must be 3”. 5. Where practical, an effort must be
made to reduce the steep grades.
On July 22, 2003 the County Board of Commissioners passed a motion to approve the
request as recommended by the Planning Commission.
As you can see, there are conditions placed on this approval. Once these conditions are
met, our Office will process your Conditional Use Permit.

Motion by Nelson, second by Froemming,.and unanimously carried to approve a Conditional
Use Permit to build a new driveway as presented. The property is described as Pt GL 3...,

Conditional Use Pennit - Corliss Township:
Motion by Nelson, second by Mosher, and unanimously carried to approve a Conditional Use
Permit to relocate a portion of Nitche Lake Road with conditions as recommended by the

conditions as recommended by the Planning Commission. The road to be repaired is CSAH
No. 4, Section 9 of Lida Township; Lake Lida (56-747).
Conditional Use Permit - Otter Tail County Highway Department:
Motion by Mosher, second by Froemming, and unanimously carried to approve a Conditional
Use Permit to repair the ice damage to the right-of-way to a portion of CSAH No. 72. The
property is described as CSAH No. 72, Sections 4 & 5 of Everts Township; Otter Tail Lake
(56-242).
Preliminary Plat & Conditional Use Permit - Sportsman Landing/Brian Clouse:
Motion by Lee, second by Mosher, and unanimously carried to accept the withdrawal of the
application for a Conditional Use Permit and for the proposed Preliminary Plat of Sportsman
Landing as requested by the applicant. Land & Resource Director, Bill Kalar, stated that the
applicant is considering a revised plan. The property is described as Pt of GL 5 in Section 23
of Elizabeth Township; Jewett Lake (56-877).
Final Plats
Motion by Froemming, second by Nelson, and unanimously carried to approve the Final Plat
known as “South Oaks Second Addition”. The property is described as GL 2, Section 1,
Township 134N, Range 39W on Buchanan Lake (56-209); Otter Tail Township.
Motion by Froemming, second by Block, and unanimously carried to approve the Final Plat
known as “Willow Creek Estates”. The property is described as the SW quarter of the NE
quarter and that part of GL 3 and 4, Section 26, Township 134, Range 38, East Leaf Lake
(56-116); East Leaf Lake Township.

Motion: A motion by Sha, second by Boyer to table, at the Applicant’s request, to
September 10, 2003 to allow the Applicants to provide: 1. A legal description for the
road so it can be recorded. 2. A minimum 33’ road right-of-way. 3. Approval from the
County Ditch Authority in regards to crossing County Ditch #25. 4. Approval from the
Township for the approach. 5. A centerline profile and a typical cross section of the
proposed road. Note: This information must be received by Land & Resource
Management no later than August 25, 2003. Voting: All Members in favor.
Bryce & Nancy Stromstad and Leo Janu - Approved With Conditions:
A Conditional Use Permit Application stating: I am planning on operating a collision repair
business onsite. The property is described as Tr in GL 2 ...(6.4 AC) & GL 1 & 2 ex trs ex
platted. Section 7 of Gorman Township; Silver Lake (56-224), NE.
Bryce & Nancy Stromstad represented the Application.
Motion: A motion by Zimmerman, second by Lachowitzer to approve the collision repair
business as presented, provided: 1. There is adequate parking. 2. Applicant must use
the existing signage. 3. The maximum numbers of vehicles allowed to be stored outside
onsite must not exceed 20. 4. The Applicant must follow the requirements of the MPCA.
Voting: All Members in favor.
Break: At 8:00 P.M., the Commission took a 10 minute break.
