Donald L. Hennen - Approved with conditions.
Motion was made by Randall Mann, second by Cecil Femling and unanimously carried, to approve the applicant’s
revised plan, as submitted at the public meeting, noting that the proposed additions will be no closer to the ordinary
high water level than the lake side of the existing 24’ by 26’ structure as the building line of that portion of the existing
dwelling will be extended to the south and with the condition that by May 1, 2000 an existing 10’ by 18’ boat house
must either be removed or placed in a location, which is at least 40’ from the ordinary high water level. It was noted
that the 20’ by 20’ storage building could remain in its present location.

Donald L. Hennen, Detroit Lakes, MN, requested a variance of 68’ from the required ordinary high water
level setback of 100’ for the replacement of an existing 24’ by 32’ structure with a new single story structure
32’ from the ordinary high water level. The property is described as part of Government Lots 3 and 4,
Section 4 of Candor Township by Sauer Lake. The audience was polled with no one speaking for or
against the request. After consideration, motion was made by Randall Mann, second by Cecil Femling and
unanimously carried, to approve the applicant’s revised plan, as submitted at the public meeting, noting
that the proposed additions will be no closer to the ordinary high water level than the lake side of the
existing 24’ by 26’ structure as the building line of that portion of the existing dwelling will be extended to
the south and with the condition that by May 1, 2000 an existing 10’ by 18’ boat house must either be

Wendell D. Blatchford - Denied
Wendell D. Blatchford, C/0 Dennis and Delores Blatchford, Fargo, ND, requested a variance to move an
existing boathouse away from the lake an additional 10’ making it 18’ from the current water level and 3’
from the side lot line and, also in recent years ice pushing has raised the surrounding soil line and would
like a variance to raise the existing structure so that it would be even with the surrounding ground levels.
A water oriented accessory structure should be 20’ from the ordinary high water level and 40’ from the side
lot lines. The property is described as Lot 13, Sunrise View Beach, Lake Lida in Lida Township. The
audience was polled with no one speaking for or against the request. After consideration, motion was
made by David Trites, second by Randall Mann and unanimously carried, to deny the variances as
requested as no adequate hardship had been shown.
• r.-Richard and Wanda Oftedahl - Approved with condition.
Richard and Wanda Oftedahl, Madison, MN, requested ^ variance to allow a replacement structure with
outside dimensions of approximately 60’ by 70’ on Lake Clitherall’s E-L-M Dale Beach Addition. The
variance is needed because the front line of the replacement structure would exceed the setback
requirements of the ordinance using the sting test. The proposed structure would be approximately 60’
from the ordinary high water level. The property is described as the East 70’ of Lot 6 and the West 55’ of
Lot 7, E-L-M Dale Beach, Clitherall Lake by Lake Clitherall. The audience was polled with no one speaking
for or against the request. After consideration, motion was made by David Holmgren, second by Cecil
Femling and carried with John Everts abstaining, to approve the application of the string line from the corner of the Enstad dwelling cipsest to the ordinary high water level to the Swenson dwelling with the
condition that the applicants’ proposed development cannot cover more than 25% of the total lot area with
impervious surface. It was noted that the proposed structure would be setback 5’ further than the existing
dwelling. It was also noted that both corners of the Enstad dwelling have similar use and the granting of
this request will provide the applicants with a reasonable use of their property. Hardship is a shallow lot of
record.
