Steven and Joan Martin - Approved as requested. (6:37 p.m.)
Motion was made by Steve Schierer, second by Randall Mann and carried with Mark Steuart abstaining, to declare Lot
2, Belmont Heights a buildable lot for residential development. The applicants noted that they should be able to meet
all other setback requirements of the Shoreland Management Ordinance. The granting of the variance as requested
will provide the applicants with the ability to enjoy the same rights and privileges as others in this immediate area.

OTTER TAIL COUNTY BOARD OF ADJUSTMENT
Thursday, November 13, 2003
The Otter Tail County Board of Adjustment met Thursday, November 13, 2003, with the following persons
in attendance:
Cecil Femling
Randall Mann
Mark Steuart
Pat Eckert, Land and Resource Management

Kurt Mortenson, Assistant County Attorney

Call to Order -
Randall Mann, Chairman, called the meeting of the Board of Adjustment to order at 6:30 p:m.
Minutes Approved -
Hearing no corrections or additions the minutes of the Novembers, 2003 meeting was.approved as mailed.
The following variance requests were heard:
Susan S. Davis and Nancy J. Schultz - Approved as requested with conditions. (6:30 p.m.)
Susan S. Davis and Nancy J., Schultz, Lots 1, 2, and 3, Block 1, Summer Haven Beach First Addition,
Pelican Lake in Scambler Township, requested a variance to have three substandard back lots declared
buildable for non-residential development. The applicants are proposing the sale of these three lots to the
owners of lake front properties. Rodney Larson represented the applicants at the public hearing.
Chairman Mann polled: the audience with no one speaking for or against the variance as requested: After
discussion and consideration, motion was made by Steve Schierer, second by Cecil Femling and
unanimously carried, to approve the variance as requested with the following conditions; 1.) back lot area
cannot be used when calculating impervious surface coverage for front lot development, 2.) the three back
lots must be permanently attached to one or rriore lake lots and 3.) the conveyance of the three back lots ,
must occur at the same time.

Steven and Joan Martin, Lot 2, Belmont Heights, Beirfiont Lake in Eagle Lake and Leaf Mountain
Townships, requested a variance to have Lot 2, Belmont Heights declared buildable for residential
development. Chairman Mann polled the audience with no one speaking for or against the variance as
requested.’ After discussion and consideration, motion was made by Steve Schierer, second by Randall
Mann and carried with Mark Steuart abstaining, to declare Lot 2, Belmont Heights a buildable lot for
residential development. The applicants noted that they should be able to meet all other setback
requirements of the Shoreland Management Ordinance. The granting of the variance as requested will
provide the applicants with.the ability to enjoy the same rights and privileges as others in this immediate
area.
